TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES I 11/12/2024 - Minutes TUESDAY, NOVEMBER 12, 2024 6:00 PM 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Tuesday, November 12, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 6:00 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, John Foley and James Vose. Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Engineering Director Kent Jackson , Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Finance Director Heather Meacham, Planning Director Randy Cahoon-Tingle, Communications and Emergency Management Director Colby Sawyer, Communications Specialist Caitlin Murphy, Public Works Director Daniel Snipes and Town Clerk Carrie Bailey. Commissioner Foley asked to move consent item 2.VIII lnterlocal Agreement-Chatham County and Town of Pittsboro-Kuna! Enterprises Inc. to Action Item 12.IV. Commissioner Farrell made a motion to adopt the agenda, seconded by Commissioner Vose. Aye-5 Nay-0 2. CONSENT AGENDA 2.1. Minutes: October 14, 2024 Regular Meeting Of The Board Of Commissioners 2.11. Minutes: October 28, 2024 Special Meeting Of The Board Of Commissioners 2.111. Request: 2025 PDAB Meeting Schedule 2.IV. Request: 2025 PARAS Meeting Schedule 2.V. Request: 2025 Planning Board Meeting Schedule 2.VI. Budget Amendment: Lease Agreement Commissioner Vose made a motion to approve the consent agenda as modified, seconded by Commissioner Bonitz. Aye-5 Nay-0 3. INFORMATION ITEMS 3.1. Report: ABC Financials As Of September 30, 2024 3.11. Report: Town Of Pittsboro Financials As Of September 30, 2024 4. CEREMONIAL 4.1. Resolution: Bill Baker Memorial Commissioner Farrell made a motion to approve the memorial resolution, seconded by Mayor Pro Tero Baldwin. Aye-5 Nay-0 5. CITIZENS MATTERS 6. Manager Updates Town Manager Jonathan Franklin provided updates to the Board. 7. Department Of Month Update 8. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 9. Public Comment No one signed up to speak for public comment. [ 10. MISCELLANEOUS None. 10.1. Presentation: Lead Copper Rule And Lead Service Line Inventories Assistant Town Manager/Director of Engineering Kent Jackson introduced Bill Weeks, Executive Director of Utilities for Tri River. Becky Smith, Hydrostructures, presented the information to the Board . 10.11. Presentation: NCDOT Project Updates Assistant Town Manager/Director of Eng ineering Kent Jackson introduced Morgan DeWit, NCDOT Division 8 Project Engineer, to provide the project updates. 11. PUBLIC HEARINGS 11 .1. Map Amendment: PB-24-466 Powell Place MUPD Commissioner Vose made a motion to open public hearing, seconded by Commissioner Foley. Aye-5 Nay-0 Planning Director Randy Cahoon-Tingle introduced Jody Leidolf of Powell Place Development to present the request to the Board. Public hearing comments were heard from the following : Susan Buttry, 124 Millbrook Drive , opposed the map amendment request. Fred Salzman, 56 Millbrook Drive, opposed the map amendment request. Felicia Sawyer, 128 Millbrook Drive, opposed the map amendment request. Meredith Bowen, 130 Millbrook Drive, opposed the map amendment request. Pam O'Brien, 92 Millbrook Drive, opposed the map amendment request. Commissioner Foley made a motion to exit public hearing, seconded by Commissioner Vose. Aye-5 Nay-0 Commissioner Foley made a motion to table this item until the January meeting, seconded by Mayor Pro Tem Baldwin. Aye-5 Nay-0 12. ACTION ITEMS 12.1. Appointment: Planning Board Commissioner Bonitz made a motion to appoint Allen Wilson as In-town member to commence immediately and term ending December 31, 2027, seconded by Commissioner Foley. Aye-4 Nay-1 (Baldwin) Commissioner Farrell made a motion to appoint James Buster as In-town member to commence January 1, 2025 and term ending December 31, 2027, seconded by Commissioner Vose. Aye-5 Nay-0 Commissioner Bonitz made a motion to postpone appointment for Extraterritorial Jurisdiction member and staff to readvertise and move to January meeting, seconded by Commissioner Foley. Aye-5 Nay-0 12.11. Request: North Carolina Department Of Commerce Rural Downtown Economic Development Grant Commissioner Bonitz a motion to approve a resolution accepting a Rural Downtown Economic Development Grant and to authorize the Mayor to sign the grant agreement, seconded by Commissioner Vose. Aye-5 Nay-0 12.111. Budget Amendment: North Carolina Department Of Commerce RDED Grant Agreement Commissioner Bonitz made a motion to approve the budget ordinance amending the NC DOT Project Fund, seconded by Commissioner Vose . Aye-5 Nay-0 12.IV. Request: lnterlocal Agreement - Chatham County And Town Of Pittsboro-Kuna! Enterprises Inc. Commissioner Bonitz made a motion to approve the interlocal agreement between Chatham County and the Town of Pittsboro in accordance with General Statute, seconded by Commissioner Farell. Aye-5 Nay-0 13. CLOSED SESSION None. 14. ADJOURNMENT Mayor Pro Tem Baldwin made a motion to adjourn, seconded by Commissioner Vose. Aye-5 Nay-0 The meeting adjourned at 8:38 pm. ~L~G Carrie L.
