TOWN OF PITTSBORO BOARD OF COMMISSIONERS MAY 8, 2023 REGULAR MEETING MINUTES PAGE 1 OF 3 TOWN OF PITTSBORO The Pittsboro Board of Commissioners met in Regular Session on Monday, May 8, 2023, at 7:00pm in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Cindy Perry presiding. The meeting was called to order at 7:03 pm. Mayor Perry requested a moment of silence with the recitation of the Pledge of Allegiance following led by Commissioner Farrell. ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, and Kyle Shipp. ELECTED TOWN OFFICIALS ABSENT: Commissioner James Vose. TOWN STAFF PRESENT: Town Manager Jonathan Franklin, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Engineering Director Kent Jackson, Planning Director Randy Cahoon-Tingle, HR Director Jennifer Eakes, Downtown Development Director Theresa Thompson, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Director of Parks & Recreation Katy Keller, Planner II Janie Phelps, Project Manager Molly Boyle and Town Clerk Carrie Bailey. ADOPTION OF THE AGENDA Mayor Perry called for a motion to either approve or modify the agenda as proposed . Commissioner Shipp made a motion to approve the Regular Agenda, seconded by Commissioner Farrell. Vote: Aye-4 Nay-0 Motion carried unanimously. CITIZEN MATTERS 1. Manager Updates Town Manager Jonathan Franklin shared new sidewalks were installed on Chatham Business Drive and new streetlights were installed at the Pittsboro traffic circle. Franklin informed the Board that the next Merger Governance meeting is May 22 nd , which will be held in Sanford. Parks and Recreation updates include the pour and play surface at Kiwanis Park is complete, new swings to be installed later in the week, Rural Transformation Grant was submitted last week for Louis Freeman Park, memorial benches from Johnson Trust Fund have been received and will be installed this week and Knight Farm Park splash pad will resume operation on Friday May 26 th . 2. Mayor and Commissioner Updates and Concerns Mayor and Board members gave updates on the committees and boards on which they serve. 3. The Consent Agenda contained the following items: 1. Minutes of April 24, 2023 Regular Meeting of the Board of Commissioners 2. Revenue Sufficiency Analysis Financial Feasibility Study 3. Budget Amendment for Revenue Sufficiency Analysis Financial Feasibility Study 4. Central Pines Regional Council Amendment 5. Downtown De,.1elopFAent Quarterly Report (moved to Old Business #3) 6. ARPA Grant Offer-Western Intake Partnership Regionalization Study 7. Set Public Hearing for Annual Budget Fiscal Year 2023-2024 8. Set Public Hearing for ZTA-2023-01 UDO Text Amendments Commissioner Farrell made a motion to remove Consent Agenda item #5 to Old Business #3 and approve the amended Consent Agenda, seconded by Commissioner Bonitz. Vote: Aye-4 Nay-0 Motion carried unanimously. PUBLIC HEARINGS 1. None. OLD BUSINESS 1. Resolution for the Commissioner of a Climate Action Plan The Mayor and Board discussed incorporating climate action policies within the strategic plan being created with the partnership of Triangle J Council of Governments therefore no motion was made on the Resolution . 2. Land Use Plan Planning Director Randy Cahoon-Tingle and Planner II Janie Phelps presented a review of the Land Use Plan for Mayor Perry and Board of Commissioners to address questions and concerns. 3. Downtown Development-Quarterly Update Downtown Development Director Theresa Thompson and Planning Director Randy Cahoon- Tingle clarified Mayor Pro Tern Baldwin's question on the subject of a Social District within the update provided . Mr. Cahoon-Tingle shared the lengthy process of creating a Social District if the Board chooses. 2 TOWN OF PITTSBORO BOARD OF COMMISSIONERS MAY 8, 2023 REGULAR MEETING MINUTES PAGE 3 OF 3 NEW BUSINESS 1. None. MISCELLANEOUS 1. None. CLOSED SESSION 1. None. FINAL BOARD COMMENTS Mayor Pro Tern Baldwin thanked Engineering Director Mr. Kent Jackson for his efforts as Interim Town Manager. Commissioner Bonitz expressed gratitude to the Police Department and staff for the assistance of temporary speed limit warning sign and permanent solar powered sign on Oakwood Drive and Park Drive. Commissioner Farrell requested additional lighting at 501 South lighting near The Mod and ABC Store as it is dark and dangerous. Commissioner Shipp requested crosswalk barriers in the same area to prevent people from walking in non-designated areas.
