TOWN OF PITTSBORO BOARD OF COMMISSIONERS BUDGET RETREAT MEETING MINUTES MONDAY, MARCH 31, 2025 10:00 AM 3/31/2025 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Special Session on Monday, March 31, 2025, at 10:00 a.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding. The meeting was called to order at 10:05 a.m . Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners Jay Farrell, John Foley and James Vose. Elected Town Officials Absent: Commissioner John Bonitz. Town Staff Present: Town Manager Jonathan Franklin, Assistant Town Manager/Engineering Director Kent Jackson, Chief of Police Shorty Johnson , Finance Director Heather Meacham, Communications Specialist Caitlin Murphy, and Town Clerk Carrie Bailey. Commissioner Vose made a motion to adopt the agenda, seconded by Commissioner Foley. Aye-4 Nay-0 2. PRESENTATION: DEPARTMENTAL ACCOMPLISHMENTS & GOALS Town Manager Jonathan Franklin presented each departments achievements and future goals for fiscal year 2025- 2026. 3. BUDGET OVERVIEW Finance Director Heather Meacham reviewed the proposed fiscal year 2025-2026 budget to the Board. The presentation began with an overview of the budget calendar that included a review of the meetings held to date, and future regular meetings of the Board of Commissioners to include a public hearing on the proposed budget scheduled for May 12, 2025 and proposed budget adoption on June 9, 2025. Finance Director Meacham stated that the value of one (1) penny of ad valorem was increasing from $119,022.00 to $171,266 .00 with the reappraisal, and that the revenue neutral rate is 0.3449 per $100 of valuation, compared to our current tax rate of 0.44 per $100 of valuation. 4. DEPARTMENTAL REVIEW Fire Chief Daryl Griffin presented the Fire Department update to the Board . Shared were 2024 highlights for number of calls, training hours and hours spent on public education. Chief Griffin budget requests for fiscal year 2025-2026 include adding three additional staff members, training , funding for updating equipment, and stressed the additional need of fire stations and fire trucks in the near future due to Town's growth . Finance Director Heather Meacham reviewed the proposed general fund revenue while reviewing line items that included fee increases. Meacham also reviewed the working budget proposals for the Board and Administration departments. Assistant Town Manager/Engineering Director Kent Jackson reviewed the Engineering Department changes and staff • focus for the next fiscal year. Town Manager Franklin reviewed the proposed working budget increases for Planning and Police Departments. Assistant Town Manager/Engineering Director Kent Jackson reviewed the Public Works, Building and Grounds and Solid Waste Departments changes within the proposed working budget for fiscal year 2025-2026 which include equipment and additional staff to meet the needs for servicing the residents and potential emergency management situations .  Town Manager Franklin reviewed the proposed working budget for Parks and Recreation Department. Some proposed increases highlighted include new staff training, automotive maintenance and repair, updating park equipment, and contracted services. Discussion by Commissioner Farrell and staff commenced on the needs for baseball fields. Town Manager Franklin reviewed the proposed working budget for Downtown Department. Top priorities are advertising marketing , replacing old welcome to Pittsboro sign and alleyway design plans. Finance Director Heather Meacham reviewed the proposed General Fund Capital Project expenditures. 5. DISCUSSION Mayor Shipp asked if the Town had flashing light beacons included in the budget for the next fiscal year. Finance Director Meacham shared that it was not. Town Manager Franklin offered if pedestrian safety improvements was a Board priority that Powell Bill funding may be used if the rules allow. Commissioner Vose made a motion to add speed bumps on Oakwood Drive , seconded by Commissioner Foley. Discussion amongst the Board and staff commenced related to speed bumps on Oakwood Drive . The Board asked staff to create a new speed study and receive pricing for speed bumps or speed tables per recommendation of Public Works Director Daniel Snipes and present to the May 2025 Board of Commissioners meeting . Finance Director Meacham stated a budget amendment would be need to be Board approved. Town Manager Jonathan Franklin asked for confirmation that the Board was comfortable with the proposed working budget and proposed tax rate of .44 per $100 of valuation . All Board members present agreed with the current proposed tax rate to remain unchanged. 6. ADJOURNMENT Commissioner Vose made a motion to adjourn, seconded by Mayor Pro Tem Baldwin.
