The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to those items on the agenda. 1. ROLL CALL. 2. APPROVAL OF MINUTES. The Commission may wish waive the oral reading of the meeting minutes held August 21, 2024, and to approve the minutes as written. (ACTION ITEM) 3. TRAINING ON OPEN MEETING LAWS AND POLICIES. Anne Nichols will provide training to the HPC on open meeting laws and policies 4. ADJOURN.  MINUTES AGENDA 2 CITY OF POCATELLO HISTROIC PRESERVATION COMMISSON SPECIAL MEETING AUGUST 21, 2024 • 6:00 PM CITY HALL COUNCIL CHAMBERS | 911 NORTH 7TH AVENUE, POCATELLO, IDAHO Vizcarra called the work session to order at 6:04 PM. 1. ROLL CALL. PRESENT: Tabatha Butler, Ruta Casabianca, Ellen Ryan, and Marty Vizcarra. STAFF: Jim Anglesey and Aceline McCulla. 2. APPROVE MINUTES The Commission may wish waive the oral reading of the minutes for the HPC meeting held June 5, 2024, and to approve the minutes as written. It was moved by E. Ryan and seconded by R. Casabianca to approve the HPC meeting minutes as written held June 5, 2024. Those in favor: Butler, Casabianca, Ryan, Vizcarra, and Young. Unanimous. Motion carried. 3. Preservation Projects & Assignments The Commission may wish to discuss preservation projects and updates on assignments. • Community Engagement & Outreach • Historic Homes Tour will be September 9 of the University District. • Brady Chapel the stones have been cleaned and pinnacles are placed, there are • Lasting Legacy tour will be held the last Saturday of September at the Senior Center and a trolley to take people around the Triangle District. • Historic Preservation Plan: Consultant Kirk Huffaker Kirk Huffaker, Consultant for the Pocatello Historic Preservation Plan Vision Statement: The city endeavors to document and designate historic resources from the presettlement period through the most recent historic period. This will guide future preservation efforts that increase value in the community as it evolves, build connection and meaning, and support and encourage building repurposing. Survey Results: Total Respondents: 100; Respondents that completed the survey: 100; Respondents who reside within Bannock County that want to be updated: 60; Updated means: email address; Respondents interested in preservation: 90; Is this a worthwhile goal: 85; Neutral worthwhile goal: 15. Highway, Cell Tower going up, above and below ground that would affect +/- for community impacts to get a positive reaction.  Incentives: funds available for awards,  New Policy initiation and/or improvement – local and/or state levels  Cross-departmental integration and training: City creates a policy for buildings built pre-1945, the developer must document the building prior to demolition.
