CITY OF PLACERVILLE CITY COUNCIL MINUTES SPECIAL CITY COUNCIL MEETING Monday, March 11, 2019 1:00 P.M. Open Session Town Hall 549 Main Street, Placerville, CA 95667 1:00 P.M. OPEN SESSION CALL TO ORDER The Mayor called the meeting to order at 1:05 P.M. ROLL CALL: Present: Acuna, Borelli, Saragosa, Taylor, Thomas ANNOUNCEMENTS TO THE PUBLIC No announcements were noted. ADOPTION OF AGENDA It was moved by Councilmember Dennis Thomas and seconded by Councilmember Borelli that the City Council adopt the agenda as presented. The motion was passed by the following vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None PUBLIC COMMENT Public comment was received from Michael Drobesh regarding pavement repair on Mosquito Road. DISCUSSION/ACTION ITEMS Planning Commission Interviews ________________________________________________________________________ Minutes of the Special Meeting of the City Council of March 11, 2019 Page 1 Visit us on “The Web” at www.cityofplacerville.org Five candidates submitted applications by the February 28, 2019 extended deadline and were invited to participate in a public interview process. The candidates interviewed were: Kristine Kiehne, Amy Lepper, John List and Susan Rodman. Tim Taylor withdrew his application and did not interview. Questions were posed to each candidate by the City Council and each candidate was given time to respond to the questions. No public comment was received following the interviews. Each Councilmember completed a prepared ballot that the Assistant City Manager/Finance Director and City Clerk tabulated. The Mayor then reported the results of the balloting indicating that Kristine Kiehne, and Amy Lepper, each received the required number of votes for appointment. A runoff vote was then cast for the third seat between John List and Susan Rodman. John List then received the required number of votes for appointment. These three candidates were appointed to the four year terms of office and administered the Oath of Office. ADJOURNMENT at 3:35 P.M. The next Regular City Council meeting will be held March 26, 2019, 5:30 P.M. Closed Session; 6:00 P.M. OPEN SESSION CALL TO ORDER ROLL CALL: Acuna, Borelli, Saragosa, Taylor, Thomas ANNOUNCEMENTS TO THE PUBLIC ADOPTION OF AGENDA In keeping with the nature of a Special Council Meeting for the purpose of interviewing Planning Commission candidates, it is recommended that the normal order of the Agenda be set aside. DISCUSSION/ACTION ITEMS Planning Commission Interviews The City received five applications for appointment to the Planning Commission before the final filing deadline of February 28, 2019. Each applicant met the qualification requirements of City Code Section 2-2-3. The following qualified candidates are: Kristine Kiehne, Amy Lepper, John List, Susan Rodman, and Tim Taylor. The interviews are conducted in a public interview process with questions posed to each candidate by the City Council. Each candidate is given sufficient time to respond to the questions. At the conclusion of the interviews, each Councilmember will complete a prepared ballot that the City Manager and City Clerk will tabulate and then report the results of the balloting at the public ________________________________________________________________________ Special Meeting of the City Council of March 11, 2019 Page 1 Visit us on “The Web” at www.cityofplacerville.org meeting. The candidate receiving the highest number of votes from at least three (3) Councilmembers shall be appointed. NOTE: There is one (1) term of office to be appointed, ending March, 2023. The results of each individual Councilmember’s vote will be a matter of public record and will be made available to the public upon request pursuant to the Ralph M. Brown Act and the Public Records Act. The candidate appointed by the City Council will be given the Oath of Office before the close of the meeting. ADJOURNMENT The next Regular City Council meeting will be held March 12, 2019, 5:00 P.M. Closed Session; 6:00 P.M. Open Session.
