MINUTES
PRESENT:
Recreation & Parks Commission: Jerry Barton, Andrew Mathews, Jackie Neau, Peter
Nolan, and Richard Zito.
Recreation & Parks Staff: Steve Youel, Matt Lishman, and Monique Plubell.
ABSENT: None
GUESTS: 20/30 Club of Placerville Members Carl Rayfield and Cameron Allen; and
Dallas Sweeney and Chris Stanich.
ADOPTION OF AGENDA: Mr. Zito made the motion to approve the
agenda. Mr. Barton seconded the motion. Motion approved unanimously.
PUBLIC COMMENT: None
APPROVAL OF MINUTES: Mr. Nolan made the motion to approve the minutes
of December 20, 2017. Mr. Mathews seconded the motion. Motion approved
unanimously.
ACTION ITEMS:
Adult Softball Tournament Rules and Regulations: Mr. Lishman reported that
Lions Park softball fields are used for adult softball tournaments on weekends
throughout the year (May through October). Tournaments are increasing in
frequency and attendance resulting in an increased impact on park use and the
surrounding neighborhoods. In an attempt to improve event safety and minimize the
impact on the surrounding neighborhood, staff is recommending changes to the
City’s existing policy’s regarding the use of Lions Park for adult softball tournaments.
Dallas Sweeney suggested annual tournaments be given first right to rent the facility.
He stated every one of the current tournaments is for local charity. Mr. Sweeney also
stated if there are only 2 tournaments per month a returning tournament should have
priority. Mr. Sweeney also stated that the parking lot is not defined with adequate
parking stalls. Mr. Sweeney stated the City is over stepping its bounds by stating no
parking is permitted on the private corner lot at Country Club Drive and Cedar
Ravine. Mr. Sweeney stated that in the past 25 years of running the Swing For
Children Tournament they have never had a problem with security issues. Mr. Youel
stated that the proposed policy changes are for all tournaments and not intended to
sigle out any particular user group. Mrs. Neau suggested if returning tournaments are
not paid by January 30th the date should be made available to other applicants. Mr.
Nolan suggested we do not charge tournament organizers for the Gazebo if they rent
the park for a tournament. Carl Rayfield stated if the City starts charging more fees
to the 20/30 club their donation to the Recreation for Youth fund would be smaller.
Mr. Nolan made a motion to amend the recommendation and not charge $50 for the
Gazebo rental for tournaments. Mr. Nolan suggested to eliminate the language be
removed that says “no parking is allowed on vacant lot at corner of Country Club and
Cedar Ravine”. Mr. Nolan also stated tournaments should be grandfathered in as
long as they schedule and pay by January 30 of each year. Mr. Zito 2nd the motion.
Motion approved unanimously.
Mr. Barton stated he would like to see a survey of other facilities and what their fees
are for softball tournaments. Mr. Barton stated he feels the $50 fee for the Gazebo
rental is very reasonable. Mr. Youel stated the field rental fees are part of the City’s
Master fee schedule. Mr. Sweeney stated they can also help with field prep.
STAFF REPORTS:
Youth Assistance Fund: Mr. Lishman reported that since our last meeting there
were no requests for funding. We received $0.00 in donations and the projected fund
balance is $5,923.07.
