Chair Vizcarra opened the meeting which began at 6:12 p.m.
AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-
PARTE CONTACT
Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any
influence. Disclose if there is anything personally or professionally that would not allow an impartial or
unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen.
PRESENT: Denis Clijsters, Cindy Peterson, Josh Pohlman, Marty Vizcarra, Jim Young
EXCUSED: Tabatha Butler and Ruta Casabianca.
STAFF: Jim Anglesey and Aceline McCulla.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the meeting minutes and approve the meeting minutes
held September 7 of 2022.
It was moved by J. Pohlman and seconded by C. Peterson to approve the minutes of the meeting held
September 7, 2022. Those in favor: Clijsters, Peterson, Pohlman, Vizcarra and Young. Unanimous. Motion
carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS – FILE 22-8 – ACTION ITEM
Gate City Coffee, represented by SignUp Signs & Graphics Inc., has submitted an application for a Certificate
of Appropriateness for a projecting wall sign at 320 W. Center Street.
Shane Martin of SignUp Signs & Graphics Inc., presented the application for Gate City Coffee signage. The
sign will be non-illuminated with a red and white printed logo on metal, he brought in the metal material for
approval.
It was moved by D. Clijsters and seconded by J. Pohlman to approve the request from Gate City Coffee as
presented, finding the application meets the criteria for review as well as all local and national standards, with
the conditions listed in the staff report, and to authorize the Chair to sign the Certificate of Appropriateness.
Those in favor: Clijsters, Petersen, Pohlman, Vizcarra and Young. Unanimous. Motion carried.
With no other business, Chair Vizcarra closed the meeting at 6:18 p.m. and moved the Commission into the
work session.

DOWNTOWN HISTORIC DISTRICT ENGAGEMENT
The Commission may wish to discuss and coordinate plans to engage the public in the Downtown Historic
District.
This will be item will be discussed on January 4, 2023.

The Veteran’s Day Open House at the Brady Chapel will be run by the Friends of the Brady Chapel and if
HPC members wish to work the event, please reach out to them directly.
The HPC discussed holding one meeting a month, on the first Wednesday of the month, beginning January
2023. Anglesey noted a special meeting could be requested as needed. The HPC was in agreement.
With no other business, Chair Vizcarra closed the work session at 6:25 p.m.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also
plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and
transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will
be limited to those items on the agenda.

STAFF REPORT – October 5, 2022

RECOMMENDATION & CONDITIONS:
Staff concludes that the application for a certificate of appropriateness is compliant with Pocatello Municipal Code
Section 17.04.210. Should the Historic Preservation Commission approve the request, staff recommends the following
conditions:
1. The sign and its associated guy wires shall not be mounted into brick materials. Stucco or grout mounts are
acceptable.
2. The applicant shall submit a sign permit application and receive approval prior to any work being completed.
3. The applicant shall contact the City of Pocatello Engineering Department to obtain a Right-of-Way Use License
for the proposed signage that is to be suspended over a public sidewalk prior to any work being completed.
OPTIONAL MOTIONS:
1. Approval of the Application: “Move to approve the request from Gate City Coffee as presented, finding the
application meets the criteria for review as well as all local and national standards, with the conditions listed in the staff
report [insert any additional conditions of approval] and authorize the Chair to sign the Certificate of Appropriateness.”
2. Denial of the Application: “Move to deny the request from Gate City Coffee, finding the application does not meet
the criteria for review, finding that: [cite findings for denial].”
REQUEST:
Gate City Coffee, represented by Sign Up Signs & Graphics, has submitted an application for a Certificate of
Appropriateness for a projecting wall sign at 320 W. Center Street.
BACKGROUND:
320 W. Center Street (listed as 322 W. Center) was built before 1931 and is contributing to the historic district. The
Inventory-Nomination Form for the Downtown Pocatello Historic District listing on the National Register of Historic
Places in 1972 states, “This small single-story brown brick and stucco building was constructed prior to 1931. It has seen
few alterations.”
DESIGN GUIDELINES FOR POCATELLO’S DOWNTOWN HISTORIC DISTRICT:
Staff finds the following standards identified in the design guidelines for the downtown historic district to be applicable
to this application:
1. Exterior alterations and changes should be kept to a minimum.
2. The building should conform to surrounding buildings and other street features.
3. Every effort should be made to maintain and preserve the building’s original materials and colors.
4. Original and distinctive architectural details should be retained or restored.
5. Signs should be architecturally compatible with the design of the original or proposed building.

THE SECRETARY OF THE INTERIOR’S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES:
Staff finds the following standards identified in the Secretary of the Interior’s Standards for the Treatment of Historic
Properties to be applicable to this application:
“Rehabilitation is defined as the act or process of making possible a compatible use for a property through repair,
alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural
values.”
Standards for Rehabilitation:
1. A property will be used as it was historically or be given a new use that requires minimal change to its distinctive
materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration
of features, spaces and spatial relationships that characterize a property will be avoided.
3. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of
historical development, such as adding conjectural features or elements from other historic properties, will not be
undertaken.
4. Changes to a property that have acquired historic significance in their own right will be retained and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize
the restoration period will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature will match the old in design, color, texture and, where possible,
materials. Replacement of missing features will be substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments
that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources must be distributed, mitigation
measures will be undertaken.
9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and
spatial relationships that characterize the property. The new work will be differentiated from the old and will be
compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the
future, the essential form and integrity of the historic property and its environment would be unimpaired.

silver metal background with a full color graphic logo panel on top on both sides. Overall dimensions will be
30"x48". Sign will be supported on both sides with guy wires mounted to building facade also.
