TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, DECEMBER 9, 2024 6:00 PM 12/9/2024 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, December 9, 2024, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding . The meeting was called to order at 6:02 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Bonitz, Jay Farrell, John Foley and James Vose. Town Staff Present: Town Manager Jonathan Franklin , Assistant Town Manager/Engineering Director Kent Jackson, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Finance Director Heather Meacham, Planning Director Randy Cahoon-Tingle, Assistant Planning Director Theresa Thompson , Planner II Jenna Peterson , Communications and Emergency Management Director Colby Sawyer, Communications Specialist Caitlin Murphy, and Town Clerk Carrie Bailey. Commissioner Bonitz made a motion to amend the agenda to add the climate policy proposal before climate action plan as action item 8.11, seconded by Commissioner Vose. Aye-5 Nay-0 2. CONSENT AGENDA 2.1. Minutes: November 12, 2024 Regular Meeting Of The Board Of Commissioners 2.11. Request: Town Of Pittsboro Board Of Commissioners 2025 Meeting Schedule-Revised 2.111. Policy: Amended Dress Code Policy 2.IV. Position Request: Engineering Inspections Supervisor 2.V. Position Request: Project Analyst 2.VI. Position Request: Planning Technician 2.VII. Policy: Amended Position Control 2.VIII. Resolution : T-Mobile Hometown Grant 2.IX. Policy: Pornography With Resolution Mayor Pro Tern Baldwin made a motion to approve the consent agenda as modified, seconded by , Commissioner Vose. Aye-5 Nay-0 3. INFORM,ATION ITEMS 3.1. Report: Boys & Girls Club Q1 2024 4. CEREMONIAL None. 5. CITIZENS MATTERS 5.1. Manager Updates Town Manager Jonathan Franklin provided updates to the Board. 5.11. Department Of Month Update 5.11 .i. Update: Rural Transportation Planning Organization Assistant Planning Director Theresa Thompson presented the transportation update. 5.111. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 5.IV. Public Comment Public comment was held at 6:30 pm. 6. MISCELLANEOUS 6.1. Request: Downtown Parking Study Assistant Planning Director Theresa Thompson introduced the Downtown Pittsboro parking study. Bridget Callea of Benchmark Planning delivered the presentation. 7. PUBLIC HEARINGS None. 8. ACTION ITEMS 8.1. Appointment: Board Of Adjustment Randy Cahoon-Tingle, Planning Director, presented the item to the Board. Commissioner Farrell made a motion to approve Rachel Lenzi for a three year term on the Board of Adjustment beginning January 1, 2025 and ending December 31, 2027 seconded by Commissioner Bonitz. Aye-5 Nay-0 8.11. Resolution: Policy To Address Climate Change Commissioner Bonitz reviewed documents that were shared with the Board. Bonitz stressed the need for the Board to implement a policy and staff to create a plan based on the policy. Discussion was had of a work session to create a policy. Jenna Peterson, Planner II, shared with the Board that the proposed Climate Action Plan Scope includes a workshop for Board and staff to create the plan.Mayor Shipp suggested the Board receive the Climate Action Plan Scope presentation and then decide on a decision to take action on any of the items pertaining to climate actions . No motion was made to allow the Board to review the proposed document and allow for modifications. 8.111. Discussion: Climate Action Plan Scope (Continued) Jenna Peterson, Planner II, presented the item on the Climate Action Plan Scope. Emily Barret, Environment and Resilience Director of Central Pines Regional Council, highlighted the additional component of citizen engagement and answered grant questions. Commissioner Bonitz made a motion to authorize the Town Manager to enter into an agreement with Central Pines COG for the facilitation and development of a climate action plan for the Town of Pittsboro, seconded by Commissioner Foley. Aye-5 Nay-0 8.IV. Budget Amendment: Sanford Road Town Manager Jonathan Franklin shared the item with the Board . Mayor Pro Tem Baldwin made a motion to approve the budget ordinance amending the FY 2024-2025 operating budget and direct the Town Manager to discuss mid-block crossing on Sanford Road, seconded by Commissioner Bonitz. Aye-5 Nay-0 9. CLOSED SESSION None. 10. ADJOURNMENT Commissioner Vose made a motion to adjourn, seconded by Commissioner Bonitz. Aye-5 Nay-0 The meeting adjourned at 7:32 pm. KyleSh~ Carrie L.
