TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, OCTOBER 14, 2024 6:00 PM r I 1. ORDER OF BUSINESS 10/ 14/2024 - Minutes The Pittsboro Board of Commissioners met in Regular Session on Monday, October 14, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 6:00 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officia ls Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, John Foley and James Vose . Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Director of Engineering Kent Jackson, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson , Finance Director Heather Meacham, and Town Clerk Carrie Bailey. Town Manager Jonathan Franklin recommended to add the Police Department for Department of the Month Update and remove the NCDOT Update due to the presenter being out with Covid. Commissioner Farrell made a motion to adopt the amended agenda and consent agenda, seconded by Commissioner Foley. Aye-5 Nay-0 2. CONSENT AGENDA 2.1. Budget Amendment: Reallocate Funds 2.VIII. Request: Sanford Road Additional Street Lighting 2.IX. Budget Amendment: Duke Energy - Lights On Sanford Rd 2.X. Request: Minor Update To Engineering Standard Specifications To Include Construction Notification 2.XI. INFORMATION ITEMS None. 3. CEREMONIAL 3.1. Resolution: Gene Brooks Memorial Commissioner Farrell made a motion to approve the memorial resolution, seconded by Mayor Pro Tem Baldwin. Aye-5 Nay-0 3.11. Proclamation: Breast Cancer Awareness Mayor Shipp proclaimed October 2024 as Breast Cancer Awareness month. ... 3.111 . Resolution: Blue Star Highway Commissioner Bonitz made a motion to approve the resolution, seconded by Commissioner Farrell. Aye-5 Nay-0 4. CITIZEN~ MATTERS 4.1. Man~ger Up~ates . Departmeni°Of tJlonth Update . ,. , '\I\ : Chief of Police Shorty Johnson provided the Board with an update on the assistance program for donated goods for western North Carolina due to hurricane Helene . 4.I1.i. Presentation: NCDOT Updates  This item was removed due to speaker being unable to attend due to illness . 4.111. Mayor & Commiss ioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 4.IV. Public Comment No one signed up to speak for public comment. 5. PUBLIC HEARINGS None. 6. ACTION ITEMS None. 7. MISCELLANEOUS 7.1. Discussion: Climate Action Plan Scope Assistant Town Manager/Director of Engineering Kent Jackson presented the item to the Board with Emily Barret, Environment and Resilience Director of Cen tra l Pines Regional Council. Commissioner Bonitz made a motion to table this item until the December meeting and expect to revisit this climate action plan development proposal and a policy proposal perhaps in the other order, seconded by Commissioner Foley. Aye-5 Nay-0 7.11. Discussion: Hybrid And Electric Vehicles Commissioner Benitz shared concerns of long term impact for purchasing less efficient Town vehicles in terms of cost and pollution. Due to the challenges the Town has faced to acquire more efficient (hybrid) vehicles , Benitz is reluctant to buy gas vehicles when electric vehicles are avai lab le . Commissioner Foley asked of hurdles the staff can share pertaining to electric vehicles. Town Manager Jonathan Franklin shared conce rns contin uity of service for the departments of Publ ic Works , Parks & Rec and Police Department in instances that power is not avai lable. Electric vehicles for Police do not offer the same protections due to lack of engine blocks, take home vehicle concerns , do not think the Town can make it a req uirem ent of employment to install a charger at employee resi dence. We curre ntly lease property for Town Hall and are investigating how to get a charger at Main Street Station for EV fleet vehicles for use within Planning and possibly Engineering and Administration staff. Police Chief Shorty Johnson updated the Board on the vehicle order status. 8. CLOSED SESSION Commissioner Farrell made a motion to enter into closed session pursuant to N.C.G.S. §143-318.11 (a)(3) to consult with Town Attorney to protect the attorney-client privilege, to consider and give instructions concerning a judicial action titled Town of Pittsboro vs . 3M et al, and pursuant to N.C.G.S. §143-318.11 (a)(S) acquisition of real propertY by purchase, option, exchange or lease, seconded by Commissioner Vose. Aye-5 Nay-0 Mayor Pro Tem Baldwin made a motion to exit closed session, seconded by Commissioner Boni tz. Aye-5 Nay-0 9.
