CITY OF POCATELLO, IDAHO CITY COUNCIL SPECIAL MEETING COUNCIL MISSION/VALUE STATEMENTS JANUARY 31, 2019 AGENDA ITEM NO. 1:Mayor Brian Blad called the Special City Council meeting to order ROLL CALL at 9:01 a.m. Council members present were Heidi Adamson, Roger Bray, Rick Cheatum, Jim Johnston and Linda Leeuwrik. Council member Beena Mannan arrived at 9:04 a.m. Jim DiSanza and John Gribas from Idaho State University were present to act as facilitators for the meeting. AGENDA ITEM NO. 2: Dr. Gribas gave an overview of the Special Council meeting CITY MISSION STATEMENT held on December 6, 2018. He focused on the draft DISCUSSION Mission Statement created during the meeting. Draft Mission Statement – ideas for a mission statement were quite consistent. Feedback on the draft mission statements were reviewed. The Council looked at the strengths and weaknesses of each proposed statement. The top statement preferred by the Council was identified. Discussion breaking down the proposed Mission Statement followed. Each Council member included their ideas to reflect the Mission Statement for Pocatello City government. A motion was made by Ms. Adamson, seconded by Ms. Leeuwrik, to direct staff to prepare a resolution outlining a Mission Statement for the City to be: Pocatello is a vibrant community promoting a high quality of life through innovation, growth, respect, inclusiveness and pride in who we are. Those voting in favor were Adamson, Leeuwrik, Bray, Cheatum, Johnston and Mannan. Mayor Blad called for a recess at 10:23 a.m. Mayor Blad reconvened the meeting at 10:32 a.m. AGENDA ITEM NO. 3: Dr. DiSanza and Dr. Gribas gave a brief overview of the draft CITY VALUE STATEMENTS Value Statements created during the Special Council meeting DISCUSSION held on December 6, 2018. City Council discussed the draft Value Statements proposed at the December meeting and made minimal modifications to the original statements. Council feels the statements reflect the values Pocatello City Government has regarding their service to its citizens. The suggested Value Statements are: We serve with patience, humility and respect. We promote and engage in open dialogue. SPECIAL CITY COUNCIL MEETING MISSION STATEMENT JANUARY 31, 2019 We treat fellow employees and citizens with compassion and empathy. We act with integrity, honesty and fairness. We commit to creativity and embracing possibilities. We lead with conviction and passion. We demonstrate pride in our community. A motion was made by Mr. Bray, seconded by Ms. Mannan, to direct staff to prepare a resolution of the City’s Value Statements as outlined. Upon roll call, those voting in favor were Bray, Mannan, Adamson, Cheatum, Johnston and Leeuwrik. It was clarified that staff will prepare one resolution to adopt the City’s Mission Statement and Values Statement for placement on the February 21, 2019 Regular Council meeting for Council’s consideration. AGENDA ITEM NO. 4: Dr. DiSanza and Dr. Gribas clarified the purpose of goals and how IDENTIFY GOALS AND they relate to the City’s Vision. Mr. Gribas gave a personal example VISION STATEMENT and shared ideas of how to create effective goals. DISCUSSION Each Council member shared their list of goals. Dr. DiSanza and Dr. Gribas noted commonalities between them. General discussion regarding goal setting followed. Mayor Blad called for a recess at 11:35 a.m. Mayor Blad reconvened the meeting at 12:15 p.m. Dr. Gribas asked Council to write down their list of goals for the City. The statements should include - What is the goal? How are we going to get there? Looking at a bigger picture of how to accomplish the goal and what it is pointing to. Dr. DiSanza and Dr. Gribas will assemble a list of identified goals and distribute the list to Council at a later date. Council will hold a Special meeting to discuss the goals and recurring themes will be identified. Council will be asked to rank the list of goals in order of importance. (High priorities and lower priorities.) The Special meeting will allow Council to review the list of goals and determine a Vision Statement. It was clarified that goals are separate from a Vision Statement. A Vision statement is usually for approximately 5 years while goals are over a longer period of time. Dr. DiSanza and Dr. Gribas were excused from the meeting at this time. (1:15 p.m.) General Council discussion was held. It was mentioned that elections held in public schools while classes are in session is a concern for School District No. 25 officials. It was noted that mostly elementary schools are affected. Ideas to promote Idaho State University were shared. SPECIAL CITY COUNCIL MEETING MISSION STATEMENT JANUARY 31, 2019 In closing, Mayor Blad shared updates regarding the Idaho Legislature currently in session.
