TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, SEPTEMBER 9, 2024 6:00 PM 9/9/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, September 9, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding . The meeting was called to order at 6:04 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin , Commissioners John Bonitz, Jay Farrell, John Foley and James Vose . Town Staff Present: Town Manager Jonathan Franklin , Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Deputy Chief Shorty Troy Roberson , Finance Director Heather Meacham , Public Information Officer/Emergency Management Coordinator Colby Sawyer, Planning Director Randy Cahoon-Tingle, Human Resource Director Jennifer Eakes and Town Clerk Carrie Bailey. Proclamation: Hispanic Heritage Month Mayor Kyle Shipp presented the proclamation for Hispanic Heritage Month . 5. CITIZENS MATTERS 6. Manager Updates Assistant Town Manager/Director of Engineering Kent Jackson provided updates to the Board. 7. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve . 8. Public Comment There were no speakers signed up for public comment. 9. MISCELLANEOUS-None 10. PUBLIC HEARINGS 10.1. Annexation Petition : Chatham Park Investors, LLC A-2024-03 , PB-24-294 Mayor Pro Tern Baldwin made a motion to open public hearing, seconded by Commissioner Farrell. Aye-5 Nay- 0 Planning Director Randy Cahoon-Tingle presented the item to the Board. There were no speakers signed up for public comment. Commissioner Bonitz made a motion to exit public hearing, seconded by Commissioner Vose. Aye-5 Nay-0 Mayor Pro Tern Baldwin made a motion to approve the annexation request for voluntary contiguous annexation petition A-2024-03/PB-24-294, seconded by Commissioner Foley. Aye-5 Nay-0 11 . ACTION ITEMS 11.1. Request: US 15-501 Truck Route Reassignment Assistant Town Manager/Engineering Director Kent Jackson presented the item to the Board. Commissioner Foley made a motion to authorize the Town Manager to enter a municipal agreement with NCDOT to reassign the US 15-501 truck route to NC 87 and to approve the associated $125,000.00 project cost match, seconded by Commissioner Bonitz. Aye-5 Nay-0 11.11. Budget Amendment: Truck Route Signage Commissioner Farrell made a motion to approve the budget ordinance amending the FY 2024-2025 operating budget for truck route signage, seconded by Commissioner Vose. Aye-5 Nay-0 11.111. Request: Downtown Events-Administrative Coordinator Commissioner Farrell made a motion to approve the proposed Downtown Events Administrative Coordinator position description and salary grade, seconded by Commissioner Bonitz. Aye-5 Nay-0 12. CLOSED SESSION Commissioner Bonitz made a motion to enter into closed session pursuant to N.C.G.S. §143-318.11 (a)(3) to consult with Town Attorney to protect the attorney-client privilege, to consider and give instructions concerning a judicial action titled Town of Pittsboro vs. Tyco, seconded by Commissioner Vose. Aye-5 Nay-0 Mayor Pro Tern Baldwin made a motion to exit closed session, seconded by Commissioner Foley. Aye-5 Nay-0 13.
