PRESENT: Jared Barthlome, Ruta Casabianca, Denis Clijsters (arrived at 6:05 PM), Cindy Peterson, Josh
Pohlman, and Marty Vizcarra.
EXCUSED: Elizabeth Fore
STAFF: Jim Anglesey and Aceline McCulla.
None of the members had any conflict of interest or ex-parte contact.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC meeting minutes from December 1, 2021,
and approve the minutes as written.
It was moved by J. Pohlman and seconded by C. Peterson to approve the minutes as written from December
1, 2021. Those in favor: Barthlome, Casabianca, Peterson, Pohlman and Vizcarra. Unanimous. Motion
carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS
Mark Dahlquist of NeighborWorks Pocatello, represented by Randy Dixon of Relight the Night, has
submitted an application for a Certificate of Appropriateness to install a neon display on the corner of 206 N.
Arthur Avenue, the Eagles Building.
Randy Dixon of Relight the Night gave a summary about the Eagles Aerie 119 neon sign and placing it on
the Eagle Building and restoration will begin upon the COA approval by the HPC. The sign will be restored
with exact matching blue and white letters with the white neon lights. It will be mounted on the corner at a 45
degree angle with a bucket and second man installation type. The Eagles sign will be the twenty-first neon
sign rehabilitated in Pocatello.
It was moved by C. Peterson and seconded by D. Clijsters to approve the request by NeighborWorks
Pocatello and Relight the Night for a new neon display as presented. Chair Vizcarra noted to include the
conditions listed in the staff report and to authorize the Chair to sign the Certificate of Appropriateness. The
motion did not go to vote, Failed.
It was moved by C. Peterson and seconded by D. Clijsters to approve the request by NeighborWorks
Pocatello and Relight the Night for a new neon display as presented, finding the application meets the criteria
for review under Chapter 17.04.210.I of Pocatello City Code as well as the Design Guidelines for Pocatello’s
Downtown Historic District and the National Standards and the conditions listed in the staff report, and to
authorize the Chair to sign the Certificate of Appropriate. Those in favor: Barthlome, Casabianca, Clijsters,
Peterson, Pohlman and Vizcarra. Unanimous. Motion carried.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also plays
a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription.
The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to
those items on the agenda.

AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC meeting minutes and approve the minutes
from November 3, 2021.
It was moved by J. Pohlman and seconded by E. Fore to approve the minutes as written from November 3,
2021. Those in favor: Barthlome, Clijsters, Fore, Pohlman and Vizcarra. Unanimous. Motion carried.
AGENDA ITEM #3: 120 N. ARTHUR AVE – OLD U.S. BANK BUILDING
The Commission’s feedback is sought regarding the old U.S. Bank building at 120 N. Arthur Avenue.
Jim Anglesey, Senior Planner reviewed a proposal for potential alterations to the old U.S. Bank Building.
The Commission offered feedback regarding the proposal: questions regarding outdoor display and storage
and if it meets code.
With no other business, Chair Vizcarra closed the meeting at 6:15 PM and moved the Commission into the
work session.

TRAINING SESSION
Anne Nichols, Administrative Services Manager, will present training on the State of Idaho’s Open Meeting
Laws.
Anne Nichols presented and answered questions regarding Idaho’s Open Meeting Laws.
THE BRADY CHAPEL CENTENNIAL CAMPAIGN PLAN
The Commission may wish to discuss and coordinate plans for funding & events.
• Discussion on grants and funding: Denis reported that he talked to SICOG regarding grant sources for
the Brady Chapel.
• Event Planning: The next planned event is Memorial Day 2022. Commission members discussed
possibly having an event prior to Memorial Day 2022 to help raise funds for the Chapel.

DOWNTOWN HISTORIC DISTRICT STANDARDS
The Commission may wish to discuss and coordinate plans to engage the public in the Downtown Historic
District.
• Plan for Downtown meetings and walking tours: The Commission discussed having monthly meetings
Downtown at Station Square and walking tours to engage the public in Downtown.
• HPC Purpose & future direction: Anglesey reported on the CLG Grant that will be sought for
regarding funding for a consultant to review and recommend changes to the downtown guidelines.
• Revision to guidelines timeline: Anglesey reported that if the CLG Grant is awarded the revisions
would be a two-year process including a public engagement initiative.

STAFF REPORT
CERTIFICATE OF APPROPRIATENESS

MEETING DATE: January 5, 2021
RECOMMENDATION & CONDITIONS:
Staff concludes that the application for a certificate of appropriateness is compliant with Pocatello Municipal Code
Section 17.04.210 with the following conditions:
1. The applicant shall contact the City of Pocatello Engineering Department to obtain a Right-of-Way Use License
for the proposed neon display that is to be suspended over a public sidewalk.
2. The sign fasteners and anchors shall be installed in the brick mortar, not the brick face.
3. Conduit for wiring the display shall enter the building in a discreet location that does not alter the historic
materials of the building and shall be done in a way that can be reversible.
4. The proposed exterior building alterations shall be undertaken in such a manner that, if removed in the future,
the essential form and integrity of the historic property and its environment would be unimpaired. All other
applicable standards and guidelines as outlined in the Secretary of the Interior’s Standards for the Treatment of
Historic Properties and the Design Guidelines for Pocatello’s Downtown Historic District shall be adhered to.
REQUEST:
Mark Dahlquist of NeighborWorks Pocatello, represented by Randy Dixon of Relight the Night, has submitted an
application for a certificate of appropriateness for a restored neon display at 206 N. Arthur Avenue, the Eagles Building.
BACKGROUND:
This building was built in 1915-16 and is contributing to the district. The Inventory-Nomination Form for the Pocatello
Historic District listing on the National Register of Historic Places in 1972 states, “This two-story brick building has seen
only minor alterations. Some of the early store fronts and the original bracketed tin cornice remain intact and visible.
The second floor of the building served as lodge hall for Pocatello Aerie 119 of the Fraternal Order of Eagles. In 1927 the
first floor of the building housed Hemsted Brothers, the Modern Barber Shop, and Lynn Brothers Hospital.”
DESIGN GUIDELINES FOR POCATELLO’S DOWNTOWN HISTORIC DISTRICT:
Staff finds the following standards identified in the design guidelines for the downtown historic district to be applicable
to this application:
1. Exterior alterations and changes should be kept to a minimum.
2. The building should conform to surrounding buildings and other street features.
3. Every effort should be made to maintain and preserve the building’s original materials and colors.
4. Original and distinctive architectural details should be retained or restored.
5. Signs should be architecturally compatible with the design of the original or proposed building.

THE SECRETARY OF THE INTERIOR’S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES:
Staff finds the following standards identified in the Secretary of the Interior’s Standards for the Treatment of Historic
Properties to be applicable to this application:
“Rehabilitation is defined as the act or process of making possible a compatible use for a property through repair,
alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural
values.”
Standards for Rehabilitation:
1. A property will be used as it was historically or be given a new use that requires minimal change to its distinctive
materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration
of features, spaces and spatial relationships that characterize a property will be avoided.
3. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of
historical development, such as adding conjectural features or elements from other historic properties, will not be
undertaken.
4. Changes to a property that have acquired historic significance in their own right will be retained and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize
the restoration period will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature will match the old in design, color, texture and, where possible,
materials. Replacement of missing features will be substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments
that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources must be distributed, mitigation
measures will be undertaken.
9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and
spatial relationships that characterize the property. The new work will be differentiated from the old and will be
compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the
future, the essential form and integrity of the historic property and its environment would be unimpaired.
OPTIONAL MOTIONS:
1. Approval of the Application: “Move to approve the request from NeighborWorks Pocatello & Relight the Night for a
new neon display as presented, finding the application meets the criteria for review under Chapter 17.04.210.I of
Pocatello City Code as well as the Design Guidelines for Pocatello’s Downtown Historic District and the National
Standards, with the condition that: [insert any additional conditions of approval] and authorize the Chair to sign the
Certificate of Appropriateness”
2. Denial of the Application: “Move to deny the request from NeighborWorks Pocatello & Relight the Night for a new
neon display as presented, finding the application does not meet the criteria for review under Chapter 17.04.210.I of
Pocatello City Code nor the Design Guidelines for Pocatello’s Downtown Historic District and the National Standards,

Staff Review The work includes the installation of the restored Eagles projecting neon display. The
neon is not original to the building; however, the subject building was the original
Eagles lodge prior to their fraternity moving into the building at the corner of Main &
Benton. The projecting display will be located on the corner of the subject building
and anchored into the grout lines of the brick. No brick face shall be altered per the
Secretary of the Interior’s Standards. The proposed alteration must be done in a way
as to ensure that it could be reversible. As proposed, there are no adverse impacts
to the historic integrity of the building.

structure to the Historic District.
