CITY OF POCATELLO, IDAHO
CITY COUNCIL EXECUTIVE SESSION
OCTOBER 24, 2017
An Executive Session of the City Council was called to order by Mayor Brian Blad at 1:05 a.m. in the
Paradice Conference Room at City Hall. Council members present were Heidi Adamson, Steve Brown,
Jim Johnston, Gary Moore and Michael L. Orr. Council member Roger Bray was excused.
A motion was made by Mr. Brown, seconded by Mr. Moore, to convene into Executive Session in
accordance with Idaho Code Sections 74-206(1)(e) To consider preliminary negotiations involving
matters of trade or commerce in which the governing body is in competition with governing bodies in
other states or nations. Upon roll call, those voting in favor were Brown, Moore, Adamson, Johnston,
and Orr.
In addition to the Mayor and Council members, Ruth Whitworth, City Clerk; Joyce Stroschein, Chief
Financial Officer/Treasurer; Jared Johnson, City Attorney; Kirk Bybee, Chief Civil Deputy Attorney;
and Merril Quayle, Development Engineer, representing the City of Pocatello; Larry Fisher, Scott Smith,
and John Regetz, representing Pocatello Development Authority; Robert Poleki, Ken Bullock, Terrel
Tovey, Evan Frasure, Tiffany Olsen, and Matt Kerbs, representing Bannock County; Don Zebe and
Jared Zebe representing Caldwell Bankers Commercial; Jim Wrigley and Bruce Allred representing
Municipal Capital Markets Group, Inc.; and Kent Rock representing Development Planning and
Financing Group, Inc.
Council discussed various issues within the parameters of the above statutes.
Mayor Blad adjourned the Executive Session at 12:12 p.m.
