TOWN OF PITTSBORO BOARD OF COMMISSIONERS DECEMBER 11, 2023 REGULAR MEETING MINUTES PAGE 1 OF 4 TOWN OF PITTSBORO The Pittsboro Board of Commissioners met in Regular Session on Monday, December 11, 2023, at 7:00pm in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Cindy Perry presiding. The meeting was called to order at 7:00 pm. Mayor Perry requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, John Foley, Kyle Shipp, and James Vose. TOWN STAFF PRESENT: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Deputy Chief Troy Roberson, Finance Director Heather Meacham, Assistant Planning Director Theresa Thompson, Public Works Director Daniel Snipes, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Senior Planner Eric Sanchez, Planner II Jenna Peterson and Town Clerk Carrie Bailey. ADOPTION OF THE AGENDA Mayor Perry called for a motion to either approve or modify the agenda as proposed. r Commissioner Farrell made a motion to approve the Regular Agenda, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 ORGANIZATIONAL MEETING INSTALLATION OF MAYORS AND COMMISSIONERS Town Clerk Carrie Bailey administered the oath of office to Mayor Kyle Shipp, Commissioners John Bonitz, Jay Farrell and John Foley. ELECTION OF MAYOR PRO TEMPORE Commissioner Farrell made a motion to nominate Pamela Baldwin as Mayor Pro Tem, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Town Clerk Carrie Bailey administered the oath of office to the elected Mayor Pro Tempore Pamela Baldwin . CEREMONIAL Resolution of Appreciation and Acknowledgement of Service to the Town of Pittsboro to Cindy S. Vote: Aye-5 Nay-0 Resolution Recognizing the Graduates of the Fall 2023 PBO-101 Citizen's Academy Commissioner Farrell made a motion to approve the Resolution, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Resolution Honoring Paul S. Messick Junior's Fifty Years of Service as Town Attorney Commissioner Vose made a motion to approve the Resolution, seconded by Mayor Pro Tem Baldwin. Vote: Aye-5 Nay-0 CITIZEN MATTERS 1. Manager Updates Town Manager Jonathan Franklin expressed his appreciation for Mayor Perry's service and congratulated newly elected and re-elected officials. 2. Mayor and Commissioner Updates and Concerns Mayor and Board members gave updates on the committees and boards on which they serve. 3. Public Comment commenced from 7:34pm through 7:42pm. CONSENT AGENDA Mayor Shipp called for action on the Consent Agenda . The Consent Agenda contained the following items: 1. Minutes of the November 13, 2023 Regular Meeting of the Board of Commissioners 2. Resolution Designating Authorized Signatories for Withdrawals from Depositories of the Town of Pittsboro. 3. Resolution Appointing Melissa Howe as Deputy Finance Director 4. Annexation A-2023-03/PB-23-541 Friendship Road, LLC, 45 Whites Way 5. Budget Amendment for Mary Hayes Barber Holmes Park Bathrooms Mayor Pro Tem Baldwin made a motion to approve the Consent Agenda, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 PUBLIC HEARINGS 1. None. 2  TOWN OF PITTSBORO BOARD OF COMMISSIONERS DECEMBER 11, 2023 REGULAR MEETING MINUTES PAGE 3 OF 4 MISCELLANEOUS 1. Report to the Board: ABC Board Update ending October 31, 2023 Jamie Fiocco, ABC Board member provided an update to the Board. Mayor Pro Tem Baldwin made a motion for Commissioner James Vose be designated as Town Liaison for the Alcohol Beverage Control Board, seconded by Commissioner Foley. Vote: Aye- 5 Nay-0 OLD BUSINESS 1. Central Pines Strategic Plan Presentation Alana Keegan of Central Pine Regional Council presented the item. Final suggestions for improving the strategic plan were discussed by the Board with the final decision to make final changes to the strategic plan and add to the consent agenda at the next meeting . 2. ABC Board Appointments Commissioner Bonitz made a motion to nominate Emily Cabrera for a three-year term to the ABC Board beginning January 1, 2024 through December 31, 2026, seconded by Commissioner Foley. Vote: Aye- 5 Nay-0 r Commissioner Farrell made a motion to nominate Lawrence Piezzo for a three-year term to the ABC Board beginning January 1, 2024 through December 31, 2026, seconded by Commissioner Bonitz. Vote: Aye- 5 Nay-0 NEW BUSINESS 1. Vacation Accrual Policy Town Manager Jonathan Franklin presented the item to the Board. Commissioner Vose made a motion to approve the amended version of Article VII, Section 7 of the Personnel Policy as shown on Attachment A, seconded by Commissioner Bonitz. Vote: Aye- 5 Nay-0 2. Years of Service Credit for Employees Town Manger Jonathan Franklin presented the item to the Board. Mayor Pro Tem Baldwin made a motion to approve the Town Manager's request to credit employees to credit employees for their years of service earned outside of the Town of Pittsboro, seconded by Commissioner Foley. Vote: Aye- 5 Nay-0 3. Parks and Recreation Operational Space Request Town Manager Jonathan Franklin presented the item to the Board. 3  TOWN OF PITTSBORO BOARD OF COMMISSIONERS DECEMBER 11, 2023 REGULAR MEETING MINUTES PAGE 4 OF 4 Mayor Pro Tem Baldwin made a motion to authorize the Town Manager and Town Attorney to negotiate and execute a lease agreement with Crofton Harris LLC for the use of the property located at 521 Hillsboro Street for an amount not to exceed two thousand ($2000.00) per month, seconded by Commissioner Vose. Vote: Aye- 5 Nay-0 4. Wastewater Allocation Policy Assistant Town Manager/Engineering Director Kent Jackson presented the item to the Board. Commissioner Bonitz made a motion to set a public hearing for the January meeting to be finalized and voted on. Motion died for lack of second. Commissioner Farrell made a motion to approve the revised wastewater allocation policy, seconded by Commissioner Vose. Vote: Aye- 5 Nay-0 5. Planning Board Appointments Mayor Shipp requested to table the item until the next meeting. Mayor Pro Tem Baldwin made a motion to table planning Board appointments until the next meeting, seconded by Commissioner Foley. Vote: Aye- 5 Nay-0 CLOSED SESSION Mayor Pro Tem Baldwin made a motion to enter into closed session, seconded by Commissioner Vose. Vote: Aye- 5 Nay-0 1. The Board of Commissioners wish to hold a Closed Session pursuant to N.C.G.S. § 143-318.11. (a)(3) to consult with Town Attorney and § 143-318.11. (a)(6) to discuss personnel. Mayor Pro Tem Baldwin made a motion to exit closed session, seconded by Commissioner Farrell.
