The Historic Preservation Commission is a citizen advisory group to the City Council. They are authorized to conduct a survey of local historic properties, recommend methods and procedures to preserve, restore, maintain, and operate historic properties under the ownership or control of the City; recommend the lease, sale other transfer or disposition of historic properties; participate in the conduct of land use, urban renewal and other planning processes undertaken by governmental agencies; recommend ordinances and provide information for the purposes of historic preservation; promote and conduct an educational program on historic preservation; and review and act upon applications for permits for building alteration, new construction, or demolition within designated historic districts. The Commission also plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to those items on the agenda. ARTHUR AVE – OLD U.S. BANK BUILDING The Commission’s feedback is sought regarding the old U.S. Bank building at 120 N. PRESENT: Denis Clijsters, Elizabeth Fore, Cindy Peterson, Josh Pohlman, and Marty Vizcarra. EXCUSED: Ruta Casabianca. STAFF: Jim Anglesey, Councilwoman Leeuwrik, and Aceline McCulla. AGENDA ITEM #2: APPROVAL OF MINUTES The Commission may wish to waive the oral reading of the HPC meeting minutes and approve the minutes from October 20, 2021. It was moved by E. Fore and seconded by C. Peterson to approve the minutes as written from October 20, 2021. Those in favor: Casabianca, Clijsters, Fore, Peterson, Pohlman and Vizcarra. Unanimous. Motion carried. With no other business, Chair Vizcarra closed the meeting at 6:04 PM and moved the Commission into the work session. *** WORK SESSION *** Chair Vizcarra opened the work session at 6:04 PM. THE BRADY CHAPEL CENTENNIAL CAMPAIGN PLAN The Commission may wish to discuss and coordinate plans for funding & events. • Event Planning for the Veteran’s Day Open House – November 11, 2021, 11am-4pm Clean: Vizcarra 10-11, Clijsters 10-11:30, Anglesey 10-11; Open House Vizcarra 11-2, Fore 12-2, Leeuwrik 1-3, Peterson 1-4. • Discussion on grants and funding: the Friends of the Brady Chapel 501(c)3 has been submitted to IRS and waiting for confirmation on status. Clijsters will contact SICOG to see if any funding may be available for the Brady Chapel. DOWNTOWN HISTORIC DISTRICT STANDARDS • Plan for Downtown meetings and walking tours Consider January at the Library for meetings • Education and information distribution Help education businesses on the purpose of the HPC, following historic preservation guidelines, Downtown is special and it needs to be preserved and rehabbed correctly, without a time capsule effect.
