The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to those items on the agenda. 1. ROLL CALL AND DISCLOSURES Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any influence. APPROVE MINUTES The Commission may wish waive the oral reading of the regular and special meeting minutes held February 7, March 1, and March 20 of 2024, and to approve the minutes as written. PRESENT: Tabatha Butler, Ruta Casabianca, Josh Pohlman (arrived at 6:15 p.m.), Ellen Ryan, and Marty Vizcarra. UNEXCUSED: Jim Young. STAFF: Jim Anglesey and Aceline McCulla. None of the members had anything to report. AGENDA ITEM #2: Approval of Minutes The Commission may wish waive the oral reading of the meeting minutes held January 17, 2024, and to approve the minutes as written. It was moved by R. Casabianca and seconded by E. Ryan to approve the HPC meeting minutes as written held January 17, 2024. Those in favor: Butler, Casabianca, Ryan, and Vizcarra. Unanimous. Motion carried. AGENDA ITEM #3: Draft Review of the Pocatello Downtown Historic Design Standards. The Commission may wish to review the Draft Pocatello Downtown Historic Design Standards presented by Kirk Huffaker. Materials will be supplemented when available. Kirk Huffaker reviewed the schedule in the draft packet. Following SHPO’s approval of the document, a work session will be scheduled with City Council prior to a request to City Council’s review and approval meeting. Huffaker discussed the What has Changed? section of what Huffaker adjusted from the first draft presented in January. More clarification can be added on the process of application submittal to assist applicants on how to complete the application, prepare for submission, and how to present the application and materials for public hearing. Huffaker will continue working on the Non-Historic Buildings section. Document Structure: Design Standards were discussed to assist the applicant with narrative, codes… Additions were discussed to guide people on how to add onto a building. Huffaker asked the Commission if there was anything else he should add in this section and pass the information on to Jim. HPC Meeting Minutes 2.7.2024 Page 1 of 3 Discussion Topics: Prohibited – application comes before the HPC to discuss and decide. Strongly Discouraged would allow staff to make an administrative decision. Vinyl windows: Current language: prohibited. Option for consideration: Prohibited or Strongly Discouraged? Anglesey asked Huffaker to explain Wood frame or Vinyl. Huffaker stated the wood provides the aesthetics and where a vinyl looks flush and loses the character of the window. Vizcarra noted the metal windows can match the character of historic windows and resemble wood, where the vinyl windows do not. The Commission agreed to use prohibited. Metal doors on the main façade (Metal solid core metal door) current language: prohibited. Commission needs to select: Prohibited or Strongly Discouraged? The Commission agreed to use prohibited. Commission comments for Huffaker on the Draft: Vizcarra window tint: mirror not allowed, (percentage will be determined) capacity percentage allowable administrative approval, over percentage HPC approval Windows: vinyl no, illuminated awnings – cam lights, with awnings that span more than the store front. Nonconforming was the past, moving forward this is the how Code reads. Repairs: Demolition by neglect. Who is responsible and decides when a building needs to corrected. Anglesey stated that Staff will be inspecting buildings annually and will provide the HPC with this report to address neglected buildings. Demolition of hazardous buildings would be deemed condemned by the Building Inspector. AGENDA ITEM 4: Historic Preservation Plan Update. The Commission may wish to discuss plans to update the Historic Preservation Plan with Kirk Huffaker. Kirk Huffaker introduced the Pocatello Historic Preservation Plan Update PowerPoint presentation to the Commission on SHPO standards and the Commission’s role in the plan process. Huffaker handed out the Historic Preservation Planning: The Secretary of the Interior’s Standards for Preservation Planning document to the Commission members. The document will be included in the minutes, and added to the February 7, 2024, amended agenda posted online for future availability. Huffaker, pick a March special meeting 20th 5:30 p.m. AGENDA ITEM 4: Preservation Projects & Assignments. The Commission may wish to discuss preservation projects and updates on assignments. HPC Meeting Minutes 2.7.2024 Page 2 of 3  • Community Engagement & Outreach o Preservation Month in May Anglesey the National Trust may have a campaign; a proclamation, an award. For this year, maybe something tied to Brady Chapel, a proclamation. If possible, an award. Anglesey will talk with the Mayor’s office on wording for a proclamation. Vizcarra will brain storm with Anglesey. o Topics for City Social Media Anglesey wants to create and send out, on a regular schedule, discussion topics to talk about and promote, and create a list to plan for throughout the year. Butler noted Benefits for Preservation, create a ribbon for what’s being done right with bullet points, this is a good starting point. Pohlman noted a what was here before, to promote preservation of buildings to preserve history. Vizcarra noted posting photos of historic building. • Brady Chapel Anglesey noted that three contractors scoped the projects, and the RFP bids are open for another couple weeks. • Additional Projects Noting discussed. Consultant Huffaker presented the incorporated public comments received from the March 1 Open House event. The Plan will be sent to SHPO for review on April 1, presented to City Council during the April 11 Work Session for approval. Upon SHPO approval, the HPC public hearing will be May 1 to recommend approval to City Council of the final Historic Preservation Plant adoption and Ordinance.
