MINUTES TOWN OF PITTSBORO BOARD OF COMMISSIONERS MONDAY, SEPTEMBER 14, 2020 REGULAR MEETING 7:00 PM Members Present (Virtual): Mayor Jim Nass, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Michael Fiocco and Commissioner Kyle Shipp. Staff Present (Virtual): Interim Town Manager Bob Morgan, Attorney Paul S. Messick, Interim Chief of Police Shorty Johnson, Planning Director Jeff Jones, Planner II Kayleigh Mielenz, Interim Town Clerk Cassandra Bullock, Senior Planner Theresa Thompson. Mayor Jim Nass called the meeting to order and asked for a moment of silence. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Commissioner Farrell. Commissioner Shipp made motion to approve the Agenda as amended, it was second by Commissioner Bonitz. Swearing In of Town Clerk - Mayor Nass Commissioner Fiocco made a motion to approve the consent agenda with the modifications to the minutes that Commissioner Fiocco and Commissioner Shipp submitted, seconded by Mayor Pro Tern Baldwin. Approve Minutes of the July 16, 2020 Special Meeting of the Board of Commissioners 4. A-2020-03 CP Section 7.1 Subdivision End of Consent Agenda. PUBLIC HEARINGS None. CITIZEN MATTERS 1. Public Comment-None OLD BUSINESS 1. 2020 Bicycle and Pedestrian Plan - Continued from August 10, 2020 Regular Meeting of the Board of Commissioners. (Jeff Jones) Commissioner Shipp states it's a good plan and would like staff to begin to come up with an ordinance. Commissioner Fiocco has house keeping items he will email to Jeff Jones. Commissioner Fiocco wanted to go over some comments as well. Commissioner Fiocco referenced that 3 .2 map pages 38-39 looks as though little segments of the bike lane connections that connect to shared lanes/sidewalk connections. Salisbury/Credle has a little section of bike lane North to Hanks Street. 2 Commissioner Fiocco advised on page 4 he wanted to know is it saying streets that have both sidewalk and bike lane reduce injuries by 60%? Jeff Jones will speak with the Consultant Commissioner Fiocco' s concerns and follow up with the Board. Commissioner Shipp made a motion to adopt plan with the updates from Commissioners Fiocco's comments, seconded by Commissioner Fiocco. Discussion of Code of Ordinance Amendment to Chapter 27. (Chris Kennedy) Chris Kennedy will provide the Board with a redline and clean version of Ordinance Amendment with corrections at the next BOC meeting September 28, 2020 for approval. UPDATES & COMMISSIONER CONCERNS 1. Manager Updates- • Appointing Cassandra Bullock as Town Clerk • Hurricane season, meeting with emergency weekly, also discussing COVID-19. • Chatham Park Way will be open to the public next Monday. DOT and process on their next meeting. • Town Parks are open again. • Early voting is October 15-31. • Chatham County Aging Council has received 200 subscriptions for the seniors. • Helicopters are doing training exercises. • September 26 VFW will have a Blood Drive 10:30-2:30. • Auditors are in Town this week. • Sales tax have come in. Up 130%. Received July's fees and we are up $29,000 just for July. However, our Utility Franchise fees are down $6000. • Create a Sunshine list: what's going on and where it's going on, when we send out packets and they will get the packet as well. 3  • Working with Public Works Director on an alert system, working with RAVE in order to better communicate with the public. 2. Mayor Updates- • Received a letter from an 8th grader wanting to know if the Town of Pittsboro could put together a time capsule and place several items from what has happen this year into it and hopefully have it opened in 50 to 75 years from now. He agreed to serve on a committee or board. Mayor mentioned that we have Chatham 250 coming up next year and maybe we should take his idea to that committee and see if they are interested in putting together the capsule. • Commissioner Shipp and Commissioner Fiocco a couple of meetings ago brought up the zoning of the land near Horton Middle School. Last year a proposal came before the Board to put a Concrete Plant in a residential area and the Board voted 4-1 against it. Mayor would like staff and the Board to review the Table of Uses because he knows at some point more proposals will come before the Board. 3. Commissioner Updates: • Boys & Girls Club- Commissioner Shipp mention there has been great attendance and more people are showing interest. Should be to narrow down a location soon. • Parks and Recreation Advisory Board (PARAB) • Chatham County Economic Development Corporation (EDC) • Triangle Area Rural Planning Organization (TARPO) • Fairground Association- Mayor Pro Tern Baldwin advised that the County Fair has been cancelled due to COVID-19 this year. • Pittsboro Business Association (PBA)/Downtown • Triangle J Council of Governments- Mayor Pro Tern Baldwin mentioned that she has sent out an email regarding the Regional Summit and if anyone would like to attend please sign up asap. • Main Street Pittsboro-Commissioner Fiocco advised that they will be sending Finance Director Heather Meacham the July and August financials and just like the Town Main Street is going through their 2nd year of being Audited. Weather is getting cooler and they are will start the design for the rain gardens. Main Street will joint sponsor the Tree Lightning with PBA and they have already secured a I 6-20ft tree. Main Street has a FB page and if you have a chance please check it out you can win a gift card to use at some of the local business. Ads are being made to promote Downtown Pittsboro. Main Street is researching if they can mix commercial and residential zones together and checking to see if it's needed. Welcome Center is completed and will open in the fall. Edwards fa9ade is almost complete and Main Street is working on other fa9ade grants for this year. • Climate Change- Commissioner Bonitz advised we have 7 named storms right now; he also mentioned the fires in California. Talked about seeing our fair share of flooding in NC. 4  • Human Relations Committee- Mayor Pro Tern Baldwin mentioned that we are needing a rep since Commissioner Foley is no longer on the committee. • Chatham County Arts Council • Commissioner Concerns: Commissioner Farrell had some concern about the Town ordinance about having one way in and not another exit. He spoke with the Fire Chief and was provided a fire code that where municipality can work around the ordinance and make changes. Commissioner Farrell advised several citizens came to him wanting an update on the Force Main to Sanford, wanting a start date or a finish date. Attorney Paul Messick advised the process is still with the State, waiting comments from Fish and Wildlife. Then there is a 30day clearing house process, then we can secure the loan and getting started by the end of the year. Property owners had some issues about Mastec not fixing the yards back after laying the pipe. Commissioner Shipp advised that Affordable Housing applications are open to apply and due by October 16. ADJOURNMENT Commissioner Fiocco made a motion to adjourn at 8:43pm, seconded by Commissioner Bonitz.
