PLACERVILLE ECONOMIC ADVISORY COMMITTEE
FRIDAY, April 15, 2016, 12:00 P.M.
TOWN HALL, 549 MAIN STREET, PLACERVILLE, CALIFORNIA
1. CALL TO ORDER: The meeting was convened at 12:00 p.m. The Pledge
of Allegiance was recited.
2. ROLL CALL:
Members Present: Chair Brown, Brent-Bumb, Kaiserman, Meuser,
Payne, Wager
Members Absent: Miller
Staff Present: Morris, Rivas
Note: Member Meuser arrived at 12:20 p.m., Member Brent-Bumb left at
12:30
3. ADOPTION OF AGENDA:
Adoption of the Agenda was moved by Member Wager and seconded by
Member Kaiserman. Motion carried 5-0. Members Miller and Meuser Absent.
4. ADOPTION OF THE MINUTES OF THE MEETING OF March 18, 2016:
Adoption of the Minutes was moved by Member Brent-Bumb, and seconded by
Member Kaiserman. Member Wager abstained. Motion carried 4-0. Members
Miller and Meuser Absent
5. ITEMS OF INTEREST TO THE PUBLIC: None. (No members of the public
were present.)
6. INFORMATIONAL ITEMS: None.
7. PRESENTATIONS:
Presentation by Terry LeMoncheck, Executive Director of El Dorado Arts
Council.
Director LeMoncheck reviewed with the Committee her goals for the Arts
Council and how it can work with Economic Development.
8. DISCUSSION ITEMS:
A. Strategy 1.5: Encourage and support the expansion of public infrastructure
and services to meet the demands of existing and future targeted industries.

City Manager Morris made a presentation regarding the current condition of the
City’s infrastructure and the consideration by the City Council for a ½ cent sales
tax measure on the ballot in November.
Following the presentation, a motion was made to support a ½ cent special tax
for 20 years. The motion was made by Member Brown, and seconded by
Member Wager. The motion carried with a 3-0 vote with Members Meuser
and Payne abstaining.
A motion was made by Member Wager and seconded by Member Payne to
continue items 8B and 8C to the next agenda due to lack of time. The motion
carried 5-0
9. STAFF AND COMMITTEE MEMBER COMMUNICATIONS:
A. Update on Main Street Court House Reuse Blue Ribbon Committee:
Mr. Morris gave an update on the status of the Blue Ribbon Committee and
the pending new Courthouse litigation.
B. Update on Main Street Project. Mr. Morris updated the Committee on the
Main Street Project.
C. Update on Potential Hotel Development:
Mr. Morris gave an update on the Hampton Inn Hotel Project.

potential sales tax measure to fund infrastructure.

B. Strategy 1.6: Identify and partner with various stakeholders to attract and retain
priority businesses. Implement Collaboration team consisting of City, County and
Chamber members to quickly respond to needs of potential businesses. Assign PEAC
Chamber representative to participate in Community and Economic Development
Advisory Committee (CEDAC) and invite a CEDAC member to attend PEAC meetings.
Review and discuss potential Land Use Planning/Sales Tax Sharing Program with El
Dorado County.
C. Review Buxton Analytics Program
Staff will provide an overview of the Buxton Analytics Program
