The Pittsboro Board of Commissioners met in Special Session on Wednesday, December 7,
2022, at 5:30pm in the meeting room at the Chatham County Agriculture and Conference
Center with Mayor Cindy Perry presiding. The meeting was called to order at 6:21 pm.
ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela
Baldwin, Commissioners John Bonitz and James Vose.
ELECTED TOWN OFFICIALS ABSENT: Commissioners Farrell and Shipp.
TOWN STAFF PRESENT: Town Attorney Paul Messick, Police Chief Shorty Johnson, Finance
Director Heather Meacham, Public Utilities Director Adam Pickett, Public Information
Officer/Emergency Management Coordinator Colby Sawyer, Planner II Janie Phelps, Director of
Parks and Recreation Katy Keller, Engineer Director Kent Jackson and Town Clerk Carrie
Bailey.
Introduction & General Overview of Agenda
Finance Director Heather Meacham detailed the purpose of this Special Meeting and provided a
brief overview of the considerations and concepts to be discussed during the meeting.
Budget Schedule for Fiscal Year 2023-24
Finance Director Heather Meacham reviewed the proposed budget schedule for the
development of the Fiscal Year 2023-2024 annual budget for the Town . Meacham shared that
today's meeting, serving as a budget scoping session, was designed for the Board to propose
projects and initiatives for staff to program into the next fiscal year budget. Meacham referred to
the Budget Schedule advising Capital Budget Request Forms and Operating & Maintenance
Budget Request Forms would be delivered to Town Department Heads in January 2023 and
due back to the Finance Director Meacham prior to January 25, 2023.
Meacham stated that staff has scheduled a Department Head Budget Retreat for staff only in
March 2023, and a Board of Commissioners Budget Retreat tentatively scheduled on April 7,
2023 that will be open to the public, two (2) public hearings for the consideration of the
proposed annual budget for Fiscal Year 2023-2024 budget with the first on May 8, 2023 and the
second on May 22, 2023, and finally wrapping up the budget process with an anticipated budget
adoption date of May 22, 2023.
Discussion of New Budget Requests for Fiscal Year 2023-24
Discussron ensued amongst the Board and Finance Director Heather Meacham about the
potential budget requests and other considerations that would affect the budget for next year.
The Board and Meacham discussed the following topics: Board training, Mayor and Board cell
phone reimbursement, Capital improvements projects of replacing 2 inch water lines, Hearne
Road improvements, Grant Writer staffing , widening Highway 87, bike paths , updates to
wastewater treatment plant, downtown rehabilitation , fac;ade grant funding , enhancements to
the backsides of Hillsboro Street businesses, training for Board and Town staff, fleet

electrification, existing tree maintenance and expand plantings along Hillsboro Street, bike and
pedestrian plan and gateway projects.
ADJOURNMENT
Commissioner Bonitz made a motion to adjourn at 7:12pm, seconded by Commissioner
Vose.
Vote: Aye-3 Nay-0 Motion passed unanimously.
