TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, AUGUST 12, 2024 6:00 PM 8/12/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, August 12, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 6:00 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Foley, and Jay Farrell. Elected Town Officials Absent: Commissioners John Benitz and James Vose. Town Staff Present: Town Manager Jonathan Franklin , Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Police Chief Shorty Johnson, Finance Director Heather Meacham, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Planning Director Randy Cahoon-Tingle, Assistant Planning Director Theresa Thompson , Director of Public Works Daniel Snipes, and Town Clerk Carrie Bailey. Commissioner Farrell made a motion to adopt the agenda, seconded by Commissioner Foley. Aye-3 Nay-0 2. CONSENT AGENDA 2.1. Minutes: July 8, 2024 Regular Meeting Of The Board Of Commissioners 2.11. Pittsboro Palooza 2024 Commissioner Farrell made a motion to approve the consent agenda, seconded by Commissioner Foley. Aye-3 Nay-0 3. INFORMATION ITEMS 3.1. Report: Boys & Girls Club 04  3.11. Report: Pittsboro ABC Store Financials As Of June 30, 2024 4. CEREMONIAL 4.1. Resolution: Recognizing Child Protection Awareness Day Mayor Pro Tern Baldwin made a motion to approve the resolution as stated , seconded by Commissioner Farrell. Aye-3 Nay-0 Commissioner Bonitz arrived at 6:06pm. 4.11. Resolution : Women's Equality Day 2024 Mayor Pro Tern Baldwin made a motion to approve the resolution declaring Women's Equality Day in Pittsboro, North Carolina , seconded by Commissioner Bonitz. Aye-4 Nay-0 5. CITIZENS MATTERS 6. Manager Updates Town Manager Jonathan Franklin provided updates to the Board. 7. Department Of Month Update Public Information Officer/Emergency Management Coordinator Colby Sawyer summarized the response and recovery from Tropical Storm Debby which occurred the week of August 1, 2024. 8. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 9. Public Comment Public comment was held at 6:20pm. 10. MISCELLANEOUS 10.1. Presentation: Town Of Pittsboro Debt Model Mitch Brigulio, Davenport & Company, LLC presented the item to the Board . 11. PUBLIC HEARINGS 11.1. Rezoning Request: PB-24-127 Robeson's Walk Conditional Rezon ing Mayor Pro Tern Baldwin made a motion to open public hearing, seconded by Commissioner Foley. Aye-4 Nay-0 Planning Director Randy Cahoon-Tingle presented the item to the Board . There were no speakers signed up for public comment. Commissioner Bonitz made a motion to exit public hearing, seconded by Commissioner Foley. Aye-4 Nay-0 Commissioner Farrell made a motion to approve Roberson's Walk Conditional Rezoning and consistency statement, seconded by Commissioner Bonitz. Aye-4 Nay-0 11.11. Rezoning Request: PB-24-266 44 NC HWY 902 Rezoning R-10 To C-2 Commissioner Foley made a motion to open public hearing, seconded by Mayor Pro Tem Baldwin. Aye-4 Nay-0 Assistant Planning Director Theresa Thompson presented the item to the Board . There were no speakers signed up for public comment. Commissioner Bonitz made a motion to exit public hearing, seconded by Commissioner Foley. Aye-4 Nay-0 Commissioner Bonitz made a motion to approve Map Amendment PB-24-266 and the accompanying consistency statement as submitted, seconded by Commissioner Foley. Aye-2 Nay-2 (Farrell and Baldwin)  The vote was tied by Commissioners. Mayor Shipp voted Aye and the motion passed. 12. ACTION ITEMS 12.1. Request: ABC Board Request To Retain Funds Pittsboro ABC Board Chair Jamie Fiocco presented the item to the Board . Commissioner Farrell made a motion to approve the Pittsboro ABC Board retain 40% of excess working capital for the Restricted Capital Improvement Fund, seconded by Commissioner Bonitz. Aye-4 Nay-0 12.11. Appointment: Board Of Adjustment Assistant Planning Director Theresa Thompson presented the item to the Board . Commissioner Farrell made a motion to appoint Walter F. Harris for Board of Adjustment as an In-Town member with a term ending December 31, 2027, seconded by Commissioner Bonitz. Aye-4 Nay-0 12.111. Appointment: Planning Board Assistant Planning Director Theresa Thompson presented the item to the Board . Commissioner Bonitz made a motion to appoint Christina Piard as Town Representative Planning Board member with a term ending December 31, 2025, seconded by Commissioner Foley. Aye-4 Nay-0 13.
