1. ORDER OF BUSINESS
The Pittsboro Board of Commissioners met in Regular Session on Monday, February 12, 2024, at 6:00pm in the meeting
room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called
to order at 6:03 pm. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by
Commissioner Farrell.
Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay
Farrell, John Foley, and James Vose .
Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson,
Town Attorney Paul S. Messick, Police Chief Shorty Johnson, Finance Director Heather Meacham, Public Information
Officer/Emergency Management Coordinator Colby Sawyer, Public Works Director Daniel Snipes, Director of Parks and
Recreation Katy Keller, Planning Director Randy Cahoon-Tingle , Senior Planner Eric Sanchez and Town Clerk Carrie Bailey.
Commissioner Bonitz made a motion to move consent agenda item Advisory Board Attendance Policy to Action
Item #2 and to accept the consent agenda as modified, seconded by Commissioner Vose. Vote: Aye-5 Nay-0

Mayor Shipp proclaimed February as Black History Month Celebration African Americans and the Arts.
5. CITIZENS MATTERS
Town Manager Jonathan Franklin provided updates to the Board.
Assistant Manager/Director of Engineering Kent Jackson shared that the Town of Pittsboro Water Treatment Plant
recently received "Best Water Treatment Drinking Water Project" award for progressive design build of GAC treatment
system for PFAS Removal in Drinking water from DBIA Southeast Region.
Mayor and Board members gave updates on the committees and Boards on which they serve .
Public comment was held at 6:28pm .

7. PUBLIC HEARINGS
7.1. Revision Request: Bellemont Station MUPD PD-23-306
Mayor Pro Tem Baldwin made a motion to enter into public hearing, seconded by Commissioner Vose. Aye-5
Nay-0
Planning Director Randy Cahoon-Tingle presented the item to the Board along with additional information by Mark
Ashness from CE Group Inc., 367 Freedom Parkway, Suite 220, Pittsboro.
There were no speakers signed to speak for public hearing .
Mayor Pro Tem Baldwin made a motion to exit public hearing, seconded by Commissioner Bonitz. Aye-5 Nay-0
Commissioner Bonitz made a motion to approve the amendments to Bellemont Station as included in exhibit B
with the changes mentioned just now, seconded by Commissioner Vose. Aye-5 Nay-0
7.11. Text Amendment: ECO Northwood MUPD Master Sign Program
Commissioner Vose made a motion to enter into public hearing, seconded by Commissioner Foley.
Aye-5 Nay-0
Planning Director Randy Cahoon-Tingle presented the item to the Board along with additional information presented by
Jody Leidolf, 481 Bennett Mountain Trace, Pittsboro.
There were no speakers signed to speak for public hearing.
Mayor Pro Tem Baldwin made a motion to exit public hearing, seconded by Commissioner Farrell. Aye-5 Nay-0
Commissioner Farrell made a motion to approve the amendments to the Northwood MUPD Master Sign
Program as included in exhibit B, seconded by Commissioner Vose. Aye-5 Nay-0
8. ACTION ITEMS
8.1. Budget Amendment: Pilot Study For Water Plant
Steve Wilcenski from lnvicta Water, 2119 West Web Avenue , Burlington , NC presented information to the Board .
Commissioner Vose made a motion to approve the budget ordinance amending the fiscal year 2023-2024
operation budget, seconded by Commissioner Bonitz. Aye-5 Nay-0
8.11. Policy: Advisory Board Attendance
The Board discussed the proposed language presented within the item . Town Manger Jonathan Franklin suggested
updating the language to be "Lack of attendance is defined as failure to attend two (2) consecutive meetings or failure to
attend at least two-thirds (2/3) of regular meetings scheduled within a twelve-month (12) period ."
Commissioner Vose made a motion to approve the policy regarding the Town of Pittsboro Advisory Board
attendance as included in attachment A and modified by Manager Franklin, seconded by Mayor Pro Tem
Baldwin. Aye-5 Nay-0
9. CLOSED SESSION
9.1. N.C.G.S. §143-318.11 (A)(3) To Consult With Town Attorney.
Mayor Pro Tern Baldwin a motion to enter into closed session pursuant to N.C.G.S. 143.318.11 (a)(3) to consult
with Town Attorney to protect the attorney-client privilege, and to consider and give instructions concerning a
judicial action titled Town of Pittsboro vs. 3M and DuPont et al, seconded by Commissioner Vose. Aye-5 Nay-0
Mayor Pro Tern Baldwin a motion to exit closed session, seconded by Commissioner Vose. Aye-5 Nay-0
Commissioner Foley made a motion to issue a notice of intent to sue Apollo Chemical for violations of the
Clean Water Act and the Resource Conservation and Recovery Act, seconded by Commissioner Bonitz. Aye-5
Nay-0
10. ADJOURNMENT
Commissioner Vose made a motion to adjourn, seconded by Commissioner Foley. Aye-5 Nay-0
The meeting was adjourned at 8: 17pm.
