MINUTES
PRESENT:
Recreation & Parks Commission: Andrew Mathews, Jackie Neau, Peter Nolan, and Richard
Zito.
Recreation & Parks Staff: Steve Youel and Matt Lishman.
ABSENT: Jerry Barton, Commissioner
GUESTS: Gold Bug Park Volunteers
ADOPTION OF AGENDA: Mr. Zito made the motion to approve the agenda. Mr.
Nolan seconded the motion. Motion approved unanimously.
APPROVAL OF MINUTES: Mr. Mathews made the motion to approve the minutes of
July 15, 2015. Mr. Zito seconded the motion. Motion approved unanimously.
PUBLIC COMMENT: Bonnie Morse West addressed the Commission regarding
extending pool hours at the Placerville Aquatics Center. Bonnie stated that having the
facility open only 10 weeks out of the year is a great injustice to the health and well being of
all of us. Furthermore, Bonnie asked the Commission what could be done to extend the
aquatics season in the future.
Mrs. Neau made a motion to direct staff to meet with Bonnie prior to placing the topic on a
future agenda. Mr. Mathews seconded the motion. Motion approved unanimously.
STATUS REPORTS:
Chamber Mixer: Mr. Lishman reported that City staff participated in a Chamber Mixer on
July 28, 2015. City staff along with members from Community Pride maned an
informational booth located next to Town Hall and were able to answer many questions
regarding the departments programs and services.
Officiating Services Request for Proposals: Mr. Lishman shared that the contract with
Sierra West Officials Association was approved by City Council. Due to the increased cost
of service, the Adult 5x5 Basketball League fee increased from $400.00 per team to $410.00
per team. The Youth Basketball League individual registration fee increased from $87.00 per
player to $92.00 per player.
Blacksmith Shop Coordinator/Fees: Mr. Lishman shared with the commission that the
City Council approved the new Blacksmith Shop Coordinator Position and associated rate
increases. Advertising for the position just started. In an attempt to cover additional
personnel costs associated with the new position, the Guided tour rate increased from $7.00
to $8.00, the Adult Self Guided tour rate increased from $6.00 to $7.00 and the Child rate
increased from $3.00 to $4.00.
Youth Assistance Fund: Mr. Lishman reported that there was an error in the last report.
We showed that we actually spent $44 more then we really did so we actually had more
money. With this correction, since our last meeting we received $5,001.00. $5,000.00 was
from the Miwok Tribe of Shingle Springs. There were a total of 19 requests in the amount
of $508.00. The projected fund balance is $7,653.32.
Special Events on El Dorado Trail: Mrs. Neau stated that there are no updates since the
last meeting.
ACTION ITEMS:
Minimum Wage Increase: Mr. Lishman asked the Commission to support staff’s
recommendation to revise the City’s existing part-time pay scale to reflect a $1.00 increase to
the part-time minimum wage as mandated by the State of California. The proposed pay
scale will go into effect on January 1 of 2016. Mr. Lishman shared with the Commission
that staff is recommending the Pool Manager, Aquatics Coordinator, Field Maintenance
Worker, Park Maintenance Worker, Blacksmith Shop Coordinator, and Gift Shop
Coordinator pay rates remain static.
Mr. Nolan made a motion to approve the support of staff recommendations. Mr. Mathews
seconded the motion. Motion approved unanimously.
