CITY OF PLACERVILLE RECREATION & PARKS COMMISSION July 17, 2019 MINUTES PRESENT: Recreation & Parks Commission: Jerry Barton, Kristin Becker, and Jackie Neau. Recreation & Parks Staff: Terry Zeller and Matt Lishman. ABSENT: Andrew Mathews and Peter Nolan. GUESTS: Susan Zito, Gold Bug Park Development Committee ADOPTION OF AGENDA: Mr. Barton made the motion to approve the agenda. Mrs. Becker seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Mrs. Becker made the motion to approve the minutes of June 19, 2019. Mr. Barton seconded the motion. Motion approved unanimously. PUBLIC COMMENT: Gary Clark, Resident of Somerset has been playing tennis for a couple years with a group out at Lions Park. Their group plays on Tues/Thurs morning and there are approximately 10 players each day. Mr. Clark shared with the commission that recently there has been some vandalism. The lock to the court was damaged. The new lock was installed but then it was replaced with the old lock. The entire door closing mechanism has been removed and still not replaced. One of the net posts was bent to the ground so one court is unusable. It has since been removed. The net tape was sliced one morning. In addition, the courts have serious aging and wear and there are multiple cracks some nearly an inch wide. Mr. Clark would like to know what the City’s plans are and what he can do to help. Mr. Zeller shared that the lock was broken repeatedly 3 times. The gate itself has been bent so it currently does not line up. Four new posts have been ordered to replace on both courts. Once we get the posts staff will install the broken courts first. Then down the road staff will replace the other court posts. Staff will also do some crack sealing on the courts. Mr. Zeller shared that in addition to the vandalism to the tennis courts the upper restrooms had a toilet and sink kicked off the wall. Mr. Barton suggested some neighborhood watch signs that may detour the vandals. ACTION ITEMS: Request for Donation from Dry Diggins Dolphins: Mr. Zeller shared that we had a donation request from the Dry Diggins Dolphins for their annual fund raiser. Staff recommends we donate 5 aqua bucks and 5 wrist bands for the inflatable. Mr. Barton made a motion to approve staff’s recommendation. Mrs. Becker seconded the motion. Motion approved unanimously. Request to place an El Dorado Farm Trails Quilt Block at Gold Bug Park: Susan Zito with the Gold Bug Park Development Committee requested that the City allow a quilt block to be installed at Gold Bug Park. The quilt trail program will bring a new demographic into Gold Bug Park and will tie in nicely with the Quilt Trail program. There is a one-time fee of $300 and all costs will be paid for by the Gold Bug Park Development Committee. There is a $125 advertising fee each year that can’t be waived but the one-time $75 sign will be donated. Mrs. Becker thinks this is a great idea. Mr. Barton supports it 100%. Mr. Barton made a motion to approve the Gold Bug Park Development Committee’s recommendation. Mrs. Becker seconded the motion. Motion approved unanimously. STAFF REPORTS: Youth Assistance Fund: Mr. Lishman reported that since the last meeting there were 4 requests for funding in the amount of $36.50. We received $7.00 in donations. The projected fund balance is $6,735.77. Meeting adjourned at 6:40 pm.
