TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, JUNE 10, 2024 6:00 PM 6/10/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, June 10, 2024, at 6:00 p.m . in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding . The meeting was called to order.at 6:01 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Vose. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Foley, and James Vose. Elected Town Officials Absent: Commissioners Jay Farrell and John Bonitz. Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Police Chief Shorty Johnson, Finance Director Heather Meacham, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Assistant Planning Director Theresa Thompson , Senior Planner Eric Sanchez, Director of Parks and Recreation Katy Keller, and Town Clerk Carrie Bailey. Agreement: lnterlocal Agreement With City Of Sanford Regarding Utility System Matters 2.XXIII. Request: Hearne Road Water Main Upgrade Construction Authorization 2.XXIV. Budget Amendment: Hearne Road Project 2.XXV. Project Ordianance: NC DOT Project Fund 2.XXVI. Budget Amendment: NC DOT Intersection Improvements Reversal 2.XXVII. Request: NCDOT Truck Route Signage Project Commissioner Vose made a motion to approve the consent agenda, seconded by Mayor Pro Tem Baldwin. Aye- 3 Nay-0 3. INFORMATION ITEMS 3.1. Report: Proposed Budget For Pittsboro ABC Board FY 2024-2025 4. CEREMONIAL 4.1. Resolution : Declaring June 19, 2024 As Juneteenth Mayor Pro Tern Baldwin made a motion to approve the resolution, seconded by Commissioner Foley. Aye-3 Nay-0 5. CITIZENS MATTERS 5.1. Manager Updates Town Manager Jonathan Franklin provided updates to the Board . 5.11. Department Of Month Update Assistant Planning Director Theresa Thompson presented Downtown updates to the Board . 5.111. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 5.IV. Public Comment Public comment was held at 6:32pm. 6. MISCELLANEOUS 6.1. Presentation : Safe Kids Chatham Safe Kids Chatham and Orange Coordinator, Anna Stormzand , presented to the Board. 7. PUBLIC HEARINGS 7.1. Public Hearing: Manager's Recommended Budget FY 2024-2025 Commissioner Foley made a motion to reopen public hearing, seconded by Mayor Pro Tem Baldwin . Aye-3 Nay-0 There were no speakers signed up for public comment. Finance Director Heather Meacham answered Board questions in reference to commercial trash service changes. Mayor Pro Tem Baldwin made a motion to exit public hearing, seconded by Commissioner Vose. Aye-3 Nay-0 Commissioner Vose made a motion to adopt the fiscal year 2024-2025 Managers recommended budget, seconded by Commissioner Foley. Aye-3 Nay-0 7.11 . Text Amendment: ZTA-2024-02 Scenic Corridor Overlay District Commissioner Foley made a motion to enter public hearing, seconded by Commissioner Vose. Aye-3 Nay-0 There were no speakers signed up for public comment. Senior Planner Eric Sanchez presented the item to the Board . Commissioner Foley made a motion to. continue public hearing during July 8th meeting, seconded by Mayor Pro Tem _Baldwin. Aye-3 Nay-0 • 7.111. Text Amendment: ZTA-2024-03 Affordable Housing Commissioner Vose made a motion to enter public hearing, seconded by Mayor Pro Tem Baldwin. Aye-3 Nay-0 There were no speakers signed up for public comment. Assistant Planning Director Theresa Thompson presented the item to the Board . Mayor Pro Tem Baldwin made a motion to continue public hearing to July 8th meeting, seconded by Commissioner Foley. Aye-3 Nay-0 8. ACTION ITEMS 8.1. Request: NCDOT R-5724B Hillsboro Street Improvements (Downtown Streetscape) Assistant Town Manager/Engineering Director Kent Jackson presented the item to the Board. Commissioner Vose made a motion to approve the attached design proposals from Kimley Horn and Associates for NCDOT STIP R-5724B and direct NCDOT to prepare the corresponding municipal agreement not to exceed $158, 953. 73, seconded by Commissioner Foley. Aye-3 Nay-0 8.11. Presentation: Downtown Work Plan FY 2024-25 Assistant Planning Director Theresa Thompson presented the item to the Board . Mayor Pro Tem Baldwin made a motion to approve the Downtown Overview and Work Plan for fiscal year 2024- 2025, seconded by Commissioner Vose. Aye-3 Nay-0 8.111. Appointment: Pittsboro Downtown Advisory Board Assistant Planning Director Theresa Thompson presented the item to the Board . Commissioner Vose made a motion to appoint Samantha Birchard, Steven Henry and Mary Kate Bedell, for Downtown Advisory Board members with term ending June 30, 2027, seconded by Commissioner Foley. Aye-3 Nay-0 Commissioner Foley made a motion to appoint Eric Andrews, for Downtown Advisory Board members with term ending June 30, 2025, seconded by Commissioner Vose. Aye-3 Nay-0 8.IV. Appointment: Planning Board Senior Planner Eric Sanchez presented the item to the Board. l Mayor Pro Tem Baldwin made a motion to appoint Corey Forrest, for Planning Board as an In-Town member with term ending December 31, 2027, seconded by Commissioner Vose. Aye-3 Nay-0 Commissioner Vose made a motion to appoint Christina Piard, for Planning Board as an Alternate In-Town member with term ending December 31, 2027, seconded by Commissioner Foley.
