MEETING SUMMARY TOWN OF PITTSBORO BOARD OF COMMISSIONERS ER/EID PUBLIC MEETING MONDAY, DECEMBER 14, 2020 7:00 PM Members Present (Virtual): Mayor Jim Nass, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Michael Fiocco and Commissioner Kyle Shipp. Staff Present (Virtual): Town Manager Chris Kennedy, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Town Clerk Cassandra Bullock, Planning Director Jeff Jones, Senior Planner Theresa Thompson, Planner 1 Kayleigh Mielenz and Director of Engineering Kent Jackson. Call to Order -Mayor Nass Mayor Jim Nass called the meeting to order PUBLIC MEETING: Town of Pittsboro Wastewater Treatment System Improvements Engineering Report - Environmental Information Document ■ Description: This public meeting is designated to solicit comments on the ER-EID for this project from the public and any interested parties. This project will consist of a series of projects designed to convey up to 2.0 MGD of untreated wastewater away from the Town of Pittsboro's Wastewater Treatment Plant to the City of Sanford's Big Buffalo Creek Wastewater Treatment Plant via the construction of a wastewater force main and conversion of the existing Pittsboro Wastewater Treatment Plant infrastructure to provide wet weather flow equalization for the force main. This project received Clean Water State Revolving Fund loans (CS370413-06) on February 1, 2016 in the amount of $21,585,500. This loan includes costs for engineering, bidding, construction and administration of this project. ■ Action Recommended: Receive Public Comments and Questions. Town Manager Mr. Chris Kennedy provided the opening remarks and explained why this ER-EID (Engineering Report-Environmental Information Document) was coming back before the Board of Commissioners and the general public after being presented at the November 9, 2020 Regular Meeting of the Board of Commissioners. Mr. Kennedy explained that while only one public meeting is required to satisfy the requirements set forth for the ER-EID process, the Town realized after the November 9, 2020 public meeting for the ER-EID an issue with the legal advertisement. Given the uncertainty with the notice, despite the Town feeling like the minimum requirements for the ER-EID public meeting may have been met, out of an abundance of caution the Town elected to readvertise and re-hold this public meeting for the ER-EID. Mr. Kennedy further explained that the comments and comment responses, as well as any other documentation from the November 9, 2020 public meeting, will be carried forward and submitted as one package along with the same complement of information from this December 14, 2020 public meeting for the ER-EID. Mr. Kennedy then introduced Mr. Carl Scharfe to present the ER-EID report and its findings. Mr. Carl Scharfe, P.E. with The Wooten Company presented a PowerPoint presentation explaining and detailing the requirements and the process for the ER-EID (Engineering Report-Environmental Information Document) for the Town of Pittsboro Wastewater Improvements project. Mr. Scharfe provided an overview of the project and the ER-EID process in addition to the Clearinghouse and FONSI process. Mr. Scharfe explained the need and purpose of the project, the project alternatives considered including the no-action and preferred alternatives, comment response requirements, the approval processes, the bidding process, the costs and proposed funding mechanisms, including impact on the current base of rate payers, and the construction time line. Mr. Scharfe entertained questions from the Town of Pittsboro Board of Commissioners and the general public. Board of Commissioner Comments: None. Public Comments: 1.
