TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES I 5/13/2024 - Minutes MONDAY, MAY 13, 2024 6:00 PM 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, May 13, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 6:00 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin , Commissioners John Bonitz, Jay Farrell , John Foley, and James Vose . Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson , Town Attorney Paul S. Messick, Police Chief Shorty Johnson , Finance Director Heather Meacham , Public Information Officer/Emergency Management Coordinator Colby Sawyer, Planning Director Randy Cahoon-Tingle , Public Works Director Daniel Snipes, Director of Parks and Recreation Katy Keller, and Town Clerk Carrie Bailey. Commissioner Farrell made a motion to approve the agenda and consent agenda, seconded by Mayor Pro Tem Baldwin. Aye-5 Nay-0 2. CONSENT AGENDA 2.1. Resolution : PBO-101 Citizen's Academy Graduation Spring 2024 Commissioner Foley made a motion to adopt the resolution, seconded by Commissioner Farrell. Aye-5 Nay-0 4.11. Resolution : National Police Week Mayor Pro Tem Baldwin made a motion to adopt the resolution, seconded by Commissioner Farrell. Aye-5 Nay-0 4.111. Resolution : Memorial Day Commissioner Vose made a motion to adopt the resolution, seconded by Commissioner Bonitz. Aye-5 Nay-0 4.IV. Resolution : Race Amity Day Mayor Pro Tem Baldwin made a motion to adopt the resolution, seconded by Commissioner Vose. Aye-5 Nay-0 5. CITIZENS MATTERS 5.1. Manager Updates Town Manager Jonathan Franklin provided updates to the Board . 5.11. Department Update-Public Works Director Daniel Snipes Public Works Director Daniel Snipes presented department updates to the Board. 5.111. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 5.IV. Public Comment Public comment was held at 6:33 p.m. 6. MISCELLANEOUS 6.1. Update: Chatham Park A video was displayed for Chatham Park updates . 7. PUBLIC HEARINGS 7.1. Public Hearing : Manager's Recommended Budget FY 2024-2025 Mayor Pro Tem Baldwin made a motion to enter public hearing, seconded by Commissioner Vose. Aye-5 Nay- 0 Town Manager Jonathan Franklin reviewed the proposed Manager's recommended budget for fiscal year 2024-2025 for Board consideration. Finance Director Heather Meacham provided a presentation to highlight updated changes from the Budget Retreat. Commissioner Bonitz made a motion to continue the public hearing to the June 10th meeting, seconded by Commissioner Vose. Aye-5 Nay-0 7.11. Annexation: AF Bynum , LLC ., PB-24-91/A-2024-01 Commissioner Bonitz made a motion to enter public hearing, seconded by Commissioner Foley. Aye-5 Nay-0 Planning Director Randy Cahoon-Tingle presented the item to the Board . No public signed to speak. Mayor Pro ,Tem Baldwin made a motion to exit public hearing, seconded by Commissioner Bonitz. Aye-5 Nay- 0 • Commissioner Bonitz made a m.otion to approve the ordinance to extend the corporate limits by annexation request of AF Bynum, LLC, for voluntary contiguous annexation petition A-2024-01/PB-24-91, seconded by Commissioner Vose. Aye-5 Nay-0 7.111. Public Hearing: PB-24-118 M2 To RA Roberson Commissioner Farrell made a motion to enter public hearing, seconded by Commissioner Foley. Aye-5 Nay-0 Planning Director Randy Cahoon-Tingle presented the item to the Board . No public signed to speak. Commissioner Farrell made a motion to exit public hearing, seconded by Mayor Pro Tem Baldwin. Aye-5 Nay- 0 Commissioner Farrell made a motion to amend the Official Zoning Map by reclassifying PIN# 74500, 7454, and 7455 from the current Heavy Industrial (M2) classification to Rural Agriculture (RA), seconded by Commissioner Vose. Aye-5 Nay-0 8. ACTION ITEMS 8.1. Request: NCDOT Truck Route Signage Project Assistant Town Manager/Engineer Director Kent Jackson presented the item to the Board . [ Commissioner Vose made a motion to table NCDOT truck route signage project and the associated budget amendment until June 10th meeting, seconded by Mayor Pro Tem Baldwin. Aye-5 Nay-0 8.11. Budget Amendment: Truck Route Signage see above motion 8.111. Request: PB-23-527 - M1-CZ Shramek Conditional Rezoning Planning Director Randy Cahoon-Tingle presented the item to the Board. Commissioner Vose made a motion for approval with the following changes of operational hours from 7 a.m. to 7 p.m., allow a forty (40) foot buffer opaque fence as also permitted by the UDO, and to allow virtual accompaniment for after hours access, seconded Commissioner Bonitz. Aye-3 Nay-2 (Farrell, Baldwin) Commissioner Vose made a motion to instruct planning staff to amend the Land Use Plan for the area rather than just parcels involved, seconded by Commissioner Bonitz. Aye-4 Nay-1 (Baldwin) 9. CLOSED SESSION : None 10. ADJOURNMENT Commissioner Vose made a motion to adjourn, seconded by Mayor Pro Tern Baldwin. Aye-5 Nay-0 The meeting adjourned at 7:33 pm .
