The meeting began at 6:13 p.m.
AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-

influence. Disclose if there is anything personally or professionally that would not allow an impartial or
unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen.
PRESENT: Tabatha Butler, Ruta Casabianca, Ellen Ryan, Marty Vizcarra and Jim Young.
EXCUSED: Denis Clijsters.
UNEXCUSED: Josh Pohlman.
STAFF: Jim Anglesey and Aceline McCulla.
None of the members had anything to disclose.
Jim Young stated he rescinded his resignation given during the June 26 meeting, and he formally apologized
to the Commission for his demeanor during the meeting. The Commission appreciated that he will continue
on the HPC.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC special meeting minutes held June 26 and
July 17 of 2023, and approve the minutes as written.
It was moved by T. Butler and seconded by J. Young to approve the HPC special meeting minutes as written
from June 26 and July 17, 2023. Those in favor: Butler, Casabianca, Ryan, Vizcarra and Young. Unanimous.
Motion carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS FILE 23-3
Craig Yadon of Yadon Properties LLC has submitted an application for a Certificate of Appropriateness to
install four (4) windows and two (2) doors on the north side of the building located at 234 N. Main Street.
The proposed project would allow access to Leadership Park.
Craig Yadon of Yadon Properties LLC answered questions by the Commission on the windows and doors.
It was moved by J. Young and seconded by T. Butler to approve the request from Craig Yadon as presented,
finding the application meets the criteria for review as well as all local and national standards, with the
conditions listed in the staff report, and to authorize the Chair to sign the Certificate of Appropriateness.
Those in favor: Butler, Casabianca, Ryan, Vizcarra and Young. Unanimous. Motion carried.
AGENDA ITEM 4: PUBLIC ENGAGEMENT EVENTS
The Commission may wish to plan and discuss future opportunities to engage the public on various historical
or historic preservation topics.
The Commission asked to begin the ISU Collections Tour at 4:00 p.m. on August 16. Meet at 3:50 p.m. in
the foyer.

down Arthur Ave back to the Depot.
AGENDA ITEM 5: PRESERVATION PROJECT ASSIGNMENTS
The Commission may wish to discuss preservation projects and updates on assignments.
• Downtown Historic District Design Standards (DHDDS)
Anglesey stated he would provide the survey results to the Commission, and that the first draft
DHDDS will be available to review in the November meeting. Code and fee changes will be updated
and available for review in the September meeting.
• Federal Building Research
Butler noted her research regarding the two-phase building process. Frank Paradice created
democracy symbolisms in the Federal Building. Anglesey has a copy of blueprints of the original
building. Anglesey also has pictures of the building and interiors.
• Historic Preservation Plan
Anglesey noted they received a grant for the project. Anglesey will send the Commission a copy of
the current plan. We are looking at rewriting the National Registry, the last one was written in 1985
and a handful of the buildings in register are no long there, and some of the buildings need to be
reassessed for what buildings are contributing and noncontributing. Vizcarra asked if he can do the
research on a building and work with SHPO. Anglesey stated he may work with SHPO directly.
With no further discussion, Vizcarra closed the meeting at 7:00 p.m.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also
plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and
transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action
will be limited to those items on the agenda.

PRESENT: Tabatha Butler, Ruta Casabianca, Denis Clijsters (arrived at 6:01 p.m.), Josh Pohlman (left at
6:35 p.m.), Ellen Ryan, Marty Vizcarra and Jim Young (arrived at 6:01 p.m., left at 6:16 p.m.).
STAFF: Jim Anglesey and Aceline McCulla.
M. Vizcarra stated he did a site visit for agenda item 3. R. Casabianca stated she did a site visit for agenda
item 3. D Clijsters stated he is on the Board of the Historic Downtown Pocatello and will recuse himself from
agenda item 3. J Young is on the Board of the Historic Downtown Pocatello and will recuse himself from
agenda item 3. None of the other Commission members had anything to report.
AGENDA ITEM 2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC minutes for the regular meeting held June 7
and the special meeting held June 21 of 2023 and to approve the minutes as written.
It was moved by T. Butler and seconded by J. Young to approve the HPC minutes for the regular meeting
held June 14 and the special meeting held June 21 of 2023, and approve the minutes as written. Those in
favor: Butler, Casabianca, Clijsters, Pohlman, Ryan, Vizcarra and Young. Unanimous. Motion carried.
AGENDA ITEM 3: CERTIFICATE OF APPROPRIATENESS FILE 23-03
Historic Downtown Pocatello Inc., represented by Nick Hottman has submitted an application for a
certificate of appropriateness for a mural at 435 W. Center Street.
Stephanie Palagi stated a sign permit was submitted through the City’s seamless document system and she
did not hear back from the City, but she did not follow up on the status of the application. Staff let Palagi
know a sign permit was not needed, but a Certificate of Appropriateness was required. Palagi completed the
COA application and this special meeting is the result, so they could make their end of month deadline.
It was moved by T. Butler to a approve the request from Historic Downtown Pocatello, Inc. as presented,
finding the application meets the criteria for review, as well as all local and national standards, and authorize
the Chair to sign the Certificate of Appropriateness. No second, Motion failed.
It was moved by R. Casabianca and seconded by J. Pohlman to continue this agenda item to July 5, so the
Commission may research more on this mural. Those in favor: Casabianca, Pohlman, Ryan, Vizcarra. Those
against: Butler. Motion carried.
Jim Young verbally resigned from the HPC and left the Council Chambers at 6:16 p.m.
Clijsters stated more discussion is needed before moving to the next agenda item. The Commission ensued in
discussion on agenda item 3. Clijsters noted that personal politics should not expressed on sign or mural
applications that come before the HPC. An application was submitted with the required documents and the

staff report states the request is compliant with Pocatello Municipal Code. The special meeting was scheduled
to process the mural application according to the rules and the HPC should process applications without
personal politics or livelihood. Butler noted that the application is compliant and has no issues.
Anglesey explained the painting project received a STOP order until the COA is approved and signed. The
application and supporting documents were submitted and this special meeting was scheduled to come before
the HPC and staff has determined the application is compliant per Municipal

Josh Pohlman verbally resigned from the HPC at 6:34 p.m.
Chair Vizcarra asked to move the agenda items 4 and 5 to the next meeting.
AGENDA ITEM 4: DISCUSS WALKING TOURS ON THIRD WEDNESDAY OF MONTH
The Commission may wish to discuss walking tours on the optional Wednesday of the month.

STAFF REPORT – AUGUST 2, 2023

RECOMMENDATION & CONDITIONS:
Staff concludes that the application for a certificate of appropriateness is compliant with Pocatello Municipal Code
Section 17.04.210. Should the Historic Preservation Commission approve the request, staff recommends the following
condition:
1. Window and doors shall be constructed of wood or metal framing materials.
OPTIONAL MOTIONS:
1. Approval of the Application: “Move to approve the request from Craig Yadon as presented, finding the application
meets the criteria for review as well as all local and national standards, with the conditions listed in the staff report
[insert any additional conditions of approval] and authorize the Chair to sign the Certificate of Appropriateness.”
2. Denial of the Application: “Move to deny the request from Craig Yadon, finding the application does not meet the
criteria for review, finding that: [cite findings for denial].”
REQUEST:
Craig Yadon of Yadon Properties LLC has submitted an application for a Certificate of Appropriateness to install four (4)
windows and two (2) doors on the north side of the building located at 234 N. Main Street. The proposed project would
allow access to Leadership Park.
BACKGROUND:
234 N Main Street, as currently addressed, has two buildings on the property. These buildings are listed as number 5 & 6
on the National Register of Historic Places Inventory-Nomination Form for the Downtown Pocatello Historic District. The
subject project will affect only number 5 which was built before 1927 and is currently not contributing to the historic
district. The National Register states, “The facade of this single-story brick building has been extensively remodeled and
the building is currently intrusive, but it could become contributory if enough of the original fabric is present and
retrievable under the masked façade (emphasis added). The building contained the Chris Christensen confectionary and
bakery in 1927. The rear half of the building was not built until at least 1931.”
COMPREHENSIVE PLAN 2040:
Outdoor Oriented, Goal 2, Strategy C: Improve and maintain existing parks, trails, paths, and recreational facilities.
Economically Robust, Goal 3, Strategy D: Develop and maintain public/private partnerships to help support Downtown
development efforts.
Authentic & Affordable Neighborhoods, Goal 2, Strategy C: Embrace existing neighborhood assets such as parks, trails,
historic identity, etc. and support each neighborhood to strengthen these assets.
Creative Community, Goal 2, Strategy B: Empower local residents to employ innovative placemaking strategies and
facilities which enhance the built environment.
Goal 4, Strategy C: Energize the public sphere of downtown by facilitating opportunities for businesses to temporarily
occupy public space with displays of goods, outdoor seating, art installations, and regular events.
DESIGN GUIDELINES FOR POCATELLO’S DOWNTOWN HISTORIC DISTRICT:
Staff finds the following standards identified in the design guidelines for the downtown historic district to be applicable
to this application:
1. Exterior alterations and changes should be kept to a minimum.
2. The building should conform to surrounding buildings and other street features.
3. Every effort should be made to maintain and preserve the building’s original materials and colors.
4. Original and distinctive architectural details should be retained or restored.
5. Signs should be architecturally compatible with the design of the original or proposed building.
THE SECRETARY OF THE INTERIOR’S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES:
Staff finds the following standards identified in the Secretary of the Interior’s Standards for the Treatment of Historic
Properties to be applicable to this application:
“Rehabilitation is defined as the act or process of making possible a compatible use for a property through repair,
alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural
values.”
Standards for Rehabilitation:
1. A property will be used as it was historically or be given a new use that requires minimal change to its distinctive
materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration
of features, spaces and spatial relationships that characterize a property will be avoided.
3. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of
historical development, such as adding conjectural features or elements from other historic properties, will not be
undertaken.
4. Changes to a property that have acquired historic significance in their own right will be retained and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize
the restoration period will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature will match the old in design, color, texture and, where possible,
materials. Replacement of missing features will be substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments
that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources must be distributed, mitigation
measures will be undertaken.
9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and
spatial relationships that characterize the property. The new work will be differentiated from the old and will be
compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the
future, the essential form and integrity of the historic property and its environment would be unimpaired.

We would are proposing to cut in doors and windows in the existing building to allow entry/access from Leadership
P ark. The current building is long and narrow with access from Main Street, cutting in new access doors would
allow us to divide the building into smaller shops and create more traffic through the park. We are working with
Booth Architecture for this project.
