CITY OF POCATELLO, IDAHO JOINT CITIES/BANNOCK COUNTY/ SCHOOL DISTRICT NO. 25 MEETING JANUARY 29, 2019 AGENDA ITEM NO. 1: The Joint Cities/County/School District/ISU meeting was called to ROLL CALL order at 2:00 p.m. Council members Heidi Adamson, Roger Bray, Rick Cheatum, Jim Johnston, Linda Leeuwrik and Beena Mannan were present. Mayor Brian Blad arrived at 2:10 p.m. The meeting was held at City of Chubbuck Offices, 5160 Yellowstone Avenue. Chubbuck Mayor Kevin England facilitated the meeting. AGENDA ITEM NO. 2: School District No. 25 Updates a) Supplemental Levy Renewal Election is scheduled for Tuesday, March 12, 2019. Doug Howell, School District Superintendent gave a brief overview of the Levy. b) Kindergarten Schedule was discussed. c) Continuous Improvement Plan was reviewed. Mayor Blad joined the meeting at this time. AGENDA ITEM NO. 3: Idaho State University Updates by President Kevin Satterlee. a) Focus on Dual Enrollment. An overview of activities and building relationships at Idaho State University was discussed. b) College Town Charter Initiative discussion was held. c) Terry First Project Update was given. d) Additional Opportunities – need to discover what the community wants to see at ISU. Various suggestions were shared by those in attendance. AGENDA ITEM NO. 4: Bannock County Update Bannock County representatives gave an overview of the following topics. a) Crisis Center Update. Commissioner Tovey mentioned the opening date for the new Southeast Idaho Behavioral Crisis Center is April 1, 2019. The budget for the Center was reviewed. Funding for the Center will come from the State of Idaho. b) Urban Renewal Opportunities. It was noted that a few Tax Increment Financing areas are due to close soon. Clarification from the State of Idaho has been asked for to ensure the revenues will be used appropriately. AGENDA ITEM NO. 5: City of Pocatello updates. City of Pocatello representatives gave an overview of the following topics: a) Hands Free Ordinance – An overview of the Hands Free Ordinances that were recently passed by Idaho Falls and Pocatello were reviewed. Mayor Blad noted legislation is being proposed that would not allow cities to adopt “hands free” provisions. JOINT CITIES MEETING 2 OCTOBER 23, 2018 b) Planning for Major Population Growth – Council President Jim Johnston suggested steps should be created to prepare for growth in our communities. Pocatello completed a study to receive guidance. Chubbuck is using historical growth as a guideline. School District representatives have been monitoring the growth. Bannock County representatives are tracking the increase in Fire Districts across the state. c) Legislative Issues – Partisan Elections. – Mayor Blad gave a quick update on possible partisan elections being passed by the legislature and the impacts it will have on cities and school districts across the state. Election Campaign Finance Reform – Mayor Blad gave an update on Election Campaign Finance Reform being discussed in the Legislature. If passed, Counties would be responsible for all campaign reporting documents. It is not clear when the change would take effect. General discussion was held and the City of Chubbuck item on the agenda was not discussed due to a lack of time. It was determined that the next Joint/Cities/School District/ISU meeting would be held at ISU. Date and time for the meeting will be determined at a later date.
