TOWN OF PITTSBORO BOARD OF COMMISSIONERS OCTOBER 24, 2022 REGULAR MEETING MINUTES PAGE 1 OF 6 TOWN OF PITTSBORO The Pittsboro Board of Commissioners met in Regular Session on Monday, October 24, 2022 at 5:00pm in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Cindy Perry presiding. The meeting was called to order at 5:03 pm. ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Kyle Shipp. ELECTED TOWN OFFICIALS ABSENT: Mayor Pro Tern Baldwin and Commissioner Vose. TOWN STAFF PRESENT: Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Downtown Development Director Theresa Thompson , Public Information Officer/Emergency Management Coordinator Colby Sawyer, Utility Director Adam Pickett, Parks & Recreation Director Katy Keller, Planner II Janie Phelps, Planning Project Manager Molly Boyle, Director of Engineering Kent Jackson, Project Engineer Morgan DeWit and Town Clerk Carrie Bailey. CLOSED SESSION Commissioner Shipp made a motion to enter Closed Session pursuant to N.C.G.S. § 143- 318.11. (a)(6), seconded by Commissioner Farrell. Vote: Aye-3 Nay-0 Motion carried unanimously. Mayor Pro Tern Baldwin arrived at 5:23pm . Commissioner Vose arrived at 5:26pm. Mayor Pro Tern Baldwin made a motion to exit Closed Session pursuant to N.C.G.S. § 143-318.11. (a)(6), seconded by Commissioner Bonitz. Vote: Aye-5 Nay-0 Motion carried unanimously. Mayor Perry requested a moment of silence with the recitation of the Pledge of Allegiance following led by Boy Scouts of America Troop 93, Braden Cabe, Brayden Ritchea and Brayden Spacek. ADOPTION OF THE AGENDA Mayor Perry called for a motion to either approve or modify the agenda as proposed . Commissioner Farrell made a motion to modify the Regular Agenda by moving items #9 and #10 to New Business #1 and #2, seconded by Mayor Pro Tem Baldwin. Vote: Aye-5 Nay-0 Motion carried unanimously.  TOWN OF PITTSBORO BOARD OF COMMISSIONERS OCTOBER 24, 2022 REGULAR MEETING MINUTES PAGE 2 OF 6 Mayor Perry presented Evan Diamond the Resolution recognizing Chatham Marketplace for Service to the Town. Mayor Perry presented the Resolution recognizing Colby Sawyer Designation of Certified Emergency Manager. CITIZEN MATIERS 1. Interim Manager Updates Interim Manager Hazen Blodgett was absent. 2. Mayor and Commissioner Updates and Concerns Mayor and Board members gave updates on the committees and boards on which they serve. 3. Public Comment Jennifer Platt, 830 Thompson Street, Pittsboro, NC shared result information from 206 Pittsboro resident assessments of PF AS levels from the NC State federally funded PFAS study. Platt requested the Board to continue pressure on upstream users. CONSENT AGENDA Mayor Perry called for action on the Consent Agenda The Consent Agenda contained the following items: 1. Budget Amendment Conservation Element Grant Project 14. Board of Commissioners Future Agenda Item "Look Ahead" Tentative Schedule Commissioner Shipp made a motion to approve the amended consent agenda with removal of items #9 and #10 to New Business, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. PUBLIC HEARINGS 1. NONE OLD BUSINESS 1. GAC Performance Update-Reed Barton COM Smith to present Reed Barton presented a Power Point presentation to share the GAC filtration systems that was installed and went live on August 25, 2022, which will treat 1.5 million gallons per day (MGD) . The GAC filtration system filters PFAS and other contaminated such as pesticides. GAC filtered test results from October 4, 2022 include: Perfluorooctanoic Acid (PFOA)-96.85% reduction Perfluorooctane Sulfonate (PFOS)-96.54% reduction Perfluorononanoic acid (PFNA)-95 .86% reduction Perfluorodecanoic acid (PFDA)-99.9% reduction Barton shared that the Town is in pursuit of state revolving grants and funds (SRF) to expand improvements to 2 MGD and adding second advanced treatment process of an ultraviolet system . Results for application grant requests for expansion should be known in February 2023. Commissioner Shipp added the Town of Greensboro did submit a letter of support with the applications. Shipp asked of the time duration of GAC media replacement. Barton felt it was four to six months and dependent on variables. Shipp asked if the "distressed unit" helped with funding options. Town Representative to Chamber of Commerce-Commissioner Vose has expressed interest and willing to serve . Commissioner Bonitz made a motion to appoint Commissioner Vose as representative to the Chatham Chamber of Commerce, seconded by Commissioner Farrell. Vote: Aye-5 Nay-0 Motion carried unanimously. 3. Board of Adjustment Recommendations Town Resident Representatives Walter Harris-1-year term Leigh Anna Forget-2-year term Sarah Carr-3-year term Open-3-year alternate Extraterritorial Jurisdiction (ETJ) Raeford Bland-2-year term - Johnny Richardson-3-year term Shannon Plummer- 2-year alternate Mayor Pro Tem Baldwin made a motion to appoint Town and ETJ Representatives for the Board of Adjustments, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. Mayor Pro Tem Baldwin made a motion to appoint Shannon Plummer as an alternate to the ETJ for the Board of Adjustments for a two-year term, seconded by Commissioner Shipp. Vote: Aye-5 Nay-0 Motion carried unanimously. NEW BUSINESS 1. Minutes of the June 9, 2022, Joint Meeting of the Board of Commissioners with Chatham County Commissioners Commissioner Farrell wanted to Board to be aware of the statement "Mr. LaMontagne suggested that the Dunlap, Old Agriculture, and Annex buildings be returned to the Town and if cleared the space could be utilized for other opportunities like farmers' markets and emphasized that it is a great location in downtown Pittsboro." Commissioner Farrell made a motion to accept the quote as record and to approve the minutes of June 9, 2022, seconded by Commissioner Vose. 4  TOWN OF PITTSBORO BOARD OF COMMISSIONERS OCTOBER 24, 2022 REGULAR MEETING MINUTES PAGE 5 OF 6 Vote: Aye-5 Nay-0 Motion carried unanimously. 2. Town of Pittsboro GFL Contract Renewal for five-year term with additions of increasing recycling and adding yard waste carts Commissioner Farrell shared he was not in favor of making any changes to the previous contract arrangements. Commissioner Bonitz made a motion to extend the GFL contract for two years, unchanged with no additions to service, seconded by Commissioner Farrell. Commissioner Shipp highlighted there were one hundred six customer requests for yard debris pick up in the prior three months, in addition to any pick ups that staff are picking up, which is a service the Town provides as part of the budget which is unknown cost. Shipp feels the cost of $2.48 a month is a cost savings for taxpayers and improve staff safety. Shipp is surprised the Board would not be interested in the ninety cents per month to the proposed larger recycling carts to minimize recycling thrown away in trash carts. Shipp stated he was not in favor of the motion. Commissioner Bonitz felt there had not been enough attention to the topic and will be in a much better position to reevaluate in two years to maximize recycling and waste reduction and to minimize costs to rate payers . Bonitz isn't prepared to increase rates now. Commissioner Shipp shared it was the fourth meeting to discuss the GFL contract and was not in favor of waiting two years to improve services for citizens. Mayor Pro Tern Baldwin agrees with the increase but will proceed with the motion in order to finalize a contract. Commissioner Vose asked if an option was to not proceed with a contract. Commissioner Shipp stated the Town has extended the contract since 2011 . Vote: Aye-4 Nay-1 Commissioner Shipp Motion carried. MISCELLANEOUS 1. None CLOSED SESSION 1.
