TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, JANUARY 8, 2024 6:00 PM 1/8/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, January 8, 2024, at 6:00pm in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 6:02 pm. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, John Foley, and James Vose . Town Staff Present: Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Police Chief Shorty Johnson, Finance Director Heather Meacham, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Public Works Director Daniel Snipes, Director of Parks and Recreation Katy Keller, Planning Director Randy Cahoon-Tingle, Senior Planner Eric Sanchez, Planner II Jenna Peterson and Town Clerk Carrie Bailey. Commissioner Farrell made a motion to approve the agenda, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 2. CONSENT AGENDA 2.1. Minutes: November 30, 2023 Special Meeting Of The Board Of Commissioners 2.11. Minutes: December 6, 2023 Special Meeting Of The Board Of Commissioners 2.11 1. Minutes: December 11 , 2023 Regular Meeting Of The Board Of Commissioners 2.IV. Strategic Plan: Town Of Pittsboro 2024-2027 2.V. Policy: Travel Policy Update 2.VI. Assignment : Board Of Commissioners Mayor Pro Tem Baldwin made a motion to approve the consent agenda, seconded by Commissioner Farrell. Vote: Aye-5 Nay-0 3. INFORMATION ITEMS 3.1. Audit Report: Sharpe And Patel Audit Review Finance Director Heather Meacham shared the audit was submitted to the LGC but has not been approved. Once approved , the Audit will be available to review on the Town website . Jacob Allen , Sharpe and Patel, LLC reviewed the audit PowerPoint presentation with the Board to review the financial standing results . 4. CEREMONIAL 4.1. Proclamation : Celebrating And Honoring The Life Of Martin Luther King , Jr. Mayor Shipp adopted the proclamation for Monday January 15, 2024 as Martin Luther King Jr. Day of Service. 5. CITIZENS MATTERS Assistant Town Manager/Director of Engineering Kent Jackson provided updates to the Board . Mayor and Board members gave updates on the committees and board on which they serve. Public comment was held at 6:49pm . 6. PUBLIC HEARINGS 6.1. Annexation: Friendship Road, LLC., 45 The Whites Way (A-2023-03/PB-23-541) Commissioner Farrell made a motion to enter into public hearing, seconded by Commissioner Vose. Aye-5 Nay-0 Planning Director Randy Cahoon-Tingle presented the item to the Board. There were no speakers signed to speak for public hearing. Mayor Pro Tern Baldwin made a motion to close public hearing, seconded by Commissioner Bonitz. Aye-5 Nay-0 Commissioner Farrell made a motion to approve the ordinance to extend the corporate limits by annexation request of Friendship Road, LLC., 45 The Whites Way, seconded by Commissioner Bonitz. Aye-5 Nay-0 7. MISCELLANEOUS None. 8. ACTION ITEMS 8.1. Appointment: Parks And Recreation Advisory Board (PARAB) Commissioner Bonitz made a motion to appoint Brian Finnigan as Parks and Recreation Advisory Board ETJ member with term ending June 30, 2025, seconded by Commissioner Vose. Aye-5 Nay-0 8.11. Appointment: Planning Board Mayor Pro Tern Baldwin made a motion to re-appoint Alfreda Alston for Planning Board In-Town member with term ending December 31, 2026, seconded by Commissioner Vose. Aye-5 Nay-0 Commissioner Vose made a motion to appoint Linda Batley for Planning Board ETJ member with term ending December 31, 2026. The Board discussed further and the motion was withdrawn. Commissioner Bonitz made a motion to re-appoint Charity Mize for Planning Board ETJ member with term ending December 31, 2026, seconded by Commissioner Vose. Aye-5 Nay-0 8.111. Amendment: Code Of Ordinance §50.03 Finance Director Heather Meacham presented the item to the Board. Commissioner Vose made a motion to approve the amended §50.03 section of the Town of Pittsboro Code of Ordinance, seconded by Commissioner Foley. Aye-5 Nay-0 8.IV. Amendment: Utility Rate Language For Fiscal Year 2023-2024 Finance Director Heather Meacham presented the item to the Board. Commissioner Bonitz made a motion to approve the amendment to the Fiscal Year 2023-2024 budget ordinance, seconded by Commissioner Foley. Aye-5 Nay-0 9. CLOSED SESSION 9.1. N.C.G.S. §143-318.11 (A)(3) To Consult With Town Attorney And §143-318.11 (A)(6) To Discuss Personnel. Commissioner Vose made a motion to enter into closed session pursuant to N.C.G.S. §143-318.11. (a)(3) to consult with Town Attorney and §143-318.11. (a)(6) to discuss personnel, seconded by Commissioner Bonitz. Aye-5 Nay-0 Commissioner Bonitz made a motion to exit closed session, seconded by Commissioner Foley. Aye-5 Nay-0 10. ADJOURNMENT Commissioner Vose made a motion to adjourn, seconded by Commissioner Farrell. Aye-5 Nay-0 The meeting was adjourned at 8:32pm .
