Recreation and Parks Commission Meeting

CITY OF PLACERVILLE RECREATION & PARKS COMMISSION October 19, 2016 MINUTES PRESENT: Recreation & Parks Commission: Andrew Mathews, Jackie Neau, and Peter Nolan. Recreation & Parks Staff: Steve Youel and Matt Lishman. ABSENT: Jerry Barton and Richard Zito. GUESTS: None ADOPTION OF AGENDA: Mrs. Neau made a motion to move item F before E. Mr. Nolan seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Minutes were tabled to the next meeting. PUBLIC COMMENT: None STATUS REPORTS: Youth Assistance Fund: Mr. Lishman reported that there were 34 requests for funding in the amount of $1,521.00. We received $0.00 in donations and the projected fund balance is $3,190.07. Spooktacular Event: Mr. Lishman reported that the Spooktacular will be on Halloween. There will be trick-or-treating thanks to the Downtown Merchants, a carnival at Town Hall thanks to the Lions Club and a costume contest at the Bell Tower thanks to the 20/30 Club. Beetle Trees: Mr. Youel reported there is a pine beetle infestation affecting the trees throughout Gold Bug Park. Staff has dispersed at Request for Proposal to have certified arborist determine treatments or removal of effected trees within the park. Parks and Recreation Master Plan and Fee Study: Mr. Youel reported Foothill and Associates was the lowest bidder for the Master Plan revision and nexus Fee Study. Commissioner Neau, Cleve Morris, Pierre Rivas and Steve Youel conducted interviews on 10/18/16. Mr. Youel is confident Foothill and Associates can meet the City’s needs. Mr. Youel would like to recommend that the City enter into a service contact with Foothill Associates at the first City Council meeting to be held November 8, 2016. Revised Adult Softball Fees: Mr. Lishman reported that on October 11, 2016 the City Council approved a new contract with the Folsom Officials Association and approved the $7.00 team registration increase from $477.00 to $484.00. Revised Salary Scale: Mr. Lishman reported that on October 11, 2016 the City Council approved the new part-time salary schedule that was brought before the Commission in August. ACTION ITEMS: Adult Sport Fees: Mr. Lishman requested that the commission support staff’s recommendations to: 1.) Increase adult 5x5 basketball team registration fees $10.00 per team, from $423.00 to $433.00, 2.) Increase adult 3x3 basketball team registration fees $3.00 per team, from $117.00 to $120.00, and 3.) Increase adult volleyball team registration fees $4.00 per team, from $147.00 to $151.00. Mr. Nolan made a motion to approve staff’s recommendation. Mr. Mathews seconded the motion. Motion approved unanimously. Gold Bug Mine Fees: Mr. Lishman requested that the commission support staff’s recommendation to increase Gold Bug Park’s Gem-Panning rates $.50, from $2.00 per hour to $2.50 per hour. Mr. Mathews made a motion to approve staff’s recommendation. Mr. Nolan seconded the motion. Motion approved unanimously. Meeting adjourned at 6:20 pm.
