MINUTES
PRESENT:
Recreation & Parks Commission: Jerry Barton, Andrew Mathews, Peter Nolan, and
Richard Zito.
Recreation & Parks Staff: Steve Youel and Matt Lishman.
ABSENT: Jackie Neau
GUESTS: Gold Bug Park Development Committee Members
ADOPTION OF AGENDA: Mr. Zito made the motion to approve the
agenda. Mr. Barton seconded the motion. Motion approved unanimously.
APPROVAL OF MINUTES: Mr. Barton made the motion to approve the minutes
of August 16, 2017. Mr. Zito seconded the motion. Motion approved unanimously.
PUBLIC COMMENT: None
ACTION ITEMS:
Gold Bug Park Improvements: Danny Johnson with the Gold Bug Park
Development Committee requested that the Commission authorize the Gold Bug
Park Development Committee to build a shed at the bottom of the Stamp Mill per
the drawings that were shared. The estimated cost to build this shed is $750. The
shed will be built to match the stamp mill. The intent is that the committee will pay
for and build the shed then gift the shed to the City. The shed will be attached to the
exiting Stamp Mill Building. Mr. Zito made a motion to approve the construction of
the shed as proposed. Mr. Mathews 2nd. Motion approved unanimously.
STAFF REPORTS:
Youth Assistance Fund: Mr. Lishman reported that since our last meeting there
were 15 requests for funding in the amount of $765.00. We received $5.00 in
donations and the projected fund balance is $8,019.07.
Recreation Registration Software: Mr. Lishman reported staff will be taking a
recommendation to City Council soon regarding the purchase of a new registration
software program. This was approved in the City’s 20117-2018 annual budget. Once
the new program is approved staff will bring fee increase proposals and or other
revinue generating strategies intended to cover the additional costs associated with
the new software program.
Master Plan Update: Mr. Youel reported that the Parks and Recreation Master
Plan Update went before the City’s Planning Commission on September 5, 2017. It
was unanimously voted on and the agreed that the plan update met the City’s
standards for the current City’s General Plan. Some public members felt the plan
was too expensive and would drive up impact fees and discourage residential
development. It was also suggested from the audience that volunteers could assist
with building some park improvements. One of the planning commissioners stated
ADA projects should be a high priority. Another comment was that all new
subdivisions should be required to establish lighting and landscape districts which are
standard now days. The overall sediment of the group was that the County is not
meeting the park facility needs of unincorporated areas throughout El Dorado
County. The draft Master Plan will go before City Council on Tuesday, September
26. A joint meeting of the Recreation and Parks and Planning Commissions is
scheduled for Tuesday, November 7 at 6:00 p.m. at Town Hall. The intent of the
meeting is to review and comment on the draft Park Development Fee Study that will
go before City Council concurrently with the final draft to the Parks and Recreation
Master Plan Update.
