The Pittsboro Board of Commissioners met in Special Session on Thursday, November
30, 2023, at 9:30am in the meeting room at the Town of Pittsboro Main Street Station office , 287
East Street, Suite 221-A with Commissioner Farrell presiding. The meeting was called to order
at 9:35 am .
Elected Town Officials Present: Commissioners John Bonitz, Jay Farrell, and Kyle Shipp.
Elected Town Officials Absent: Mayor Cindy S. Perry and Mayor Pro Tern Pamela Baldwin .
Elected Town Official Attended Virtually: Commissioner James Vose.
Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Engineering
Director Kent Jackson, Planning Director Randy Cahoon-Tingle, Director of Parks and Recreation
Katy Keller, Senior Planner Eric Sanchez and Town Clerk Carrie Bailey.
The Plant to Downtown Connection-Greenway
Town Manager Jonathan Franklin described the vision for the Robeson Creek Greenway
extension which would connect from The Plant to connect downtown and create parkland next
to The Plant. The path would be a connection for Small Street, Habitat for Humanity affordable
housing, proposed multifamily and townhome projects. The project could be divided into two (2)
projects that could be nine (9) months each or one (1) project that is estimated to be fifteen (15)
months which includes design , permitting and construction .
Board members loved the east-west connectivity and would like to see the project go past The
Plant towards Jordan Lake.
Linear Park-East Street
Senior Planner Eric Sanchez presented "Linear Park" ideas that incorporate passive outdoor
areas that increase connectivity improvements by reducing hazards and improve underutilized
dead spaces. Benefits include overall beautification, activation of creative spaces, economic
upturns and overall quality of life for residents . Risks associated with linear parks are cost,
stakeholder resistance and needed infrastructure.
Board recommendation was for staff to discover costs for street trees, park, benches , sidewalks ,
and crosswalks for the South side of East Street.
Mr. Sanchez presented the current progress of the Pittsboro Elementary sidewalk link from
Farrell Street past McClenahan Street Park and West Salisbury Street study. Proposed
connectors discussed for Board consideration were Kiwanis Park Connector, Village
Apartments Connector and Robeson Creek Greenway Extension, Chatham Marketplace
Connector, Town to Village Trail and NC 87 to CCCC sidewalk, Hillsboro Street (US 15/501)
Mid-Block Crossing (between Launis St and Midway St) and US 64B/Fayetteville Street.
Board consideration and prioritization areas suggested were Hillsboro Street mid-block
crossing, desire paths from Springdale to Chatham Mill, CCCC sidewalk, and town to village
trail.

Town Manager Jonathan Franklin shared the NC to CCCC sidewalk project would be a planning
project as well as the Town to Village trail. Franklin suggested the Chatham Marketplace
Connector could be something the Town provides enhancement to if the path already exists,
depending on the owner input as it is owned by Tom Roberts. Roberson Creek Greenway
Extension is a work in progress, the Village Apartments and Kiwanis Park Connectors would be
submitted for the Planning Grant application to assist with design and engineering which the
Board supported.
Board requested for West Salisbury Street would be a one-way traffic route with bike lane while
providing a survey of residents on West Salisbury Street for input.
Board members recommended the town to village trail , NC HWY 87 to CCCC sidewalk project
is in the same area of requests for safe connectivity to walk to Pittsboro Elementary School and
was suggested for a potential crosswalk in front of the Sheriff's Office at McClenahan Street and
north side of West Street.
Kiwanis Park, Village Apartment Connectors, Oakwood, and Park Drive areas are requesting
walking plans.
A Board member request was made for an update for the Chatham Park Investors east-west
plans to connect Cynthia Lane and Fire Tower Road to Chatham Park greenways. Another
request was plans to collaborate with Chatham County to connect CCCC and Chatham County
Agricultural Center following old HWY 64 roadbed to behind the Boy Scout Hut.
