TOWN OF PITTSBORO BOARD OF COMMISSIONERS BUDGET SCOPING SESSION MINUTES WEDNESDAY, DECMBER 4, 2024 5:30 PM 12/4/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Special Session on Wednesday, December 4, 2024 , at 5:30 p.m . in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding . The meeting was called to order at 5:32 p.m. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin , Commissioners Jay Farrell, John Foley and James Vose. Elected Town Officials Absent: Commissioner Bonitz. Town Staff Present: Town Manager Jonathan Franklin , Chief of Police Shorty Johnson, Finance Director Heather Meacham , Communications and Emergency Management Director Colby Sawyer, Director of Parks and Recreation Katy Keller and Town Clerk Carrie Bailey. Commissioner Vose made a motion to adopt the agenda, seconded by Commissioner Farrell. Aye-4 Nay-0 2. BUDGET SCHEDULE FOR FISCAL YEAR 2025-26 Finance Director Heather Meacham reviewed the proposed budget schedule for the development of the Fiscal Year 2025-2026 annual budget for the Town . Meacham referre9 ,to the budget schedule advising Capital Budget Request Forms and Operating & Maintenance Budget Request Forms would be delivered to Department Heads in January 2025 and due back to the Finance Director Meacham and Town Manager Franklin in February 2025 . Meacham shared that the Annual Budget Retreat is currently scheduled for April 2, 2025 but a proposed change is included in the agenda for the December 9, 2024 BOC meeting. The proposed date change is March 31 , 2025. Meacham reviewed that a public hearing will be scheduled for the consideration of the proposed annual budget for Fiscal Year 2025-2026 budget on May 12, 2025 with an anticipated budget adoption date during the regularly scheduled June 9, 2025 Board of Commissioners meeting . Commissioner John Bonitz arrived at 5:33pm. 3. DISCUSSION OF NEW BUDGET REQUEST FOR FISCAL YEAR 2025-26 3.1. Fiscal Year 2025 Completed Projects Town Manager Jonathan Franklin reviewed fiscal year 2025 current and completed projects including Community House improvements, McClenahan tennis and basketball courts, various playground improvements, Lewis Freeman Park design, bathrooms at Mary Hayes Barber Holmes Park, skatepark and baseball lights at McClenahan, Public Works building, street resurfacing , Town Lake Highway 87 sidewalk, storm drainage culvert at Oakwood Drive, lighting for downtown, and Police Department building improvements. 3.11. Staff Plan Town Manger Franklin shared a draft staffing plan that targets growth populations of 10,000 and 22,500 residents. 3.111. Capital Improvement Plan (GIP} Discussion Town Manger Franklin proposed a list of capital improvement plans that were created with Department Heads. The list of proposed improvements include additional upgrades to the Community House, McClenahan Park lighting and baseball lights, Mary Hayes Barber Holmes Park improvements, East Street beautification ,  Roberson Creek Park, playgrounds, Public Works building, annual street resurfacing, 15/501 widening project and downtown streetscape, Town Lake Highway 87 and Salisbury Street sidewalks, pedestrian crosswalk and ADA improvements, Oakwood Drive storm drainage culvert, Radios for Public Works. Additional recommendations were presented for the fiscal year 2027. 3.IV. Board Of Commissioners Priorities Discussion Commissioner Farrell, Foley and Baldwin did not have additional priorities not outlined in the Capital Improvement Plan. Commissioner Vose asked for considerations of public art spaces and speed bumps at Oakwood Drive. Commissioner Bonitz proposed an increase of fund reserves and land acquisition for affordable housing , staff training for bias awareness and anti-racism, leverage grant funds to cleaner energy transportation , and lease agreement with current landlord at Main Street Station for installation of charging stations. 4.
