MINUTES CITY OF POCATELLO HISTORIC PRESERVATION COMMISSON SPECIAL MEETING NOVEMBER 6, 2024 • 6:00 PM CITY HALL COUNCIL CHAMBERS | 911 NORTH 7TH AVENUE, POCATELLO, IDAHO Vizcarra called the meeting to order at 6:00 PM. 1. ROLL CALL PRESENT: Kristopher Boatman, Tabatha Butler(Left at 7:00 PM), Ruta Casabianca, Amy Commendador, Ellen Ryan, and Marty Vizcarra. UNEXCUSED: Kaitlin Blincoe. STAFF: Jim Anglesey and Aceline McCulla. 2. APPROVE MINUTES The Commission may wish waive the oral reading of the meeting minutes held August 21, 2024, and to approve the minutes as written. It was moved by T. Butler and seconded by R. Casabianca to approve the HPC meeting minutes as written held August 21, 2024. Those in favor: K. Boatman, T. Butler, R. Casabianca, A. Commendador, E. Ryan, and M. Vizcarra. Unanimous. Motion carried. 3. TRAINING ON OPEN MEETING LAWS AND POLICIES. Shawnie Ferrin will provide training to the HPC on open meeting laws and policies. Ferrin clarified information from the City of Pocatello, Idaho Answers to Commonly asked Questions: A Policy Guide for Members of City Boards, Commissions and Committees (v2022). Ferrin explained serial meetings and the fines associated with them. All in attendance are informed of this policy and associated violations and fines. 4. TRAINING ON HPC RESPONSIBILITIES AND PURPOSE. Jim Anglesey will present the responsibilities and purpose of the Commission and training on historic preservation. Anglesey presented a PowerPoint that clarified the purpose and responsibilities of the Pocatello Historic Preservation Commission. The PowerPoint will be included with the minutes. 5. ADJOURN. to preserve and enhance the quality of neighborhoods; to foster economic development.” - Pocatello City Code, 17.04.210: Historic Preservation Overlay (HPO) Bannock Hotel (1919-1921) “…the tallest and most impressive building in the district… a very important landmark in Pocatello… enhanced by the social, economic, and political prominence of the Brady family.” - Razed: 1982 NATIONAL REGISTER OF HISTORIC PLACES  Pocatello Historic District (Downtown) (1982)  Idaho State University Neighborhood Historic District (1984)  East Side Downtown Historic District (1994)  Pocatello Warehouse Historic District (1996)  Pocatello Westside Residential Historic District (2003)  Lincoln-Johnson Avenues Area Historic District (2006)  Old Town Residential Historic District (2008)  16 Individual Properties/Landmarks listed on the National Registry CERTIFIED LOCAL GOVERNMENT (1985)  Provide local governments a greater degree of participation and involvement in the nomination process of the National Register of Historic Places  Helps fund historic preservation projects and activities  Coordinate the implementation of the state and local historic preservation plan  Support and improve local historic surveys  Ensure the importance of historic preservation in local planning and decision making processes  Identify historic preservation priorities and efforts  Section 106 reviews LOCAL HISTORIC DISTRICTS, PROPERTIES, AND LANDMARKS  Locally Protected:  Standrod House  Downtown Historic District  City Owned:  Brady Memorial Chapel  Pocatello Carnegie Library THE HISTORIC PRESERVATION COMMISSION  The PHPC was established by Ordinance 2149 on March 7, 1985  An advisory group to the City Council  Consists of seven (7) members who:  Serve three (3) year terms  Have an interest in historical and architectural development of the city  Are appointed with due regard to the proper representation of fields related to Historic Preservation such as:  History, architectural history, architecture, landscape architecture, urban planning & design, engineering, archaeology, and law  Commission shall choose officers who shall serve one-year terms as chair & vice chair  Chair presides at the meeting, vice chair fills in for chair in the event of absence.  Planning & Development Services staff provide assistance, expertise and training to commission members; administers the CLG & HP program COMMISSION DUTIES  Conduct surveys of local historic properties  Recommend lease, sale, transfer or disposition of historic properties  Recommend methods and procedures to preserve, restore, maintain, and operate historic properties owned or controlled by the City  Cooperate with federal, state, and local governments in the pursuance of the objectives of historic preservation  Recommend the designation of historic districts and landmarks to Council  Recommend ordinances and provide information for the purposes of historic preservation in the City  Promote and conduct educational and interpretive programs on historic preservation and historic properties in the City COMMISSION DUTIES CONT…  Recommend the acquisition of historic properties by purchase, bequest, or donation  Examine or survey private property for purposes of historic preservation with the permission of the property owner  Review and make decisions on applications for certificates of appropriateness for new construction, alterations, signage, or demolition within designated local historic districts  Administrative decisions are subject to appeal by the applicant to the PHPC  PHPC decisions are subject to appeal by the applicant to the City Council Pocatello City Code, 17.02.800: Historic Preservation Commission CERTIFICATE OF APPROPRIATENESS  Required for any exterior alteration, demolition, new construction, and exterior signage for locally protected districts or properties/landmarks  Purpose is to preserve the integrity of historic properties  The Pocatello Downtown Historic District Design Standards (2024) sets forth the standards and process of all design reviews in the Downtown Historic District. LESSONS LEARNED  Clear, consistent, & objective standards are a must  Preservation regulations should seek to preserve what matters most  Cities evolve, including historic districts  Focus efforts and celebrate preservation wins to keep preservation importance fresh in the community CURRENT PRESERVATION INITIATIVES  Recently Completed:  Historic Preservation Overlay Code Changes (2023)  Downtown Design Standards (2024)  In Progress:  Historic Preservation Plan Update (to be completed Spring 2025)  National Register Downtown Districts Updates (to be completed Summer 2026)  1922 BRADY CHAPEL: PHASE I 2024 2015
