MINUTES CITY OF POCATELLO HISTROIC PRESERVATION COMMISSON SPECIAL MEETING JUNE 5, 2024 • 6:00 PM CITY HALL COUNCIL CHAMBERS | 911 NORTH 7TH AVENUE, POCATELLO, IDAHO Vizcarra called the work session to order at 6:00 p.m. 1. ROLL CALL PRESENT: Ruta Casabianca, Ellen Ryan, and Marty Vizcarra. EXCUSED: Tabatha Butler. UNEXCUSED: Josh Pohlman. STAFF: Jim Anglesey and Aceline McCulla. None of the members had anything to disclose. 2. APPROVE MINUTES The Commission may wish waive the oral reading of the regular and special meeting minutes held February 7, March 1, March 20, and May 8 of 2024, and to approve the minutes as written. It was moved by R. Casabianca and seconded by E. Ryan to approve the HPC meeting minutes as written held February 7, March 1, March 20, and May 8 of 2024Those in favor: Casabianca, Ryan, and Vizcarra. Unanimous. Motion carried. 3. DOWNTOWN HISTORIC DISTRICT DESIGN STANDARDS The Commission may wish to accept the proposed Downtown Historic District Design Standards and recommend approval to City Council. (ACTION ITEM) Kirk Huffaker, consultant presented updates for the final draft, final input from the Commission, and then a recommendation of approval of the standards to be presented to City Council July 11 for final approval. Vizcarra edits identified: Headings on page 61 (Glossary) underscore or bold headings consistently. Acknowledgement page, Marty’s name is missing the “t.” It was moved by R. Casabianca and second by to recommend approval to City Council with the recommended edits for authorize the Chair to sign the Letter of Recommendation. Those in favor: R. Casabianca, E. Ryan, and M. Vizcarra. Motions carried unanimously. With no other meeting business, Vizcarra closed the meeting, and moved the Commission into the work session at 6:14 PM. ***WORK SESSION*** PRESERVATION PROJECTS & ASSIGNMENTS The Commission may wish to discuss preservation projects and updates on assignments. (ACTION ITEM) • Community Engagement & Outreach o Tours HPC Meeting 6.5.2024 Page 1 of 2  The Triangle Trolley Tour in September: Trolley tours of the Triangle District with blown-up pictures of buildings that used to be in locations. • Brady Chapel: o Ground breaking was in May, inside the Chapel. Scraping and cleaning masonry work is in progress now. o Staff is currently working with the Legal Department on ADA compliance and if a temporary, portable ADA Ramp may be utilized for use public use, without changing the main entrance of the Chapel. o • Historic Preservation Plan Kirk Huffaker will discuss public engagement, vision statement, and get thoughts on the City. Public engagement: surveys, public media announcements, to-date 73 surveys have been completed. The survey will close on June 30, unless the Commission have collaboration events that would encourage more people to take the survey. Rotary: Jim Centennial Rotary will meet with them mid-July. Pocatello Rotary meets at the Country Club, Jean Haneke Gates City Rotary: Jerry Myers Chamber of Commerce: Kirk Lepchenske is outreach person. Art Walk: Vizcarra noted to close the survey the July 19. Huffaker will create elevator tips and a 10-minute PowerPoint presentation for discussions. The HPC will meet to discuss goals during the August 7 meeting. Vision Statement – wordsmithing Pocatello, also known as the Gate City, established its eclectic and diverse character from its decades as a significant regional railroad hub. The city’s railroad-era prominence lead to establishment of the historic downtown, a prominent asset where the city’s entrepreneurial spirit will support and encourage repurposing and restoration of buildings, and embracing and integrating historic resources. The City of Pocatello endeavors to document the pre-contact Tribal historic (Jim will get correct information from Noland) resources from the Shoshone-Bannock period to the most recent historic period, a functional museum, build community through increasing connection to historic places, and expand the interpretation of traditional history through a new lens. Map Discussion: Anglesey will email Huffaker the GIS districts map. Get historic characteristics of the districts and document the data. The Band shelter may be historic by Ross Park The Ross Park Drive-In may be historic The Cowboy Oil sign (S. 5th Ave and Hwy 30 W) possible two signs Petroglyphs on S. 5th Ave and by the Highway Ponds. North of Benton Ave was affected by Urban Renewal with the Triangle District and desegregation process. City of Alameda, the old fire station is still there, City Hall is not known. The old grocery store on Jefferson Ave is there, but may be torn down ISU looking into becoming a Historic District, but not sure how far in process or investigation of process.
