TOWN OF PITTSBORO BOARD OF COMMISSIONERS JULY 24, 2023 REGULAR MEETING MINUTES PAGE 1 OF 4 TOWN OF PITTSBORO The Pittsboro Board of Commissioners met in Regular Session on Monday, July 24, 2023, at 7:00pm in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Cindy Perry presiding. The meeting was called to order at 7:01 pm. Mayor Perry requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, Kyle Shipp, and James Vose. TOWN STAFF PRESENT: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Planning Director Randy Cahoon-Tingle, Finance Director Heather Meacham, HR Director Jennifer Eakes, Public Works Director Daniel Snipes, Downtown Development Director Theresa Thompson, Water Treatment Supervisor Cory Saulsbury, Project Manager Morgan DeWit and Town Clerk Carrie Bailey. ADOPTION OF THE AGENDA Mayor Perry called for a motion to either approve or modify the agenda as proposed. Commissioner Farrell made a motion to approve the Regular Agenda, seconded by Mayor Pro Tem Baldwin. Vote: Aye-5 Nay-0 Motion carried unanimously. CITIZEN MATTERS 1. Manager Updates Town Manager Jonathan Franklin shared with the Board that the Knight Farm Park Splash pad is having an issue with the pumps not priming due to air, which may be caused due to discharge lines. Franklin stated a crew is slated to come and camera those lines this week or next. 2. Mayor and Commissioner Updates and Concerns Mayor and Board members gave updates on the committees and boards on which they serve. 3. Public Comment Larkin Willis, 44 Freeman Drive, Pittsboro, NC spoke regarding rezoning concerns of client who holds purchasing contract of parcel located on corner of Charger Boulevard across from Mosaic. 1 TOWN OF PITTSBORO BOARD OF COMMISSIONERS JULY 24, 2023 REGULAR MEETING MINUTES PAGE 2 OF 4 Julie Roland, 442 Granite Mill Blvd., Chapel Hill, NC felt there was a conflict of interest on parcel located on corner of Charger Boulevard. Chris Greene, 5472 US Highway 15/501, Pittsboro, NC shared the opinion of major water threats and contaminations of City of Sanford water with PFAS and 1,4 Dioxane. CONSENT AGENDA Mayor Perry called for action on the Consent Agenda. The Consent Agenda contained the following items: 1. Minutes of the June 26, 2023 Regular Meeting of the Board of Commissioners 2. Minutes of July 13, 2023 Special Meeting of the Board of Commissioners 3. Holiday and Leaves of Absence Policy-Article VII. Section 2 4. Recruitment and Employment Policy-Article IV. Section 4 5. Separation anel Reinstaternent Policy Article VIII. Section 2 moved to Old Business #5 6. Holiday and Leaves of Absence Policy-Article VII. Section 26 7. Paid Parental Leave Policy-Article VIII. Section 27 8. A-2023-01: Voluntary Noncontiguous Annexation Petition for PID 61066 9. Contract and Agreement Pittsboro Fire and Rescue Department 10. Resolution to Arnenel Town Charter to change Mayor Terrn of Two Years to F'our Years moved to New Business #1 11. Salary Schedule for Fiscal Year 2023-2024 12. Mellott and Grantham Rezoning REZ-2022-03 and PB-23-25 Date Corrections to Ordinances 13. Parks and Recreation Advisory Board (PARAS) Appointments 14. Resolution Authorizing Sale of Midway Street Property and Upset Bids Process 15. Budget Amendment to Amend Zoning Application Fees for Fiscal Year 2023-2024 16. 2023 North Carolina Statewide Mutual Aid Agreement Commissioner Shipp made a motion to approve the Consent Agenda with amendments of moving Consent Agenda item #5 to Old Business #5 and Consent Agenda item #10 to New Business #1, seconded by Commissioner Bonitz. Vote: Aye-5 Nay-0 Motion carried unanimously. PUBLIC HEARINGS 1. None. OLD BUSINESS 2 TOWN OF PITTSBORO BOARD OF COMMISSIONERS JULY 24, 2023 REGULAR MEETING MINUTES PAGE 3 OF 4 1. Ordinance to Revise System Development Fees (SDF) Commissioner Shipp made a motion to approve the ordinance to revise system Development Fees, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. 2. Budget Amendment to Revise Utility Rates for Fiscal Year 2023-2024 Commissioner Shipp made a motion to adopt the budget ordinance amending the fiscal year 2023-2024 operating budget, seconded by Commissioner Farrell. Vote: Aye-5 Nay-0 Motion carried unanimously. 3. Sanford Water Filtration Facility Expansion Agreement Commissioner Shipp made a motion to adopt the resolution and approve associated agreements, seconded by Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. 4. Merger Agreement-Town of Pittsboro and City of Sanford Commissioner Shipp made a motion to adopt the resolution and approve the merger interlocal agreement, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. 5. Separation and Reinstatement Policy-Article VIII. Section 2 Mayor Pro Tem Baldwin made a motion to approve, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. NEW BUSINESS 1. Resolution to Amend Town Charter to change Mayor Term of Two Years to Four Years Commissioner Bonitz made a motion to adopt the resolution and set public hearing for August 14, 2023, seconded by Commissioner Vose.
