4. CHANGES TO THE MEASURES H/L SALES TAX COMMITTEE
MEMBERSHIP POLICY AND APPOINTMENT OF GARRY SILVEY AS A
COMMITTEE MEMBER (Mr. Warren)
The Staff Liaison will provide a brief update on recent changes to the Measures
H/L Sales Tax Committee membership policy and appointment of Garry Silvey as
a Committee Member. A copy of Resolution No. 8737 is included in the agenda
packet for informational purposes only.
5. ELECTION OF OFFICERS:
5.1 Nominations for Chairperson
At this time, the Staff Liaison will request nominations from the Committee
for the election of Chairperson. Any Committee Member may make a
nomination, and a second. A voice vote will be taken. Following a
majority vote by the Committee, the elected Chairperson will call for
nominations for Vice-Chairperson.
5.2 The Chairperson Calls for Nominations for Vice-Chairperson
The newly elected Chairperson will call for a motion and a second to
nominate candidate(s) within the Committee for the position of Vice-
Chairperson. Following a majority vote by the Committee, the elected
Chairperson will call for nominations for Secretary.
5.3 The Chairperson Calls for Nominations for Secretary
The newly elected Chairperson will call for a motion and a second to
nominate candidate(s) within the Committee for the position of Secretary.

Following a majority vote for the election of Secretary, the regular order of
business will resume.

7. MINUTES OF THE MEASURES H/L SALES TAX COMMITTEE MEETING OF
MARCH 18, 2019 (Mr. Warren):
Recommendation by the Staff Liaison that the Measures H/L Sales Tax
Committee approve the minutes of the Committee meeting held March 18, 2019.
8. NEW MEASURE H AND MEASURE L STATISTICAL SALES TAX REPORTS
FOR THE QUARTER ENDED DECEMBER 31, 2018 (Mr. Warren):
The Staff Liaison will present the new Measure H and Measure L statistical sales
tax reports prepared by HDL for the quarter ended December 31, 2018.
9. MEASURE H FUND QUARTERLY FINANCIAL REPORT (Mr. Warren):
Recommendation by the Staff Liaison that the Measures H/L Sales Tax
Committee acknowledge and file the Measure H Fund financial report for the
quarter ended March 31, 2019.
10. MEASURE L FUND QUARTERLY FINANCIAL REPORT (Mr. Warren):
Recommendation by the Staff Liaison that the Measures H/L Sales Tax
Committee acknowledge and file the Measure L Fund financial report for the
quarter ended March 31, 2019.
11. FORECASTED MEASURES H SALES TAX REVENUES AND FUND BALANCE
FOR FISCAL YEARS 2018/2019 AND 2019/2020 (Mr. Warren):
The Staff Liaison will review the forecasted Measures H Sales Tax revenues and
fund balance analysis for Fiscal Years 2018/2019 and 2019/2020.

12. FORECASTED MEASURES L SALES TAX REVENUES AND FUND BALANCE
FOR FISCAL YEARS 2018/2019 AND 2019/2020 (Mr. Warren):
The Staff Liaison will review the forecasted Measures L Sales Tax revenues and
fund balance analysis for Fiscal Years 2018/2019 and 2019/2020.
13. PROPOSED MEASURE H FUND AND MEASURE L FUND CAPITAL
IMPROVEMENT PROGRAM BUDGETS FOR FISCAL YEAR 2019/2020 (Ms.
Neves):
Recommendation by the City Engineer that the Measures H/L Sales Tax
Committee approve a recommendation to the City Council to approve the
proposed Measure H Fund Capital Improvement Program Budget in the amount
of $1,016,070 and Measure L Fund Capital Improvement Program Budget in the
amount of $2,216,361 for Fiscal Year 2019/2020 as presented.
14. UPCOMING ITEMS:
Items tentatively scheduled for the next Committee meeting include: Measure H
Fund financial report for the quarter ended June 30, 2019 and Measure L Fund
financial report for the quarter ended June 30, 2019.
