CITY OF PLACERVILLE
PLACERVILLE ECONOMIC ADVISORY COMMITTEE
FRIDAY, June 9, 2023 – 12:00 P.M.
TOWN HALL, 549 MAIN STREET, PLACERVILLE, CALIFORNIA
1. CALL TO ORDER: The meeting was called to order by Chair Miller at
12:02 p.m.
2. ROLL CALL:
Members Present: Chair Miller, Vice Chair Anderson, Borelli,
Thomas, Windle
Members Absent: Kaiserman, Godwin
Staff Present: City Manager Morris
3. ADOPTION OF AGENDA.
Adoption of the Agenda was moved by Member Borelli and seconded by
Member Thomas. Motion carried 5-0, 2 absent.
4. ADOPTION OF THE MINUTES OF THE MEETING OF March 10, 2023.
Adoption of the Minutes was moved by Member Borelli and seconded by
Member Thomas. Motion carried 5-0, 2 absent.
5. ITEMS OF INTEREST TO THE PUBLIC:
Kirk Smith addressed the commission regarding the City’s Inventory of Historic
Properties. The Heritage Foundation plans to make a request of the City to
provide funding to update the Inventory.
7. INFORMATIONAL ITEMS:
a. Retail Trends May 8, 2023.
The committee discussed both residential and commercial development and
status for both.
b. Main Street Events 2023. City Manager Morris provided a list of scheduled
Main Street Events for 2023.
8. Consider Proposal from Councilmember John Clerici to allow Weddings at the
Bell Tower. The City Manager provided an overview. Members discussed the
potential and any issues involved. Vice Chair Anderson agreed to prepare a
writeup and review with Member Borelli. The proposal will be brought back at
the next meeting.

DISCUSSION ITEMS:
a. Finalize Committee Appointments: Committee appointments were discussed
and confirmed as shown for each area below.
b. Strategy 1.1 Business Outreach Visits – Patty Borelli, Paul Godwin, Tony
Windle.
c. Strategy 4.3 Potential Annexation Areas – Patty Borelli, Mickey Kaiserman,
Debbie Miller.
d. Strategy 1.5 Broadband Infrastructure – David Thomas, Mickey Kaiserman,
Paul Godwin.
City Manager Morris reviewed the current Broadband Website including a short
video and speed test.
A motion was made by Vice Chair Anderson to approve the appointments as
outlined above and seconded by Member Thomas. Motion carried 5-0, 2 absent.
9. STAFF AND COMMITTEE MEMBER COMMUNICATIONS:
a. Hotel Projects Update:
- Mackinaw Hotel: Mr. Morris gave an update on the Mackinaw Hotel
project and reported that the building plans are being reviewed.
- Marriott Hotel: No new information.
b. Broadband LATA: Nothing new to report
c. Apple Farm Place Shopping Center: Work is underway, no new
information.
d. Middletown and Mallard Affordable housing Projects: Mr. Morris
reported on the status of the projects. Plans are in for review.
e. Armory Affordable Housing Project: Mr. Morris reported no new
information on this project.
10. ITEMS FOR NEXT AGENDA:
-Invite Karen Feathers to discuss Fair Grounds.
-Weddings at the Bell Tower proposal.
