1. ORDER OF BUSINESS
The Pittsboro Board of Commissioners met in Special Session on Friday, April 5, 2024, at 10:00am in the meeting room at
the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order
at 10:04am.
Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Benitz, Jay
Farrell, and _Johr\ Foley.

2. PRESENTATION: BUDGET SURVEY
2.1. Community Budget Survey Presentation
Public Information Officer/Emergency Management Coordinator Colby Sawyer presented the community budget survey

3. BUDGET OVERVIEW
Finance Director Heather Meacham presented the proposed fiscal year 2024-2025 budget to the Board .
4. DEPARTMENTAL REVIEW
The following staff members presented the department information to the Board:
Fire: Chief of Fire Department Daryl Griffin
Police: Town Manager Jonathan Franklin
Parks and Recreation: Town Manager Jonathan Franklin
Engineering: Assistant Town Manager/Director of Engineering Kent Jackson
Public Works: Assistant Town Manager/Director of Engineering Kent Jackson
Building & Grounds: Assistant Town Manager/Director of Engineering Kent Jackson
Solid Waste: Assistant Town Manager/Director of Engineering Kent Jackson
Planning: Town Manager Jonathan Franklin
Downtown: Town Manager Jonathan Franklin
Administration: Finance Director Heather Meacham
Legal: Finance Director Heather Meacham

5. DISCUSSION
Town Manager Jonathan Franklin that the proposed budget included a two percent merit one-time bonus and reminded the
Board that FY 2023-2024 was the first year merit bonuses were implemented from health insurance savings. Merit bonuses
are achieved through the performance appraisal process developed in 2023. Franklin anticipates performance reviews to
continue in October with merit bonuses paid in November.
Mayor Pro Tern Baldwin inquired about keeping the same health insurance provider or negotiating a current rate?
Franklin explained the rate increase has not been presented by the provider yet but anticipate a five percent increase but
has eight percent increase included in the budget.
Franklin reviewed the recycling change is something he recommends the Town to pursue and can discuss the cart color
later.
Franklin shared the proposed vehicle tax is something new and will affect everyone that has a car. Franklin felt it was a
good solution for the budget, long term would provide funding for paving expenses that Powell Bill does not cover, possi bly a
Pittsboro transit system or allow us to use Powell Bill for sidewalk repairs.
