1 City of Plymouth Police and Fire Commission Meeting Tuesday, February 11, 2025 @ 8:30 A.M. Room 210 Plymouth City Hall, 128 Smith Street, Plymouth, WI 53073 Members Present: President Mark Melcher, Vice President James Flanagan, Secretary Warren Wieser, Gary Rooker, Tim Lemkuil, Deputy Police Chief Matt Starker, and Fire Chief Ryan Pafford. President, Mark Melcher, called the meeting to order at 8:30 A.M. in Room 210 @ City Hall, located at 128 Smith Street, Plymouth, Wisconsin. Deputy Police Chief Starker introduced Officer Greg Kost to members of the Police and Fire Commission. Officer Kost has been a Plymouth Police Officer for 8 years. This is a continuation of meeting police and fire department employees. A motion made by James Flanagan and Gary Rooker to approve the Police and Fire Commission meeting minutes of January 7, 2024. Motion carried. Plymouth Fire Department report by Fire Chief Ryan Pafford: 1 – Chief Pafford reported all new candidates have completed their background and medical requirements. 2 – Chief Pafford reported Lt. Benjamin Holzmann is stepping down due to outside duties. 3 - Chief Pafford reported joint training (Breach) session with Police Department and Fire Department aerial training have been scheduled. The training will be held in Plymouth. 4 – Plymouth Fire Department will participate in a walk-thru of the Laack Building with Lee Gentine. Plymouth Police Department report by Deputy Police Chief Matt Starker: 1– Deputy Chief Starker has meet with leader of the Irish walk on St. Patrick’s Day. 2– Deputy Police Chief Starker talked about upcoming joint training with the fire department and presented upcoming training schedule for Police Department personnel. This is a continuation of Police Department training effort to increase employee knowledge and advance their careers.  2 3- Deputy Police Chief Starker provided a picture of a garage that will be built on the southeast edge of the Fire Department parking lot. This will allow the Police Department to store all their equipment in one location. 4– Deputy Chief Starker updated the commission regarding ordinance issues with dogs in the park. This is being rectified by the Plymouth Common Council. 5– Deputy Chief Starker updated the commission on a couple of Police Department current issues with dogs biting humans or other dogs. 6– Deputy Chief Starker informed commission members, that one of the city warning sirens has not worked since 2017. At that time, the council decided not to spend the money to repair the siren. Since this siren is near the northwest business park and a lot of people work in that area, the Police Department will remind the council, that the siren is not working. Update to Fire Department Position Descriptions: Fire Chief Pafford distributed a proposed “Fire Department Emergency Medical Personnel” position description dated January 7, 2025. Commission members will review, and this will be an agenda item at the next meeting. Review of the 1 Year Review of the Probation Period for the appointees (Assistant Chief Jason McCoy and Captain Ryan Wagner): Fire Chief Pafford updated the commission on the status of both individuals. After the discussion, Chief Pafford will clarify some questions, and this will be an agenda item at the next meeting. Fire Department new candidate hiring update: Fire Chief Pafford did not have anything new to report. No further action, motion for adjournment at 9:27 A. M.
