If for some reason you cannot access the meeting, please contact the Staff Liaison at: dwarren@cityofplacerville.org. PUBLIC COMMENT: You are welcomed and encouraged to participate in this meeting. Members of the public may provide public comment by sending comments to the Staff Liaison by email at dwarren@cityofplacerville.org. Such email comments must identify the agenda Item number in the subject line of the email. Public Comment on items not listed on the agenda will be heard as noted on the agenda. Please have email comments prepared ahead of time. One minute will be allowed after the introduction of each item to receive email comments. The comments will be read into the record, with a maximum allowance of 3 minutes per individual comment, subject to the Chairperson’s discretion. If a comment is received after the agenda item is heard, but before the close of the meeting, the comment will still be included as a part of the record of the meeting but will not be read into the record. If you wish to make a public comment and do not have access to email, please call the Staff Liaison at 530.642.5223 and your comments will be taken over the phone prior to 5:00 P.M. on the day of the meeting. Written comments may also be dropped in the utility payment box outside of City Hall on the south side of the building. If you choose not to participate in the live meeting but wish to make a comment on a specific agenda item, please submit your comment via email to the Staff Liaison at dwarren@cityofplacerville.org. MINUTES OF THE MEASURES H/L SALES TAX COMMITTEE MEETING OF December 9, 2019 (Mr. Warren): Recommendation by the Staff Liaison that the Measures H/L Sales Tax Committee approve the minutes of the Committee meeting held December 9, 2019. 6. ANNUAL MEASURES H/L REPORT TO THE COMMUNITY AS OF JUNE 30, 2019 (Mr. Warren): A copy of the Annual Measures H/L Report to the Community as of June 30, 2019, that was distributed with the January 2020 utility bills, was included in the agenda packet for informational purposes only. 7. MEASURE H FUND QUARTERLY FINANCIAL REPORT AS OF SEPTEMBER 30, 2019 (Mr. Warren): Recommendation by the Staff Liaison that the Measures H/L Sales Tax Committee acknowledge and file the Measure H Fund financial report for the quarter ended September 30, 2019. 8. MEASURE L FUND QUARTERLY FINANCIAL REPORT AS OF SEPTEMBER 30, 2019 (Mr. Warren): Recommendation by the Staff Liaison that the Measures H/L Sales Tax Committee acknowledge and file the Measure L Fund financial report for the quarter ended September 30, 2019. ________________________________________________________________________ Measures H/L Sales Tax Committee Meeting Page 3 Visit us on “The Web” at www.cityofplacerville.org 9. MEASURE H AND MEASURE L STATISTICAL SALES TAX REPORTS FOR THE QUARTER ENDED SEPTEMBER 30, 2019 (Mr. Warren): Recommendation by the Staff Liaison that the Measures H/L Sales Tax Committee acknowledge and file the Measure H and Measure L statistical sales tax reports prepared by HDL for the quarter ended September 30, 2019. 10. CHANGES TO THE CITY’S FISCAL YEAR 2020/2021 BUDGET DEVELOPMENT PROCESS AND OPERATING ASSUMPTIONS DUE TO THE NEGATIVE IMPACTS OF THE COVID-19 (CORONAVIRUS) PANDEMIC (Mr. Warren) The Staff Liaison will provide an update on certain changes made to the Fiscal Year 2020/2021 budget development process and operating assumptions due to the negative economic impacts associated with the Coronavirus Pandemic. A copy of the associated staff report to the City Council dated April 14, 2020 is included with the agenda packet. 11. STREETS, SEWER SYSTEM, AND WATER SYSTEM CAPITAL IMPROVEMENT PROGRAM PROJECT UPDATE (Ms. Neves) The City Engineer will present a status update on all active street, sewer system, and water system Capital Improvement Program (CIP) projects. 12. UPCOMING ITEMS: Items tentatively scheduled for the next Committee meeting include: Measure H Fund Quarterly Financial Report as of December 31, 2019, Measure L Fund Quarterly Financial Report as of December 31, 2019, and Street, Sewer System, and Water System Capital Improvement Program project Highlights. 13.
