Recreation and Parks Commission Meeting

CITY OF PLACERVILLE RECREATION & PARKS COMMISSION September 23, 2020 MINUTES PRESENT: Recreation & Parks Commission: Jerry Barton, Kristin Becker, Andrew Mathews, Jackie Neau, and Peter Nolan. Recreation & Parks Staff: Terry Zeller and Matt Lishman. ABSENT: High School Representative Tiffany Brewster. GUESTS: ADOPTION OF AGENDA: Mr. Nolan made a motion to adopt the agenda with a correction to Action Item E 3. It should read “2021 Adult Sports Fee Increase”. Mr. Barton seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Mr. Barton made a motion to approve the minutes of August 19. Mrs. Becker seconded the motion. Motion approved unanimously. PUBLIC COMMENT: None ACTION ITEMS: AB 68 Per Capita Grant Projects: Mr. Zeller reported that tonight's recommendation comes from AB 68 Grant Funding. Our City has been awarded $177,000 with a match of $35,000. This will come from Park Impact fees. It looks like at least half of the funds can be reimbursed from fees. Mr. Zeller looked at the most recent Master Plan project and existing conditions of facilities. Part of the grant will go towards the master plan recommended improvements to the courts. The recommendation is to resurface the existing tennis courts and add an additional 4 pickleball courts which covers the space of a tennis court and adding in lights. Mr. Zeller stated there were some other projects he looked at such as the aquatic center and dog park. Those projects are more suited for another grant. Those are a no match grant. Mr. Zeller stated after we get this project off the ground he will move forward with other projects at that time. If the Commission approves tonight's recommendation Mr. Zeller will make a recommendation to the City Council on October 13. Mr. Zeller stated there were several emails received today in support of Pickleball courts. There were 21 members in the audience supporting Pickleball. One audience member recommended there be temporary courts on the tennis courts. Mr. Zeller also shared he plans to leave the existing fence and have a separate entrance for pickleball. Mr. Zeller mentioned the daily set up would be four pickleball courts and two tennis courts. Mrs. Nolan made a motion to approve the staff's recommendation. Mr. Barton 2nd the motion. Motion approved unanimously. 2021 Banner Fee Increase: Mr. Lishman reported that Eco Signs notified the City that beginning January 1 their fee will increase $25 to hang the banner over Main Street. In order for the City to cover this increase staff recommends a $25 increase to the banner reservation fee from $100 to $125. Mr. Barton asked if the City needed to go out to bid for this on-going job. Mrs. Becker made a motion to approve staff's recommendation and directed staff to make sure we do not need to go out to bid. Mr. Barton 2nd the motion. Motion approved unanimously. 2021 Adult Sports Fee Increase: Mr. Lishman shared with the Commission that the minimum wage will be increasing $1.00 to $14.00 on January 1, 2021. This cost will have a financial impact on the City’s adult sports leagues. In order to off set these increases and have programs continue to remain self-supporting staff recommends effective January 1, 2021 the Adult 5x5 Basketball team registration fee increase $12.00 to $481; the Adult 3x3 Basketball team registration fee increase $5.00 to $137; the Adult 4x4 Volleyball team registration fee increase $10.00 to $185; and the Adult Softball team registration fee increases $12.00 to $538.
