` CITY COUNCIL AGENDA The Plainview City Council will hold a meeting at 6:30 p.m., Tuesday, September 23, 2025 at City Hall, 202 W. 5th Street, Plainview, Texas. The Council will meet in Work Session at 6:30 p.m. The regular meeting will begin immediately following the Work Session. Action may be taken on each agenda item. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2025 and Terminating September 30, 2026, a Classification and Compensation Plan For All Employees, and Making Such Appropriations for each Department, Project and Account; Authorizing the City Manager to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability Clause; Finding and Determining that the Meetings at Which the Ordinance is Passed are Open to the Public as Required by Law; and Providing an Effective Date. This budget will raise more total property taxes than last year’s budget by $484,495, an increase of 7.053%, and of that amount $72,595 is tax revenue to be raised from new property added to the tax roll this year. Taxpayer Impact Statement THE MEDIAN-VALUED HOMESTEAD PROPERTY FOR TAX YEAR 2025 IS $110,377. BELOW IS A COMPARISON OF THE ESTIMATED STATEMENT OF IMPACT FOR THIS MEDIAN-VALUED HOMESTEAD FOR THE CURRENT FISCAL YEAR COMPARED TO THE CITY OF PLAINVIEW PROPOSED TAX RATE AND THE NO-NEW-REVENUE TAX RATE. 5. An action to ratify the Property Tax Increase Reflected in the FY 2026 Budget 6.
