HISTORIC PRESERVATION COMMISSION Minutes for November 2, 2022 at 6:00 p.m. City Council Chambers, Municipal Building 911 N. 7th Avenue, Pocatello, ID The meeting began at 6:06 p.m. AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX- PARTE CONTACT Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any influence. Disclose if there is anything personally or professionally that would not allow an impartial or unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen. PRESENT: Tabatha Butler, Denis Clijsters, Cindy Peterson, Josh Pohlman, Marty Vizcarra and Jim Young. EXCUSED: Ruta Casabianca. STAFF: Jim Anglesey and Aceline McCulla. Butler did a site visit for agenda item 3 and had nothing else to report. Pohlman did a site visit to agenda item 3 and nothing else to report. Clijsters, Peterson, Vizcarra and Young had nothing to report. AGENDA ITEM #2: APPROVAL OF MINUTES The Commission may wish to waive the oral reading of the HPC meeting minutes held October 19, 2022, and approve the minutes as written. It was moved by J. Pohlman and seconded by J. Young to approve the HPC meeting minutes as written from October 19, 2022. Those in favor: Butler, Clijsters, Peterson, Pohlman, Vizcarra and Young. Unanimous. Motion carried. AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS Robert Lau, represented by David Lee of YESCO, has submitted an application for a Certificate of Appropriateness for signage at 120 N. Arthur Avenue. David Lee of YESCO explained the double-sided projecting sign would be replaced with neon style and window skins to help camouflage the shelving that would be in front of the interior windows. Robert Lau, building owner gave information of windows skins using a 50’s and 60’s period. The sign is LED with a neon look. They are trying to make the building and business resemble more of the historic downtown look and feel. Jim Anglesey, Sr. Long Range Planner with the City of Pocatello gave short summary of the staff report for HPC members to reference for information. It was moved by T. Butler and seconded by J. Pohlman to approve the request from Robert Lau as presented, finding the application meets the criteria for review as well as all local and national standards, with the conditions listed in the staff report, and to authorize the Chair to sign the Certificate of Appropriateness. Those in favor: Butler, Clijsters, Peterson, Pohlman, Vizcarra and Young. Unanimous. Motion carried. AGENDA ITEM 4: CERTIFIED LOCAL GOVERNMENT GRANT The Commission may wish to decide what projects to seek funding for in the FY2023 Certified Local Government Grant program. Anglesey presented the recommendation included in the agenda packet. Staff recommends the following options: HPC Meeting 11.2.2022 Page 1 of 2 Option 1 is to apply for a CLG grant for $18,000.00 to update the Historic Preservation Plan, as the HPC has taken a drastic change in direction. The grant has a match, which would utilize In-Kind hours by HPC members volunteer hours and staff time. Option 2 is to update the Downtown Historic Plan, which could be done next year. The Commission ensued in discussion. It was moved by T. Butler and seconded by C. Peterson to approve applying for the CLG grant for $18,000.00 to update the Historic Preservation Plan. Those in favor: Butler, Clijsters, Peterson, Pohlman, Vizcarra and Young. Unanimous. Motion carried. AGENDA ITEM 5: BONNEVILLE NEIGHBORHOOD RECONNAISSANCE SURVEY Christina Olson of Kerros LLC will present information regarding the Bonneville Neighborhood Reconnaissance Survey. Christine Olson of Kerros LLC gave a PowerPoint presentation on the Bonneville Neighborhood Reconnaissance Survey Phase 3, which will be included in the electronic minutes for records retention.
