TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, JULY 8, 2024 6:00 PM 7/8/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, July 8, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 6:00 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Vose. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, John Foley, Jay Farrell and James Vose . Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson , Town Attorney Paul S. Budget Ordinance Amendment: Amend Zoning Application Fees For FY 2024-25 Commissioner Farrell made a motion to approve the consent agenda, seconded by Commissioner Bonitz. Aye- 5 Nay-0 3. INFORMATION ITEMS 4. CEREMONIAL Mayor Shipp performed the Oath of Office to Police Officers Samuel Christian Barrow, Cameron Scott Franks, Michael Justin Mitchell II and Caroline Noel Snyder. • 5. Text Amendment: ZTA-2024-02 Scenic Corridor Overlay (Continued Item) Mayor Pro Tern Baldwin made a motion to reopen public hearing, seconded by Commissioner Vose. Commissioner Bonitz made a motion to exit public hearing, seconded by Commissioner Farrell. Aye-5 Nay-0 Mayor Pro Tern Baldwin made a motion to approve the text amendment for ZTA-2024-02 to the Unified Development Ordinance and adopt the Town of Pittsboro Land Use Plan Consistency Statement, seconded by Commissioner Vose. Aye-5 Nay-0 7.11 . Text Amendment: ZTA-2024-03 Affordable Housing (Continued Item) Commissioner Vose made a motion to reopen public hearing, seconded by Commissioner Foley. Commissioner Farrell made a motion to exit public hearing, seconded by Commissioner Bonitz. Aye-5 Nay-0 Commissioner Bonitz made a motion to approve the text amendment for ZTA-2024-03 to the Unified Development Ordinance and adopt the Town of Pittsboro Land Use Plan Consistency Statement, seconded by Commissioner Vose. Aye-5 Nay-0 8. ACTION ITEMS 8.1. Request: ABC Second Store-Northwood Landing ABC Board Chairperson Jamie Fiocco and Manager Scott Cox presented the item to the Board . Commissioner Vose made a motion to adopt the Resolution supporting a second Pittsboro ABC location at Northwood Landing, seconded by Commissioner Farrell. Aye-5 Nay-0 8.11. Appointments : Parks And Recreation Advisory Board Director of Parks and Recreation Katy Keller presented the item to the Board. Commissioner Bonitz made a motion to appoint Josh Rudy, Bridget Perry and Sara Brinson for Parks and Recreation Advisory Board as an In-Town member with term ending June 30, 2027, seconded by Commissioner Vose. Aye-5 Nay-0 Commissioner Bonitz made a motion to appoint Rebecca Young for Parks and Recreation Advisory Board as an In-Town member with term ending June 30, 2026, seconded by Commissioner Vose. Aye-5 Nay-0 8.111. Request: PB-24-92 Madison Ridge Preliminary Plat Planner II Jenna Peterson presented the item to the Board . Commissioner Bonitz made a motion to recommend approval for the Preliminary Plat for a 255-/ot subdivision located adjacent to Moncure Pittsboro Road and recommend payment of active recreation fee-in-lieu be paid prior to final plat recording, seconded by Commissioner Foley. Aye-5 Nay-0 9. CLOSED SESSION Commissioner Bonitz made a motion to enter into closed session pursuant to N.C.G.S. §143-318.11 (a)(1) to prevent the disclosure of information that is privileged or confidential pursuant to the law of this State or of the United States, pursuant to N.C.G.S. §143-318.11 (a)(3) to consult with Town Attorney to protect the attorney-client privilege, to consider and give instructions concerning a judicial action titled Town of Pittsboro vs. 3M and DuPont et al, Town of Pittsboro vs. Apollo Chemical, and pursuant to N.C.G.S. §143-318.11 (a)(5) acquisition of property, seconded by Commissioner Vose. Aye-5 Nay-0 Mayor Pro Tern Baldwin made a motion to exit closed session, seconded by Commissioner Foley. Aye-5 Nay-0 10.
