CITY OF POCATELLO, IDAHO CITY COUNCIL LIAISON WORKING LUNCH SEPTEMBER 7, 2017 Mayor Brian Blad called the City Council Liaison Working Lunch to order at 1:06 p.m. Council members present were Heidi Adamson, Steve Brown, Jim Johnston, Gary Moore and Michael L. Orr. Council member Roger Bray arrived at 1:08 p.m. Also in attendance was Ruth Whitworth, City Clerk and Kirk Bybee, Chief Civil Deputy Attorney. Discussion centered on Boards/Committees the Council are liaison to and general City topics. No formal action was taken. Kirk Bybee, Chief Civil Deputy Attorney, shared his concerns regarding the results of a court case against the City of Pocatello. Mr. Bybee left the meeting at 2:30 p.m. Joyce Stroschein, Chief Financial Officer/Treasurer joined the meeting at 2:31 p.m. to distribute information regarding proposed Financial Policies for the City that will be presented at the September 14, 2017 Study Session. Ms. Stroschein left the meeting at 2:36 p.m. Mr. Moore gave an update on Senior Citizens Center activities. It was noted that the Senior Citizens Board will give a presentation at the September 14, 2017 Study Session. Mr. Brown gave an update on Pocatello Development Authority activities and shared general economic development information. Council expressed their expectations of Bannock Development Corporation as the City’s representative for economic development and outreach to potential businesses. Mr. Johnston gave an update on Housing Authority activities. He would like to see more activity toward providing additional affordable housing in Pocatello. Mr. Johnston also gave an update on Library Board activities. Mr. Orr gave an update on Airport Commission and Historic Preservation Commission activities. He reported on Animal Shelter Advisory Board activities and noted that adoptions are down and the rising kitten population continues to be a concern. Ms. Adamson gave an update on Iwamizawa Japan Committee activities. She noted that the Japanese Delegation’s visit to Pocatello was a success. Ms. Adamson also gave an update on the African Sister City Committee and noted the Committee is having problems with getting a quorum for meetings. NeighborWorks Pocatello activities were also shared. Mr. Bray suggested that additional training such as “how to plan and conduct a meeting” be held for the City’s Advisory Boards. Council also suggested that additional training on topics such as “best practices for providing good customer service” be given to City employees.
