Chair Kiehne called the meeting to order at 6:00 p.m. and the Pledge of Allegiance to the
Flag was recited.

Following discussion by the Commission, the motion was withdrawn by Commissioner Carter.

City Manager Morris informed the Planning Commission that, while the presentation does
focus on hosted short-term rentals (STR), they may consider other alternatives as well.
Director Rivas provided a presentation to the Planning Commission on hosted STR, including
proposed regulations and standards.
Director Rivas answered questions of the Commission.
Public comment was heard by: Frank Porter (Housing El Dorado), Larissa Lujan, Mandy
Rodriguez, Tim Durban, Laina Durban, and Kathy Lishman.
The Planning Commission further discussed STR and recommended that Staff clarify and/or
investigate further potential limitations (distance and/or number of hosted STR), parking,
owner occupancy, enforcement, and transient occupancy tax (TOT) for a future workshop
devoted solely to this topic.
Chair Kiehne recommended that members of the public submit their comments to staff in
writing.
10. ENVIRONMENTAL ASSESSMENTS / PUBLIC HEARINGS:
10.1. Site Plan Review (SPR) 82-12-R: Change in Occupancy – Grateful Threads and Cedar &
Twine. Consideration of a Site Plan Review application within the Commercial Zone:
(1) For a change in occupancy from Business/professional office to Mercantile/retail;
and to (2) Find the project categorically exempt from the California Environmental
Quality Act (CEQA) per CEQA Guidelines Section 15303; Location: 241, 243, 245, 247,
& 249 Placerville Drive, Placerville, CA. / APNs 323-360-002 & 325-120-049; Property
Owner/Applicant: Leigh Ann Kielty. Staff: Kristen Hunter.
Associate Planner Hunter presented the Staff Report and Memorandum dated May 21, 2024.
Director Rivas and Associate Planner Hunter answered questions of the Commission.
Commissioner Smith recused himself and left the meeting room.
Public comment was heard by the project applicant/property owner, Leigh Ann Kielty.
In a single motion, Commissioner Lepper, seconded by Vice Chair Kiehne, moved to approve
Site Plan Review (SPR) 82-12-R as presented; and to:
I. Adopt the Staff Report and Staff Memorandum as part of the public record.
II. Make the following findings in support of SPR 82-12-R request:
1. The request is exempt from environmental review pursuant to the California
Environmental Quality Act (CEQA) Guidelines Section 15303, in that the project
includes the change in use/occupancy from Group B (professional office / wellness
center) to Group M (retail) within an existing commercial structure.

2. The project site, APN 323-360-002 and 325-120-049, contains two (2) commercial
buildings totaling five (5) units on a total of 1.49 acres, currently used for
professional offices and retail sales, located within the Commercial Zone.
3. The project request is consistent with Goal C of the Land Use Section as the project
would add two (2) retail sales businesses along Placerville Drive, expanding
commercial services along Placerville Drive.
4. The project request is consistent with Purpose, Goals, and General Regulations of
Zoning Ordinance §10-4-9: Site Plan Review, in that the proposed businesses are
in harmony with the General Plan and would not be detrimental to the surrounding
property.
5. The project is consistent with the Placerville Drive Development and Improvement
Plan goal to intensify and introduce a new mix of uses in order to create more
visitor attractions and patrons to the Placerville Drive area; the proposed retail
businesses will provide for the expansion of Placerville’s commercial services sector
and would not be detrimental to neighboring businesses.
III. Conditionally approve SPR 82-12-R located at 241, 243, 245, 247, and 249 Placerville
Drive, based on the project information and findings included in the Staff Report and
memorandum, and subject to the recommended Conditions of Approval:
1. Approval of SPR of SPR 82-12-R to complete a change in occupancy from
Business/professional office to Mercantile/retail for the existing building
addressed 241, 243, and 245 Placerville Drive / APN 323-360-002.
Approval includes the following Applicant Submittal Documents:
i. Site Plan (March 14, 2024);
ii. Floor Plan and South Elevation (March 14, 2024); and
iii. Project Narrative (March 14, 2024).
2. The Applicant shall enter into a Street Frontage Improvement Agreement (SFIA)
with the City, as required per Site Plan Review (SPR) 82-12.
3. The Applicant shall record a reciprocal parking agreement for APNs 232-260-002
323-360-002 and 325-120-049.
4. Runs with the Land. The terms and Conditions of Approval of the Site Plan Review
(SPR) shall run with the land; shall be binding upon and be to the benefit of heirs,
legal representatives, successors, and assignees of the property owner.
5. Site Plan Review Expiration. The approval of the Site Plan Review shall expire and
become null and void eighteen (18) months after the date of approval unless a
building permit has been obtained for any building thereon before the date of
expiration. The Planning Commission may grant a one-year extension for the
project if the applicant makes such a request and pays a new fee prior to the

expiration date. The Planning Commission shall consider any changes to the
project when granting the extension.
6. Revisions. Any proposed changes to the Project Description or conditions of
approval shall be submitted to the Development Services Department, Planning
Division, for determination of appropriate procedures. Deviations from the above-
described approval will constitute a violation of permit approval.
7. Parking lot paving shall be maintained at a PCI (pavement condition index) of not
less than 56. Wheel stops and parking stall striping shall be maintained in sound
condition. Parking is restricted to the parking spaces shown on the approved site
plan.
8. Other Applicable Requirements. The project approval is subject to all applicable
requirements of the Federal, State, City of Placerville and any other affected
governmental agencies.
9. The Applicant shall obtain a Building Permit for the change in occupancy. A
Building Permit is also required for installation of wall signs to the building.
10. All signage shall be maintained in a safe and clear readable condition and shall not
be permitted to fall into a state of disrepair.
11. All construction shall be limited to Monday through Friday between the hours of
7:00 am to 7:00 pm, Saturdays between the hours of 8:00 am and 5:00 pm with no
construction permitted on Sundays or City or state recognized holidays.
SPR 82-12 Conditions of Approval
1. A sign package shall be submitted to staff for approval.
2. Any roof equipment shall be screened or relocated to the ground.
3. A Street Frontage Improvement Agreement will be required.
4. The refuse area shall be relocated to the rear of the property line and the area shall
be screened from public view with material similar to the building.
5. A landscaping plan shall be submitted to staff for approval.

10.2. Site Plan Review (SPR) 24-03: Historic District Review. Consideration of a Site Plan
Review application within the 6,000 Single-Family Residential / Historic District Zone

to modify an existing single-family residence to: (1) Remove the garage door and
install wall in its place; (2) Install two (2) vinyl windows; and (3) Find the project
categorically exempt from the California Environmental Quality Act (CEQA) per CEQA
Guidelines Section 15301; Location: 3160 Cedar Ravine Road, Placerville, CA. / APN
003-251-013; Property Owner: Kim Johnston. Staff: Kristen Hunter.
Associate Planner Hunter presented the Staff Report and Memorandum dated May 21, 2024.
Director Rivas and Associate Planner Hunter answered questions of the Commission.
Commissioners Frenn and Carter disclosed that they had visited the project site.
Public comment was heard by the applicant/property owner, Kim Johnston.
In a single motion Vice Chair Carter, seconded by Commissioner Lepper, moved to approve the
Site Plan Review (SPR) 24-03 as presented; and to:
I. Adopt the Staff Report as part of the public record.
II. Make the following findings in support of the SPR 24-03 request:
1. The request is exempt from environmental review, in that the project qualifies for
a Categorical Exemption under the California Environmental Quality Act (CEQA)
Guidelines Section 15301 (Existing Facilities), in that it involves minor alterations
to an existing structure that is not listed on City, State, or Federal historic resources
inventories, and that would not result in an expansion of the single-family
residential use.
2. The project site, 3160 Cedar Ravine Road (APN 003-251-013), contains a single-
family residential dwelling that is located within the Cedar Ravine Historic District.
The subject dwelling has been heavily modified since its construction.
3. The project request is consistent with Placerville General Plan Housing Element
Goal F Policy 4 in that the project preserves existing housing stock and would
restore and maintain an existing older structure within the Spring Street-Coloma
Street Historic District.
4. The project request is consistent with Placerville General Plan Community Design
Element Goal C, in that the visual qualities of the proposed exterior alterations are
compatible with the visual attributes of neighboring structures within the Historic
District. Further, the project shall not alter distinctive materials, features, finishes,
construction techniques, and/or examples of craftsmanship that characterize the
subject property.
5. The project request is consistent with the purpose, intent, and criteria of Zoning
Ordinance §10-4-9: Site Plan Review, §10-4-10: Historical Buildings in the City, and
the Development Guide that are intended to protect the integrity of the Residential
Historic District and individual structures located therein.

6. The project request is consistent with City of Placerville Development Guide design
guidelines for structures within a historic district.
III. Conditionally approve SPR 24-03 located at 3160 Cedar Ravine Road, based on the
project information and findings included in the Staff Report, and subject to the
recommended Conditions of Approval:
1. Approval of SPR 24-03 to modify an existing single-family residence within the
Cedar Ravine Historic District for the removal of the garage door and construction
of a wall and addition of two (2) vinyl windows at the structure located at 3160
Cedar Ravine Road, APN 003-251-013.
Approval is based upon the analysis provided in Staff’s report to the Planning
Commission on May 21, 2024, and limited to compliance with the project
description and Applicant Submittal Package as well as all other Conditions of
Approval set forth herein.
The approved plans are as follows:
i. Photo Elevations (March 14, 2024);
ii. Wall Plan (March 14, 2024);
iii. Site Plan (March 14, 2024); and
iv. Basement Floor Plan (March 14, 2024).
2. Site Plan Review Expiration. The approval of the Site Plan Review shall expire and
become null and void eighteen (18) months after the date of approval unless a
building permit has been obtained for any building thereon before the date of
expiration. The Planning Commission may grant a one-year extension for the
project if the applicant makes such a request and pays a new fee prior to the
expiration date. The Planning Commission shall consider any changes to the
project when granting the extension.
3. Runs with the Land. The terms and Conditions of Approval of the Site Plan Review
(SPR) shall run with the land; shall be binding upon and be to the benefit of heirs,
legal representatives, successors, and assignees of the property owner.
4. Revisions. Any proposed changes to the Project Description or conditions of
approval shall be submitted to the Development Services Department, Planning
Division for determination of appropriate procedures. Deviations from the above-
described approval will constitute a violation of permit approval. Revisions to the
Site Plan Review include any changes to the exterior, including windows and siding.
5. Other Applicable Requirements. The project approval is subject to all applicable
requirements of the Federal, State, City of Placerville and any other affected
governmental agencies.
6. The Applicant is responsible for obtaining a Building Permit prior to construction.

7. All construction shall be limited to Monday through Friday between the hours of
7:00 am to 7:00 pm, Saturdays between the hours of 8:00 am and 5:00 pm with no

10.3. Site Plan Review (SPR) 78-11-R3: Hangtown Village Square Elevation Amendment.
Consideration of a Site Plan Review revision application within the Highway
Commercial Zone to: (1) Add awnings above the west elevation windows of 1216
Broadway (Shorty’s Gelato & Bakery) within the existing shopping center (Hangtown
Village Square); and (2) Find the project categorically exempt from the California
Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301; Location:
1216-1252 Broadway, Placerville, CA / APN 004-261-023 & 004-261-016; Property
Owner: PUBA Properties; Agent: Fred Walker. Staff: Kristen Hunter.
Associate Planner Hunter presented the Staff Report dated May 21, 2024. Director Rivas and
Associate Planner Hunter answered questions of the Commission.
Public comment was heard by the project applicant’s representative, Fred Walker, Hangtown
Village Square Property Manager.
In a single motion, Commissioner Frenn, seconded by Commissioner Lepper, moved to approve
revised Site Plan Review (SPR) 78-11-R3 as presented; and to:
I. Adopt the Staff Report as part of the public record.
II. Make the following findings in support of the SPR 78-11-R3 request:
1. The request is exempt from environmental review, in that the project qualifies for
a Categorical Exemption under the California Environmental Quality Act (CEQA)
Guidelines Section 15301, as the project includes the minor alteration of an
existing private structure that shall result in no expansion of the existing use.
2. The project site, APN 004-261-016 and -023, 1216-1252 Broadway, contains a
single-story shopping center and fast-food business located within the Highway
Commercial zone, specifically Suite 1216 Broadway containing Shorty’s Gelato &
Bakery.
3. The project request is consistent with Placerville General Plan Community Design
Element in that the addition of the proposed project shall visually enhance

Hangtown Village Square and shall maintain a distinctive architectural style in a
manner that enhances Placerville’s character.
4. The project request is consistent with the purpose, intent, and criteria of Zoning
Ordinance §10-4-9: Site Plan Review and the Development Guide as the project
includes changes that add aesthetic value and benefit the pedestrian orientation
while remaining consistent with the previously approved architectural style
previously approved.
5. Staff has reviewed all Conditions of Approval from prior Planning approvals and
has found that all conditions are being met.
6. Approval is based upon the analysis provided in Staff’s May 21, 2024 report to the
Planning Commission and limited to compliance with the project description and
Applicant Submittal Package.
III. Conditionally approve SPR 78-11-R3 located at 1216-1252 Broadway, based on the
project information and findings included in the Staff Report, and subject to the
recommended Conditions of Approval:
1. Approval of SPR 78-11-R3 to add awnings above the existing windows along the
western façade of the building located at 1216 Broadway, APN: 004-261-023.
Approval includes the following Applicant Submittal Documents:
i. Project Description (Planning Application) (April 8, 2024);
j. Site Plan (April 8, 2024);
k. Photo Simulation of Awnings (April 8, 2024); and
l. Awning Specifications (April 8, 2024).
2. Runs with the Land. The terms and Conditions of Approval of the Site Plan Review
(SPR) shall run with the land; shall be binding upon and be to the benefit of heirs,
legal representatives, successors, and assignees of the property owner.
3. Site Plan Review Expiration. The approval of the Site Plan Review revision shall
expire and become null and void eighteen (18) months after the date of approval
unless a building permit has been obtained for any building thereon before the
date of expiration. The Planning Commission may grant a one-year extension for
the project if the applicant makes such a request and pays a new fee prior to the
expiration date. The Planning Commission shall consider any changes to the
project when granting the extension.

requirements of the Federal, State, City of Placerville, and any other affected

6. The Applicant is responsible for obtaining a Building Permit prior to the installation
of the awning.
7. Except as otherwise specified or provided for in the project plans in these
Conditions, the Project shall conform to the development standards and design
requirements adopted by the City of Placerville, specifically including but not
limited to the Site Plan Review Criteria (City Code Section 10-4-9(G)).
8. All construction shall be limited to Monday through Friday between the hours of
7:00 am to 7:00 pm, Saturdays between the hours of 8:00 am and 5:00 pm with no
construction permitted on Sundays or City or state recognized holidays.
9. All Conditions of Approval shall be in addition to those established under SPR 78-
11, SPR 78-11-R, and SPR 78-11-R2, and shall be incorporated as the Conditions of
Approval for SPR 78-11-R3 by reference.
Site Plan Review (SPR) 78-11-R2
1. Approval of SPR 78-11-R2 to: (1) Approval of existing string lights along front
façade of the building located at 1216-1252 Broadway, APN: 004-261-016 and -
023.
Approval includes the following Applicant Submittal Documents:
i. Project Description (October 11, 2023).
ii. Site Plan (October 11, 2023)
iii. Site Photos (October 11, 2023).
iv. Light Specifications (October 11, 2023).
2. The applicant shall maintain the string lighting to be functional at all times.
Missing or spent light bulbs shall be replaced at a minimum within a week of
failure.
3. Runs with the Land. The terms and Conditions of Approval of the Site Plan Review
(SPR) shall run with the land; shall be binding upon and be to the benefit of heirs,
legal representatives, successors, and assignees of the property owner.
4. Site Plan Review Expiration. The approval of the Site Plan Review shall expire and
become null and void eighteen (18) months after the date of approval unless a
building permit has been obtained for any building thereon before the date of
expiration. The Planning Commission may grant a one-year extension for the
project if the applicant makes such a request and pays a new fee prior to the
expiration date. The Planning Commission shall consider any changes to the

requirements adopted by the City of Placerville, specifically including but not
limited to the Site Plan Review Criteria (City Code Section 10-4-9(G)).
9. All construction shall be limited to Monday through Friday between the hours of
7:00 am to 7:00 pm, Saturdays between the hours of 8:00 am and 5:00 pm with no
construction permitted on Sundays or City or state recognized holidays.
10. All Conditions of Approval shall be in addition to those established under SPR 78-
11 and SPR 78-11-R, and shall be incorporated as the Conditions of Approval for
SPR 78-11-R2 by reference.
Site Plan Review (SPR) 78-11-R (approved September 3, 2019)
1. Site Plan Review shall be granted for the use as approved and conditioned by the Planning
Commission. The project shall be in substantial conformance to the Applicant Submittal
Package submitted on August 15, 2019 by Wendy Thomas, unless otherwise modified by
the Planning Commission. Any proposed future change to the site or modification to the
application beyond what is authorized under this permit shall be submitted to the
Development Services Department for a determination of appropriate procedures.
2. The permit shall run with the land, i.e. shall apply only to the Hangtown Village Square
project site with addresses of 1216, 1220, 1224, 1234, 1242, 1248 and 1252 Broadway,
APN 004-261-023; it may not be transferred to another parcel.
3. A construction permit is required for the metal roofing installation. Three copies of plans,
completed application, and fees shall be submitted to the Development Services
Department, Building Division for permit review.
4. The project approval is subject to all applicable requirements of the Federal, State, City of
Placerville and any other affected governmental agencies.
5. All Conditions of Approval shall be in addition to those established under SPR78-11, and
shall be incorporated as the Conditions of Approval for SPR 78-11-R by reference.

6. All construction shall be limited to the hours between 7:00 a.m. and 7:00 p.m., Monday
through Saturday. No construction shall be allowed on Sunday, unless approved by the
City’s Development Services Department.
7. SPR 78-11-R shall expire and become null and void eighteen (18) months from Planning
Commission action, unless a construction permit for the improvements described in the
SPR 78-11-R has been obtained prior to the date of expiration. Should the building permit
expire for any building thereon, then the site plan review approval shall also
simultaneously expire. The Commission may grant a one-year extension for the project if
the applicant makes such a request and pays a new fee prior to the expiration date. The
Commission shall consider any changes to this code or to the project when granting the
extension.

Commissioner Frenn.
Commissioner Frenn informed the Commission that the revised letter distributed prior
to the meeting was the same as was provided in the Agenda Packet, just formatted.
Public comment was heard by Weston Dewalt.
In a single motion, Commissioner Frenn, seconded by Vice Chair Carter, moved that
the draft letter should be held until the revised special committee’s report is complete
and submitted to the Commission.
Following discussion by the Commission, Commissioner Frenn withdrew his motion.
In a single motion, Commissioner Frenn, seconded by Commissioner Lepper, moved to
discard the letter.

13. MATTERS FROM COMMISSIONERS AND STAFF
13.1. Appointment of Kristen Hunter, Associate Planner, Executive Secretary of the
Planning Commission.
Director Rivas informed the Commission that Kristen Hunter is appointed Executive
Secretary to the Planning Commission by the Director pursuant to Article 5(e) of the
Planning Commission Bylaws.
13.2. Staff Reports:
Associate Planner Hunter informed the Commission the next meeting is scheduled for
June 4, 2024.
Commissioner Frenn indicated that he would not be at the next meeting.
13.3. Planning Commission Matters:
Commissioner Lepper inquired with Staff about the Mattress Store on Main Street.
Staff informed the Commission that the property is in code enforcement.
Commissioner Frenn inquired about the construction at Starbucks on Broadway. Staff
informed the Commission that the work is an interior remodel.
13.3.1. Special Committee Report(s): Report by the Historic Review Special Committee
to the Planning Commission.
Commissioner Carter reported that the final report will be ready for the June 18,
2024 Planning Commission meeting.

Consideration of a Site Plan Review application within the Commercial Zone: (1) For a change in
occupancy from Business/professional office to Mercantile/retail; and to (2) Find the project
categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines

10.2. Site Plan Review (SPR) 24-03: Historic District Review. Consideration of a Site Plan Review
application within the 6,000 Single-Family Residential / Historic District Zone to modify an
existing single-family residence to: (1) Remove the garage door and install wall in its place; (2)
Install two (2) vinyl windows; and (3) Find the project categorically exempt from the California
Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301; Location: 3160 Cedar

10.3. Site Plan Review Revision (SPR) 78-11-R3: Hangtown Village Square Elevation Amendment.
Consideration of a Site Plan Review revision application within the Highway Commercial Zone
to: (1) Add awnings above the west elevation windows of 1216 Broadway (Shorty’s Gelato &
Bakery) within the existing shopping center (Hangtown Village Square); and (2) Find the project
categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines
Section 15301; Location: 1216-1252 Broadway, Placerville, CA / APN 004-261-023 & 004-261-

12. NEW BUSINESS:
12.1. Proposed Letter to City Council from Planning Commission, Special Committee to the
Placerville Planning Commission on Historic Resources. Draft letter prepared by Commissioner
Frenn
13. MATTERS FROM COMMISSIONERS AND STAFF
13.1. Appointment of Kristen Hunter, Associate Planner, Executive Secretary of the Planning
Commission.
13.2. Staff Reports:
This item is for staff to update those in attendance of the status of upcoming meetings; recent
actions taken by City Council on items previously considered by the Commission; the status or
completion of City and community projects; of community-wide activities and events (e.g.
National Night Out, Wagon Train, etc.).
13.3. Planning Commission Matters:
For Commission Members this time is for updating other Members of sub-committee work
(when applicable); of updating other Members of topics and issues learned at land use and
planning conferences, workshops, webinars; general comments regarding planning and land use
within Placerville, or other items which may be within the purview of the Planning Commission.
13.3.1. Special Committee Report(s): Report by the Historic Review Special Committee
to the Planning Commission.
14. ADJOURNMENT
The Planning Commission normally ends its meetings by 10:00 pm. Items remaining on the agenda
after 10:00 PM will be continued to the next Planning Commission Meeting. The Commission meets
regularly on the first and third Tuesday of each month at Town Hall in the City Council Chambers;
additional meetings may be scheduled as needed.

GOVERNING RECULATIONS AND RULES: The Commission conducts all meetings in accordance with the
"Ralph M. Brown Act" (California Government Code Sections 54950, et seq.), per the City's Committee,
Commissions & Board Policy Manual (City Council Resolution No. 7578), and the Planning Commission
Bylaws.
MEETING ACCESS: The City of Placerville wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to persons with
disabilities, as required by 42 U.S.C. §12132 of the Americans with Disabilities Act of 1990. Any person
with a disability who requires a modification or accommodation in order to participate in a meeting should
direct such request to the City Clerk (530) 642-5531 at least 72 hours before the meeting, if possible.

AVAILABLE INFORMATION: Materials related to items on this Agenda are available for public review in
the Development Services Department at City Hall, 3101 Center Street, 2nd floor, during normal business
hours. Agendas and Staff Reports are also made available online at the Planning Commission Agenda
webpage.
OPPORTUNITY TO APPEAL: Any aggrieved person or persons dissatisfied with a Planning Commission
decision may appeal that decision to the City Council within 10 calendar days per Government Code
Section 65009. Appeals can be made by any interested party by submittal of a written appeal request and
appeal fee to the Placerville City Clerk, 3101 Center Street, Placerville, California, 95667.
PUBLIC COMMENT: Speakers shall step up to the podium microphone to address the Commission and are
limited to a presentation of three (3) minutes, unless otherwise determined by the Chair. Groups or
organizations are encouraged to select a spokesperson to speak on their behalf.
WRITTEN COMMENT: You may submit your comments by e-mail to pv.planning@gmail.com, or in-person
at the Development Services Department, City Hall – 2nd Floor, 3101 Center Street, Placerville, CA 95667.
Interested parties are encouraged to provide written materials at least seven (7) days prior to the public
hearing to allow distribution with the Planning Commission’s agenda and provide adequate time for
review by the Planning Commission. Written comments received after the Tuesday prior to the public
hearing will be provided to the members of the Planning Commission and will be placed on the back table
for public review as part of the full agenda packet.
