CITY OF PLACERVILLE RECREATION & PARKS COMMISSION June 19, 2019 MINUTES PRESENT: Recreation & Parks Commission: Jerry Barton, Andrew Mathews, Jackie Neau, and Kristin Becker. Recreation & Parks Staff: Terry Zeller City Council Representative: None ABSENT: Peter Nolan, Recreation and Park Commissioner Matt Lishman, Recreation Superintendent GUESTS: None. ADOPTION OF AGENDA: Mr. Barton made a motion to approve the agenda. Mr. Mathews seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Mr. Mathews made a motion to approve the minutes of July 18, 2007. Ms. Neau seconded the motion. Motion approved unanimously. PUBLIC COMMENT: None. ACTION ITEMS: Request for Donation from New Morning Youth & Family Services: Mr. Zeller introduced a request for a donation for their annual fundraiser. Mr. Lishman had suggested donating 4 Aqua Bucks to the organization. Mr. Mathews made a motion to approve staff’s recommendation to donate 4 Aqua Bucks to the organization. Ms. Becker seconded the motion. Votes were unanimous for approval. Folsom Officials Contract Addendum: Mr. Zeller outlined the staff report that requests the City enter into a contract with the Folsom Officials Association to provide officials for the 2019/2020 fiscal year for the City’s Adult Softball, Youth Basketball and Adult Basketball Leagues. Mr. Zeller explained that the existing contract with the Sierra West Officials Association would not continue their services into the 2019/2020 league calendar, and that the Folsom Officials Association agreed to step into that role. The FOA costs are more that the S.W.O.A., and so increases to fees are a part of the staff report and recommendation. Mr. Barton made the motion to approve, and Ms. Becker seconded. The motion was unanimously approved. 2020 Youth Basketball Fees: Mr. Zeller introduced a request for approval of increases to Youth Basketball fees for the 2019/2020 fiscal year. These increases are directly tied to the higher official costs and an increase in the minimum wage set for January 2020. Youth early bird and regular league fees will increase $6.00 each, for a new total of $113.00 for early bird, and $123 for regular sign up fees. Ms. Becker made the motion to approve, and Mr. Mathews seconded. The motion was unanimously approved. STAFF REPORTS: -Family Movie Night: Mr. Zeller gave a brief overview of the memo Carissa Lombardi prepared on the movie night, which was June 14th. There were around 120 people that attended, with a majority of them sitting on the deck vs. in the pool during the movie. Carissa is thinking of setting the July 26th movie up in the park, so that more people can attend. -Resolution Request for El Dorado County Funding: Mr. Zeller updated the Commission on the El Dorado County funding which is made available each year to offset the cost of providing recreational swimming to the County residents outside Placerville. This year, the County Board of Supervisors nearly rejected the funding request, and the Parks Commission had discussion about enlightening the County to the costs and need for additional funding to make the pool more solvent. Spring Cleanup Update: Mr. Zeller reported on the total tonnage of the June 8th cleanup at the Mosquito Road Park & Ride. A future cleanup event is scheduled for October 12th. Inflatable Obstacle Course Update: Mr. Zeller updated the Commission that the inflatable was due any day, and was literally on a slow boat from China. Recreation Youth Fund Update: Mr. Zeller reported a total of $580 in requests was made from the fund, and it received $100 in donations for May, bringing the fund total to $6,802.27. Meeting adjourned at 7:00 p.m.
