The Historic Preservation Commission is a citizen advisory group to the City Council. They are authorized to conduct a survey of local historic properties, recommend methods and procedures to preserve, restore, maintain, and operate historic properties under the ownership or control of the City; recommend the lease, sale other transfer or disposition of historic properties; participate in the conduct of land use, urban renewal and other planning processes undertaken by governmental agencies; recommend ordinances and provide information for the purposes of historic preservation; promote and conduct an educational program on historic preservation; and review and act upon applications for permits for building alteration, new construction, or demolition within designated historic districts. The Commission also plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to those items on the agenda. AGENDA ITEM 1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-PARTE CONTACT Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any influence. Disclose if there is anything personally or professionally that would not allow an impartial or unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen. AGENDA ITEM 2: APPROVAL OF MINUTES The Commission may wish waive the oral reading of the minutes and approve the minutes from the October 20, 2021 meeting. PRESENT: Ruta Casabianca (arrived 6:05), Donald Elston, Elizabeth Fore (arrived 6:04), Cindy Peterson, Josh Pohlman, and Marty Vizcarra. STAFF: Jim Anglesey AGENDA ITEM #2: APPROVAL OF MINUTES The Commission may wish waive the oral reading of the minutes and approve the minutes held on September 15 and October 6, 2021. It was moved by D. Elston and seconded by J. Pohlman to approve the minutes held on September 15 and on October 6, 2021. Those in favor: Elston, Peterson, Pohlman and Vizcarra. Unanimous. Motion carried. AGENDA ITEM 3: CERTIFIED LOCAL GOVERNMENT GRANT The Commission may wish to decide what projects to seek funding for in FY2022 for the Certified Local Government Grant program. (ACTION ITEM) Jim Anglesey, Staff Liaison, provided staff recommendation regarding projects to pursue for CLG grant funding: $5,000 Idaho Heritage Conference, $400 National Memberships, and funds to update downtown standards and procedures for review. Dan Everhart, Idaho State Historic Preservation Office (SHPO) Outreach Historian, provided guidance and suggested that SHPO would consider possibly funding the staff recommended projects. Discussion between commission members ensued. It was moved by D. Elston and seconded by J. Pohlman to recommend the submittal of FY2022 CLG Grant application to seek funds for the following projects: • $5,000 Idaho Heritage Conference • $400 National Memberships • Funds to update the downtown standards and procedures for review Those in favor: Casabianca, Elston, Fore, Peterson, Pohlman, Vizcarra. Unanimous. Motion Carried. With no other business, Chair Vizcarra closed the meeting at 6:23PM and moved the Commission into the work session. Open house time: 11am-4pm Presentation: 1pm Volunteers: Marty 11am-2pm, Cindy 1-4pm, Elizabeth 12-2pm Jacquee Alvord will lead to coordinate program presentation • Discussion on grants and funding Casabianca updated the Commission on the 501c3 “Friends of the Brady Chapel” that they have submitted their application to the IRS and are waiting for review and then updated the Commission on potential funding possibilities for the Brady Chapel. DOWNTOWN HISTORIC DISTRICT ENGAGEMENT The Commission may wish to discuss and coordinate plans to engage the public in the Downtown Historic District. • Walking tour • Education and information distribution Discussion ensued amongst Commission members regarding second meetings to be held in downtown so they could be more present to downtown business and property owners. These could possibly be done at the library or some other public facility. With no other business, Chair Vizcarra closed the work session at 7:14 PM.
